Whether a returning resident or a visitor to the Hawaiian Islands, we want to
ensure that all travelers remain safe and healthy.

We are excited to ease travel restrictions as a direct result of Hawaii’s robust


vaccination rate. Beginning Tuesday, June 15, travelers entering the state
who have been fully vaccinated in Hawai‘i may bypass quarantine without a
pre-travel test. The vaccination record document must be uploaded to Safe
Travels or printed out prior to departure and hard copy in hand when arriving
in Hawai‘i. Beginning June 15, 2 a.m. HST, travelers who received
vaccination in Hawaiʻi will be able to upload their vaccination document into
the Safe Travels Digital Platform to receive exception from quarantine.

We continue to welcome other travelers to the Hawaiian Islands with a pre-


travel test.

Travelers wishing to use the pre-travel test to bypass quarantine must


have a negative result from a test taken from a trusted partner no more
than 72 hours BEFORE beginning the final leg of their trip. Anyone
without a negative test result PRIOR to departure must quarantine upon
arrival.

The negative test result must be uploaded onto Safe Travels or printed
out prior to departure and hard copy in hand when arriving in Hawai‘i.

Currently, the Vaccine Exception Program allows inter-county travelers


who have been fully vaccinated against COVID-19 in the State of
Hawai‘i to bypass the State’s 10-day traveler quarantine.

On June 15, all restrictions on inter-county travel will be lifted.

The governor announced that when the state reaches a vaccination rate of
60%, the vaccination exception will extend to travelers vaccinated in the
United States, traveling domestically. When the state reaches a 70%
vaccination rate, all restrictions on travel will be lifted. Specific dates will be
announced as milestones are reached.

The CDC Order that went into effect on Jan. 26, 2021 does not impact the
Safe Travels program. For international travelers arriving in the State of
Hawai‘i from Japan, Canada, Korea and Taiwan, only tests from Trusted
Testing Partners will be accepted for purposes of bypassing the State’s 10-
day traveler quarantine. Travelers originating from any other international
destination and coming directly to Hawai‘i do not have the ability to test for
purposes of bypassing the State’s 10-day traveler quarantine.

Delta DL 480 and United UA 1158 flights from LAX have access to


additional lab opportunities through CLEAR Health Pass. Eligible flyers will
be notified by their airline.

Travels Hawai‘i program
Aloha! The State of Hawai‘i Safe Travels Hawai‘i program is a
multilayered process designed to prevent the spread of COVID-19 in
our community from trans-Pacific passengers arriving at airports/ports
across the Islands.

This enhanced entry into Hawai‘i includes the Mandatory State of


Hawai‘i Travel and Health Form, temperature screening at all Hawai‘i
airports upon arrival, a vaccination exception program, and a pre-travel
testing program.

Here’s a list of answers to practical questions you may have about


your travel to Hawaiʻi. This page is updated periodically as new
information becomes available. Please continue to check this site
regularly for the most up-to-date information.

PRE-ARRIVAL Questions
Am I required to participate in pre-travel testing?
Travelers who successfully complete a pre-travel test will not be
subject to the state’s 10-day quarantine program. The test has to be
taken 72 hours from the final leg of departure AND the negative
COVID-19 test result uploaded to the Safe Travels platform or printed
out and in hand prior to departure to Hawai‘i in order to avoid the 10-
day quarantine. FDA-approved NAAT tests, processed by a CLIA-
certified laboratory are the only types of coronavirus tests currently
approved by the state of Hawai‘i. The state of Hawai‘i will ONLY
accept test results from TRUSTED TESTING AND TRAVEL
PARTNERS.
Are adults and minors required to complete pre-travel testing?
Adults and minors five years of age and older who successfully
complete a pre-travel test will not be subject to the state’s 10-day
quarantine program. The test has to be taken 72 hours from the final
leg of departure and the negative COVID-19 test result uploaded to
the Safe Travels platform or printed out and in hand prior to departure
to Hawai‘i in order to avoid the 10-day quarantine. Children under 5
do not have to test for COVID-19 to receive exception from
quarantine. FDA-approved NAAT tests, processed by a CLIA-certified
laboratory are the only types of coronavirus tests currently approved
by the state of Hawai‘i. The state of Hawai‘i will ONLY accept test
results from TRUSTED TESTING AND TRAVEL PARTNERS.
I got my COVID-19 vaccination, am I exempt from quarantine?
Presently, proof of vaccination from anywhere outside Hawai‘i is not a
recognized exemption to the Hawaiʻi travel quarantine. The state
continues to evaluate the latest science and will inform travelers of any
new exemptions as those decisions are made.

If I have a flight from arriving in Hawai‘i on December 17. When should I get tested?
Passengers must make necessary arrangements to get tested with a
Trusted Testing and Travel Partner 72 hours prior to the final leg of
departure. Your test would need to be taken on or after December 14
depending on your time zone, and your results uploaded to Safe
Travels or printed and in hand, before you depart on the final leg to
Hawai‘i.

Example: If your flight to Hawai‘i departs from Chicago, connects in


Seattle and arrives in Honolulu on 12/17, the departure time is based
on Seattle’s time – Pacific Standard Time.
Will I be responsible for testing costs?
Yes. All individuals required to complete pre-travel testing must pay
for testing costs.
Will I be responsible for quarantine costs if my test results aren’t received in time, or if I
test positive for COVID-19?
You will be responsible for 100% of the cost of your mandatory self-
quarantining for the required 10-days, including accommodations, food
and other deliveries. Vacation rentals of any kind for less than 30 days
are not permitted as accepted self-quarantine accommodations.

Self-quarantine violators will be fined, arrested and prosecuted.

What does the State of Hawai‘i Pre-Travel Testing Program process entail?
Prior to arrival, all adults 18 years of age and older are required to
create an online account and register with the State of Hawai‘i’s Safe
Travels Hawai‘i program. The names of each child/children traveling
with an adult registering will need to be included in the adult’s Safe
Travels Hawai‘i program application form.

Travelers five years of age and older will need to take a Nucleic Acid
Amplification Test (NAAT) from a certified Clinical Laboratory
Improvement Amendment (CLIA) lab. Test results will only be accepted
from Trusted Testing and Travel Partners. Please also inquire directly
with your air carrier to learn whether it offers pre-travel testing
programs and is a Trusted Partner of the State of Hawai‘i’s Pre-Travel
Testing Program.

You will be required to complete testing no more than 72 hours before


your flight’s departure time. If you have a multicity flight itinerary, the
departure time is from the last city you leave before arriving at a
Hawai‘i airport (e.g. if your travel is from Chicago to Seattle to
Honolulu, the departure time to look at is your flight from Seattle).

You must upload your negative pre-travel test result to your Safe
Travels Hawai‘i program account. You will also need to enter each leg
of your travel schedule to avoid delays in Hawai‘i during the screening
process. Upon your completion of the form, a QR code for each leg of
your trip will be emailed to you to present to airport personnel upon
deplaning in Hawai‘i either on paper or on your mobile phone. You will
also need to present a legally valid photo ID. Completing the state of
Hawaiʻi’s Safe Travels Hawaiʻi program application form and obtaining
your QR code(s) for Hawaiʻi airport processing PRIOR TO departure
will significantly reduce your arrival airport screening and processing
time.

Travelers must upload negative COVID-19 test results to the Safe


Travels Hawaii platform prior to departure or print out the negative
test result prior to departure and have it in hand on arrival to Hawai‘i in
order to avoid the 10-day quarantine. If test results are not available
before boarding the final leg of the trip, or are indeterminate, the
traveler must quarantine for 10 days or the length of the stay,
whichever is shorter. Travelers will not be able to exit quarantine upon
receiving test results.

Standard Time. Domestic and international callers are accepted.

If you receive a POSITIVE TEST RESULT while you are in quarantine in


Hawaiʻi, you will be required to go into isolation until you recover and
at least 24 hours have passed since symptoms such as fever have
resolved without the use of fever reducing medicine or at least 10 days
have passed since the start of symptoms, whichever is longer. Health
services guidance will be provided to you by the Hawai‘i State
Department of Health (DOH). If you are traveling with others, they will
also be required to quarantine in Hawaiʻi for 10 days.

Can I get the same test from someone other than a Trusted Testing and Travel Partner
to avoid the 10-day quarantine?
No. The state of Hawaii will only accept test results from approved
Trusted Testing and Travel Partners.
Will any PCR test or NAAT test be recognized by the Safe Travels program?
A PCR test is a form of NAAT test, and if taken with a Trusted Testing
and Travel Partner, will be valid in the Safe Travels program. Test
results will only be accepted from Trusted Testing and Travel Partners.
Will any other pre-travel tests be accepted, such as an antibody or antigen test?
No. Additionally, the state of Hawaiʻi will accept test results ONLY
from TRUSTED TESTING AND TRAVEL PARTNERS. If you take a pre-
travel test that is not accepted, you will need to quarantine in a hotel
or motel room. If you are a returning Hawai‘i resident or visiting family
and/or friends, you will be required to quarantine at your place of
residence, or that of your family and/or friends.
I took a test in Hawaii from a Trusted Testing and Travel Partner prior to my trip to the
Continental United States. Will that test result be valid when I return to Hawai‘i if it’s
within 72 hours from the final leg of departure?
No. The state of Hawai‘i will only accept a negative Nucleic Acid
Amplification Test (NAAT) result from a certified Clinical Laboratory
Improvement Amendment (CLIA) lab from a Trusted Testing and Travel
Partner outside of the state of Hawai‘i within 72 hours from the final
leg of departure.
What will happen if I don’t complete pre-arrival testing?
Upon arriving in Hawai‘i, you will be subject to the State of Hawai‘i’s
10-day mandatory self-quarantine for trans-Pacific travelers. You will
be required to book lodging in a hotel or motel and will only be able to
leave your accommodations for a medical emergency. Commercial
testing will NOT be provided upon arrival at Hawai‘i airports.

If I have recovered from COVID-19 but still test positive for the virus do I still have to
quarantine?
In order to qualify for a COVID-19 exemption to the 10-day
quarantine, you must submit the following two pieces of information:

1. A copy of a positive molecular COVID-19 test (NAAT or PCR) from a


Clinical Laboratory Improvement Amendments (CLIA) certified
laboratory taken no more than 90 days and no less than 11 days prior to
your departure date.
2. A signed letter from a medical provider stating that you have not
exhibited symptoms and are fully recovered – this letter must be signed
at least 10 days after your positive test and no more than 14 days from
your departure date.

To request an exemption, go to ag.hawaii.gov/travelexemption. Please


allow a week for processing.

Do I still have to quarantine if I am traveling to Hawai‘i while on active duty? What about
my spouse and dependents?
In order to qualify for a COVID-19 exemption to the 10-day
quarantine, military on active duty must submit their military-issued
travel order upon deplaning in Hawai‘i at the time of screening. Your
spouse and dependents are subject to the State of Hawai‘i Pre-Travel
Testing Program as described above.

ARRIVAL Questions
What should I expect to happen at the airport when I arrive in Hawai‘i?
In addition to presenting the negative results of your pre-testing, you
will be asked to complete a multilayered screening process that
includes a post-arrival temperature check, completion of the
Mandatory State of Hawai‘i Travel and Health Form and, for those
with COVID-19 symptoms or temperatures of 100.4 degrees F or
higher, a secondary screening. Please allow yourself extra time to go
through post-arrival screening at the airport.
Can accommodations and car rental companies require me to show proof of not being
subject to quarantine before agreeing to rent to me?
Yes. Per the State of Hawai‘i’s emergency proclamation,
accommodations may require proof of a negative test result in order to
determine the type of service provided. Additionally, car rental
companies are only permitted to rent to persons not subject to
quarantine.
My flight lands in Honolulu on O‘ahu but my final destination is one of the neighbor
islands. Will I need to show my pre-test negative results QR code to airport personnel in
Honolulu, or do this when I arrive on the neighbor island that is my final destination?
You will show your QR code to the airport screener upon arriving at
Daniel K. Inouye International Airport in Honolulu. You will then be
required to fill another Safe Travels Hawai‘i program application form
that will apply to your trip from Honolulu to your final neighbor island
destination airport. This would also be the process if you land on the
island of Maui, Kaua‘i or the island of Hawai‘i first and transit to
another island. Obtaining your QR code(s) for Hawaiʻi airport
processing PRIOR TO departure will significantly reduce your arrival
airport screening.

Travelers must upload negative COVID-19 test results to the Safe


Travels Hawaii platform within 72 hours from the final leg of departure
or print out the negative test result prior to departure and have it in
hand on arrival to Hawai‘i in order to avoid the 10-day quarantine.

the Hawaiian Islands.

POST-ARRIVAL Questions
Can I travel between the islands after I arrive in Hawai‘i?
Yes, but there may be quarantine requirements. A partial inter-county
travel quarantine requirement applies to all persons traveling to and
between the islands of Kaua‘i, Maui, and the island of Hawai‘i. It also
does not apply to trans-Pacific travelers connecting through Daniel K.
Inouye International Airport on O‘ahu.

The counties of Kaua‘i, Maui, and the island of Hawai‘i are each
managing their own inter-county travel quarantine processes. If you
wish to seek an exemption from the quarantine requirements of these
counties, please contact the appropriate county office listed
here: County of Kaua‘i, County of Maui, County of Hawai‘i.
If I am required to self-quarantine upon my arrival in Hawai‘i, can I travel between the
islands?
No. Hawai‘i visitors and residents are not permitted to fly to another
island while still in their 10-day self-quarantine periods.

If I am required by the State of Hawai‘i to self-quarantine for 10 days upon my arrival in


Hawai‘i, what can I expect?
You will be required to travel directly to your hotel or motel
accommodations from the airport via taxi or shared ride, with no stops
between. You will not be allowed to rent a car from any source (rental
car company or person-to-person) while in quarantine. You will be
required to remain in your hotel or motel room and have food,
groceries, prescription medications and other supplies delivered to
your door. You may leave only to seek emergency medical services or
return to the airport to depart the state.

During your time in self-quarantine, expect to receive emails and texts


from the State of Hawai‘i COVID-19 Quarantine Enforcement
Taskforce to check on your compliance. You may also be visited by
plainclothes investigators from the State of Hawai‘i Department of the
Attorney General and or Honolulu Police Department officers, who
have been conducting unscheduled visits to self-quarantining visitors
and residents. Investigators and officers will always show their badges
and state their names on visits to self-quarantining individuals.

You will be responsible for 100% of the cost of your mandatory self-
quarantining for the required 10-days, including accommodations, food
and other deliveries. Vacation rentals of any kind for less than 30 days
are not permitted as accepted self-quarantine accommodations.

Self-quarantine violators will be fined, arrested and prosecuted.

When am I required to wear a mask while in Hawai‘i? Can I be asked to leave a business
for not wearing a mask?
Face coverings must be worn in compliance with Gov. David Ige’s most
recent emergency proclamation related to COVID-19. Face coverings
are defined as “a tightly woven fabric (without holes, vents, or valves)
that is secured to the head with either ties or straps, or simply
wrapped and tied around the wearer’s nose and mouth.”

Face shields (plexiglass/clear plastic shields, etc.) are not permitted as


substitutes for face coverings unless an exception to the face covering
requirement applies.

The proclamation requires that businesses refuse admission or service


to anyone who fails to wear a face covering, unless an exemption
applies.

Exemptions to this requirement are listed in the Seventeenth


Proclamation.

Are Hawai‘i parks and beaches open and are there restrictions?
All county parks and beaches are open on all islands with some
restrictions. Select state parks and monuments statewide are open,
though emphasizing social distancing. National Park Service-managed
parks, historic sites and memorials in Hawai‘i are gradually increasing
access and services to their lands and facilities utilizing a phased
approach.

Domestic Trans-Pacific
Trusted Testing Partners
American Family Care (AFC) – More than 200 AFC locations
nationwide are confirmed Trusted Testing Partners with the State of
Hawaiʻi. All travelers ages five and up are able to visit their local AFC
location, no more than 72 hours before their flight departure time in
compliance with travel requirements, for a pre-travel COVID-19 test. A
printed version of test results will be provided to the traveler(s) prior to

American Samoa Department of Health – The American Samoa


Department of Health Clinical Laboratory is a CLIA-certified moderate
complexity testing laboratory situated at the Tafuna Health Center
Clinic. It provides necessary clinical laboratory testing services for the
people of American Samoa, including the FDA-authorized Nucleic Acid
Amplification Test (NAAT) test required for passengers to participate
in the State of Hawaiʻi’s pre-travel testing program. The AS-DOH

molecular diagnostics laboratory based in Seattle, WA. We are

months (State of Hawaiʻi requires tests for those 5 years and older).

expert clinical staff and infectious disease physician consultants offer
testing utilizing state-of-the-art Molecular PCR tests. Tests available

Clarity Lab Solutions – Clarity Lab Solutions as Clarity Mobile


Ventures (“CMV”), are supplying a COVID-19 testing and clinical
laboratory facility at Los Angeles International Airport (LAX). This lab
and test collection station will be located across from terminal 6 and
will provide COVID-19 testing solutions for passengers, airport, and
airline staff. In addition, Clarity Lab Solutions high throughput lab in
Boca Raton, FL will be used for overflow testing if excess testing
capacity is required for results within 24 hours of receipt. For more

Color – Color supports the nation’s first COVID-19 testing program for
airline passengers. Tests available for ages five and older. Information

Commonwealth Healthcare Corporation – The Commonwealth


Healthcare Corporation (CHCC) Laboratory located on Saipan,
Commonwealth of the Northern Mariana Islands (CNMI) is CLIA
certified for Moderate AND High complexity-testing. Our CHCC
Laboratory provides the necessary clinical laboratory testing services
for the people of the CNMI, including the FDA-authorized Nucleic Acid
Amplification Test (NAAT) test required for traveling passengers to
participate in the State of Hawaiʻi’s pre-travel testing program.

Costco/AZOVA – Costco Wholesale, in collaboration with AZOVA, is


offering at-home, observed FDA-authorized COVID-19 saliva rt-PCR
testing for travelers (Costco members and non-members) for ages five
years and older from anywhere in the United States. Tests are
delivered via UPS overnight delivery and electronic shareable results
are available in 12 to 48 hours from the time the lab receives the test
sample. Crunched for time? Costco has launched an in-Pharmacy
COVID-19 traveler testing solution in select markets. Register on-line
and then purchase and pick up your COVID-19 saliva rt-PCR test kit at

CVS Health – Travelers may schedule an appointment up to two days


in the future at select CVS Pharmacy drive-thru locations. Tests
available for ages 12 and older. Pre-registration is
required. Registration is through www.cvs.com/selfpaytesting. Please
do not schedule testing through a different CVS website or walk-in to
your neighborhood CVS. LumiraDx SARS-CoV-2 (Ag) Test is an
antigen test and NOT accepted by the Safe Travels program.

Diagnostic Laboratory Services, Inc. (DLS Guam) – Testing requires a


lab order and collection by a licensed healthcare provider in Guam. For

Discovery Health MD – Individuals traveling to Hawaii may schedule


testing online with same and next day results at designated testing
sites in the Seattle area. Tests are available for ages five and older. A
limited number of walk-ups can be accommodated. More information

Go Health Urgent Care – Rapid COVID-19 Testing—with results in 15


minutes—is available at our designated centers in the greater New
York metropolitan area, the Portland, Oregon & Vancouver,
Washington area, the San Francisco Bay Area, Hartford and South
Eastern Connecticut, Winston-Salem and Charlotte, North Carolina, St.
Louis and Springfield, Missouri, Oklahoma City, Oklahoma, Northwest

Kaiser Permanente (members only) – Kaiser Permanente members


may schedule a test online, or contact the appointment call center or
nurse advice line in their home region for scheduling instructions. For
minors 12-17, check with your home region on how your teen can
view their COVID-19 test result; Testing at an outside facility may be
recommended to ensure the ability to view test results. Kaiser
Permanente members returning home to Hawaii may call the Away-

UC San Diego Health – UC San Diego Health, the San Diego region’s
sole academic medical center, offers COVID-19 PCR testing at several
convenient drive-up locations throughout San Diego County. Upon
scheduling your test, you will receive a confirmation email outlining
testing details and other important instructions. Tests are available for
all ages and performed by a friendly and welcoming team of experts.

University Medical Center of Southern Nevada – Located in the heart


of Las Vegas, University Medical Center of Southern Nevada serves as
Nevada’s leader in COVID-19 testing, with a dedicated COVID-19
laboratory capable of processing 10,000 tests per day and providing
results in an average of 12 hours. In response to an urgent need for
improved COVID-19 testing capacity early in the pandemic, UMC built
a second on-campus laboratory dedicated solely to COVID-19 testing.

Vault Health – At-home tests with real-time audio-visual supervision


are available with Vault Health, the first FDA-authorized saliva test.
Tests available for ages five and older. Tests are mailed with accurate

Walgreens – Available by appointment


at walgreens.com/covid19testing. There are no out of pocket costs for
eligible individuals ages 3 years or older that meet CDC criteria. Either
