Version Changes
Version 4 includes additional bund specific question tabs. For Tank assessments specific assessment questions have not been updated.
The spreadsheet has now also been locked, so that only required information, can be entered. These inputs are highlighted in yellow.
Version 6 - The risk assessment has been split into two sections, 1. Technical Based, 2. Risk-Based. The final risk assessment score is weighted
equally on Technical-based and Risk-based aspect.
Changes and additions to this version are Indicated in Red Font
Name changed to Wilmar SPCC Tank Risk Assessment Tool
Assessment scope of tank and bund
Added "Summary to Enablon"
Background
The Wilmar Group Environment Engineering - "Spill Prevention, Containment and Countermeasure (SPCC) Standard requires that all Wilmar sites
assess all storage tanks (including in-process storage) and bunding on site on at least a bi-annual (2 year) basis. The Wilmar SPCC Risk
Assessment Tool (this Excel-based tool) is to be used for these assessments.
The SPCC Standard further requires that gaps identified though the use of the tool shall be prioritised and progressively rectified.
Note that this tool is designed to allow Wilmar sites to undertake a qualitative risk-based assessment of their storage tanks (including in-process
storage) and develop a prioritised plan to address any identified deficiencies. It is not intended to replace any other risk assessment methodologies
that may also be used/required by authorities to assess and quantify safety, health, environmental, reputational and financial risk associated with the
storage of liquid chemicals, products and intermediaries (particularly in the case of flammable materials), and as such must be used in conjunction
with such methodologies.
1 The tool is best completed as part of a visual inspection undertaken by a small team; typically lead by production plant head/supervisor (owner of
the tank and bund) with representative from Engineering/Project.
For Information
2 You can only enter data into YELLOW highlighted cells. The remainder of the tool has been locked and cannot be accessed or edited. For Information
3 The Tool allows for over 400 tanks and 100 bunds, to be assessed. If it is necessary to assess further tanks or bunds, you will need to create a new
file using a blank SPCC tool. (The tool does not allow you to add extra tanks and/or bunds).
For Information
The assessment scope for tank shall be for all Nitrogen blanketed and Atmospheric tank outside the production plant boundary (E.g. plant
4 OSBL/Tank farm Area) with volume ≥ 30m3.
The assessment scope for bund shall be for all bunding with holding volume ≥ 30m3.
5 Enter details for each tank into the yellow highlighted cells in the tab labelled "Tab# 1: Tank Inventory-Action Plan"
The details of the tank will automatically populate the tab labelled "Tab#2: Bulk & In-process Tanks".
Tank Inventroy-Action Plan
Once all tanks have been entered in the tab labelled "Tab #1: Tank Inventory-Action Plan" you can proceed to assess each tank.
Yellow highlighted cells on the tab labelled "Tab#2: Bulk & In-process Tanks" provides guidance of where information needs to be entered.
6 This includes the date of the assessment and responses to the assessment questions which can be selected from the drop-down lists.
All questions must be completely answered.
Bulk & In-Process Tanks
Add comments where necessary to help the evaluator to understand the responses.
Assessment Scores will be automatically assigned and will automatically transfer to the tab labelled "Tab#1: Tank Inventory-Action Plan".
7 Once all tanks have been assessed as per step 5, complete step 4 in the tab labelled "Tab#1: Tank Inventory-Action Plan".
Action plans are required for gaps identified.
Tank Inventroy-Action Plan
8 Enter the name and details for each bund into the yellow highlighted cells in the tab labelled "Tab#3: Bunding Inventory-Action Plan".
The details of the bund will automatically populate the tab labelled "Tab#4: Bulk and In-Process Bund".
Bunding Inventory-Action Plan
Once all bunds have been entered in the tab labelled "Tab#3: Bunding Inventory-Action Plan" you can proceed to assess each bund.
Yellow highlighted cells on the tab labelled "Tab#4: Bulk and In-Process Bund" provides guidance of where information needs to be entered.
9 This includes the date of the assessment and responses to the assessment questions which can be selected from the drop-down lists.
All questions must be completely answered.
Bulk & In-Process Tank Plant Bunding
Add comments where necessary to help the evaluator to understand the responses.
Assessment Scores will be automatically assigned and will automatically transfer to the tab labelled "Tab#4: Bunding Inventory-Action Plan".
10 Once all bunds have been assessed as per step 8, complete step 7 in the tab labelled "Tab#3: Bund Inventory-Action Plan".
Action plans are required for gaps identified.
Bund Inventroy-Action Plan
11 Additional information may be required to complete the assessment and can typically be found in Engineering or Productions records, in
documentation supplied by the Original Equipment Manufacturer (OEM), or by contacting the OEM.

12 Provide any remarks or additional information in the Site Comments Column for that specific tank General
On the "Tank Inventory-Action Plan" and "Bund Inventory-Action Plan" pages, record the actions required for each tank and bund as per step 6 and

To prevent errors in this workbook ensure all action for each tank and bund are listed in the one cell by giving each action a number, that can be
with the responsible person and due date.
