Abstract

A municipality is an administrative entity composed of a clearly defined


territory and its population and commonly denotes a city, town, or
village, or a small grouping of them. A municipality is typically governed
by a mayor and a city council or municipal council. The notion of
municipality includes townships but is not restricted to them. A
municipality is a general-purpose district, as opposed to a special-purpose
district. Local bodies are classified into Municipal Corporations,
Municipalities of different grades and Nagara Panchayats depending upon
the population and income of the Urban Local Body

1. CHAPTER ONE: INTRODUCTION

Chapter One is the introduction chapter of the report, and it provides an
overview of the project and its objectives. The chapter starts by introducing
the background of the project and the problem definition. It then outlines the
objectives of the project and the advantages of the proposed solution. The
scope of the project is also discussed in this chapter. Finally, the motivation
behind the project is explained, which helps the reader to understand the
significance and importance of the project.

1.1 Introduction

The Municipality administration system collects the taxes from the citizen of
the country, and each citizen also has to pay the electricity and water bills.
All these work happen at the office of the respective department. A person
has to visit the office to know about the taxes pending tax and bills. Today,
when there are too many tax offices are present, and the user does not have
much time to face the problem. So to overcome this issue, we will design an
application through which a citizen can know and pay the tax and bills. The
system will be based on the web to provide access to software from any
location. Municipal administration system is the online system or agency
to help the Saudi citizens to apply for their government records like
death, birth, nativity certificates etc... Municipal administration system
team trying to get more affiliation to government offices and
departments. Now Municipal administration system team acting as a
agency to help the public. Information system: is an academic study of
systems with a specific reference to information and the complementary
networks of hardware and software, people and organizations use to collect,
filter, process, create and distribute data. Any specific information systems
aims to support operations, management and decision-making This report is
organization is the first chapter introduces the system we have provided a
brief introduction about the project, its objectives and scope, the Problem
statement and the development requirements. The second chapter we
compare between the current system and proposed system Traditional
system and Examples for developed systems. The third chapter concerns
Project methodology, the discusses plan Analysis and design to project,
addition to Implementation, test and describes the UML. The fourth chapter
discusses Analysis and design to project. The fourth chapter system
implementation. The six chapter conclusion and recommendation of project.

1.2 Problem Statement

Municipality Complaints Management System PROBLEM

There are many problems facing in the current system as following:

[1] The current system takes time and effort in send complaints and
Tracking the problems for the customer.
[2] Lack information security.
[3] Difficult to determine the location of problem.
[4] Very hard to analysis the complaint that come from people.
[5] Lack accurate.

Because there are no maintenance department in the program to obtain


crowed places, damaged street lights. Also a citizen who wants to pay the tax
has to visit the municipal office. The number of department of tax is huge,
and a person has to visit the different office to know about the different tax
which is nothing but the wasting time.

1.3 Scope

The main purpose of the web site is to reduce the effort by the
candidate and save his time and avoid unwanted rushes at the
government offices and assure a smooth working schedule at government
offices. The Municipality Administration System is a proposed web-based
application designed to allow citizens to access information and pay their
taxes and bills from any location. The current manual procedure requires
citizens to visit different tax offices to know about the different taxes and
bills, resulting in a waste of time.

This application aims to provide citizens with a more efficient way to access
and pay their taxes and bills.

1.4 Objectives

For Providing the citizens ability to register in the system and then they can
send compliant to the municipality about the services and any issues.

There are many Objective for this system:

 Developing mobile application that facilitate communicate between


community and municipality to become more easy and speedy.
 Providing new method to send complaint to the municipality and
tracking them.
 Providing reports of complaint sorted by location, time, and other
factors.
 Providing people method for rating the quality of municipalities
services .
 Increase quality of municipality's services by saving effort, time and
take feedback.
 Increase the accuracy of the complaint .

 Delivering integrated geospatial data

including system possibilities to share, exchange, update and analyze it on


individual workstations, which helps to increase productivity and
effectiveness as well as quality of made decisions based unreliable and actual
data.

with other important, from the point of customer needs view, collections in
order to adapt easily to changes in the requirements.

2.1 Introduction

Chapter two provides a literature review that discusses the related work in
the area of municipal administration systems. This chapter will provide an
overview of existing systems and compare them with the proposed
Municipality Administration System.

2.2 Related Work

In this section, we will discuss some existing systems that are similar to the
proposed Municipality Administration System. A description of each system,
along with its advantages and disadvantages, will be provided.

2.2.1 Example 1: MyCity


MyCity is an online municipal administration system that allows citizens to
access information about various municipal services, including taxes, water
bills, and property assessments. The system is designed to be user-friendly
and provides citizens with a single platform to access all municipal services.
One of the advantages of MyCity is that it provides citizens with a
convenient way to access information and pay their bills online. However,
one of the disadvantages of the system is that it can become slow and
unresponsive during peak usage periods.

System provides all the features offered by the existing systems, along with

security, and performance of the proposed system are also comparable to
those of the existing systems, if not better.

Overall, the literature review indicates that there are several existing systems
that are similar to the proposed Municipality Administration System.
However, the proposed system offers additional features and has comparable
user interface, security, and performance.
