Provision of pipeline repair phase II

Dear Sir or Madam,

Referring to the aforesaid subject, according to our domestic feedback, the original WPS

plan can completely satisfy the actual requirements of this project. And our preparation

work for WPS has already done in half a month ago. If PDOC could approve our original

WPS proposal. Immediately we can set up the procedures of factory acceptance test

(FAT), WPS experiment and welder qualification test(WQT). But now after two months,

from the date CPP submitting our original proposal, finally we received the comments of

PMC. And according to these comments, we have to spend much more extra time to

provide more preliminary study for these services such as the thermal analysis and

demonstrating the applicability of WPS by using the self-contradictory flow rate data

provided by PDOC.

Even in Iraq and Saudi Arabia, the WPS will not be executed in such a too harsh way as

the comments of PMC. CPP are trying to provide a solution that can balance relationship

between the reasonable cost and project actual requirements. If we have to carry out the

WPS and WQT according to the comments of PMC, our domestic response shows that

we have to draw up the WPS proposal and organize the WPS experiment again.

Accordingly, because the difficulty and experiment item of WPS will be increased, our

quotation will be updated, and furthermore, more time will be requested.

Hereby, CPP notice this latest information of WPS to each party. Because this issue

concerning the interests of each party cannot be decided by CPP one party, We suggests

that for the contractors, PMC and PDOC three parties, we should better have a meeting

to discuss the relevant issues of WPS and WQT.

It is appreciated that PDOC could consider our application. And looking forward for your

response.
