Safe Travels Hawai I
The negative test result must be uploaded onto Safe Travels or printed
out prior to departure and hard copy in hand when arriving in Hawai‘i.
The governor announced that when the state reaches a vaccination rate of
60%, the vaccination exception will extend to travelers vaccinated in the
United States, traveling domestically. When the state reaches a 70%
vaccination rate, all restrictions on travel will be lifted. Specific dates will be
announced as milestones are reached.
The CDC Order that went into effect on Jan. 26, 2021 does not impact the
Safe Travels program. For international travelers arriving in the State of
Hawai‘i from Japan, Canada, Korea and Taiwan, only tests from Trusted
Testing Partners will be accepted for purposes of bypassing the State’s 10-
day traveler quarantine. Travelers originating from any other international
destination and coming directly to Hawai‘i do not have the ability to test for
purposes of bypassing the State’s 10-day traveler quarantine.
PRE-ARRIVAL Questions
Am I required to participate in pre-travel testing?
Travelers who successfully complete a pre-travel test will not be
subject to the state’s 10-day quarantine program. The test has to be
taken 72 hours from the final leg of departure AND the negative
COVID-19 test result uploaded to the Safe Travels platform or printed
out and in hand prior to departure to Hawai‘i in order to avoid the 10-
day quarantine. FDA-approved NAAT tests, processed by a CLIA-
certified laboratory are the only types of coronavirus tests currently
approved by the state of Hawai‘i. The state of Hawai‘i will ONLY
accept test results from TRUSTED TESTING AND TRAVEL
PARTNERS.
Are adults and minors required to complete pre-travel testing?
Adults and minors five years of age and older who successfully
complete a pre-travel test will not be subject to the state’s 10-day
quarantine program. The test has to be taken 72 hours from the final
leg of departure and the negative COVID-19 test result uploaded to
the Safe Travels platform or printed out and in hand prior to departure
to Hawai‘i in order to avoid the 10-day quarantine. Children under 5
do not have to test for COVID-19 to receive exception from
quarantine. FDA-approved NAAT tests, processed by a CLIA-certified
laboratory are the only types of coronavirus tests currently approved
by the state of Hawai‘i. The state of Hawai‘i will ONLY accept test
results from TRUSTED TESTING AND TRAVEL PARTNERS.
I got my COVID-19 vaccination, am I exempt from quarantine?
Presently, proof of vaccination from anywhere outside Hawai‘i is not a
recognized exemption to the Hawaiʻi travel quarantine. The state
continues to evaluate the latest science and will inform travelers of any
new exemptions as those decisions are made.
If I have a flight from arriving in Hawai‘i on December 17. When should I get tested?
Passengers must make necessary arrangements to get tested with a
Trusted Testing and Travel Partner 72 hours prior to the final leg of
departure. Your test would need to be taken on or after December 14
depending on your time zone, and your results uploaded to Safe
Travels or printed and in hand, before you depart on the final leg to
Hawai‘i.
What does the State of Hawai‘i Pre-Travel Testing Program process entail?
Prior to arrival, all adults 18 years of age and older are required to
create an online account and register with the State of Hawai‘i’s Safe
Travels Hawai‘i program. The names of each child/children traveling
with an adult registering will need to be included in the adult’s Safe
Travels Hawai‘i program application form.
Travelers five years of age and older will need to take a Nucleic Acid
Amplification Test (NAAT) from a certified Clinical Laboratory
Improvement Amendment (CLIA) lab. Test results will only be accepted
from Trusted Testing and Travel Partners. Please also inquire directly
with your air carrier to learn whether it offers pre-travel testing
programs and is a Trusted Partner of the State of Hawai‘i’s Pre-Travel
Testing Program.
You must upload your negative pre-travel test result to your Safe
Travels Hawai‘i program account. You will also need to enter each leg
of your travel schedule to avoid delays in Hawai‘i during the screening
process. Upon your completion of the form, a QR code for each leg of
your trip will be emailed to you to present to airport personnel upon
deplaning in Hawai‘i either on paper or on your mobile phone. You will
also need to present a legally valid photo ID. Completing the state of
Hawaiʻi’s Safe Travels Hawaiʻi program application form and obtaining
your QR code(s) for Hawaiʻi airport processing PRIOR TO departure
will significantly reduce your arrival airport screening and processing
time.
Can I get the same test from someone other than a Trusted Testing and Travel Partner
to avoid the 10-day quarantine?
No. The state of Hawaii will only accept test results from approved
Trusted Testing and Travel Partners.
Will any PCR test or NAAT test be recognized by the Safe Travels program?
A PCR test is a form of NAAT test, and if taken with a Trusted Testing
and Travel Partner, will be valid in the Safe Travels program. Test
results will only be accepted from Trusted Testing and Travel Partners.
Will any other pre-travel tests be accepted, such as an antibody or antigen test?
No. Additionally, the state of Hawaiʻi will accept test results ONLY
from TRUSTED TESTING AND TRAVEL PARTNERS. If you take a pre-
travel test that is not accepted, you will need to quarantine in a hotel
or motel room. If you are a returning Hawai‘i resident or visiting family
and/or friends, you will be required to quarantine at your place of
residence, or that of your family and/or friends.
I took a test in Hawaii from a Trusted Testing and Travel Partner prior to my trip to the
Continental United States. Will that test result be valid when I return to Hawai‘i if it’s
within 72 hours from the final leg of departure?
No. The state of Hawai‘i will only accept a negative Nucleic Acid
Amplification Test (NAAT) result from a certified Clinical Laboratory
Improvement Amendment (CLIA) lab from a Trusted Testing and Travel
Partner outside of the state of Hawai‘i within 72 hours from the final
leg of departure.
What will happen if I don’t complete pre-arrival testing?
Upon arriving in Hawai‘i, you will be subject to the State of Hawai‘i’s
10-day mandatory self-quarantine for trans-Pacific travelers. You will
be required to book lodging in a hotel or motel and will only be able to
leave your accommodations for a medical emergency. Commercial
testing will NOT be provided upon arrival at Hawai‘i airports.
If I have recovered from COVID-19 but still test positive for the virus do I still have to
quarantine?
In order to qualify for a COVID-19 exemption to the 10-day
quarantine, you must submit the following two pieces of information:
Do I still have to quarantine if I am traveling to Hawai‘i while on active duty? What about
my spouse and dependents?
In order to qualify for a COVID-19 exemption to the 10-day
quarantine, military on active duty must submit their military-issued
travel order upon deplaning in Hawai‘i at the time of screening. Your
spouse and dependents are subject to the State of Hawai‘i Pre-Travel
Testing Program as described above.
ARRIVAL Questions
What should I expect to happen at the airport when I arrive in Hawai‘i?
In addition to presenting the negative results of your pre-testing, you
will be asked to complete a multilayered screening process that
includes a post-arrival temperature check, completion of the
Mandatory State of Hawai‘i Travel and Health Form and, for those
with COVID-19 symptoms or temperatures of 100.4 degrees F or
higher, a secondary screening. Please allow yourself extra time to go
through post-arrival screening at the airport.
Can accommodations and car rental companies require me to show proof of not being
subject to quarantine before agreeing to rent to me?
Yes. Per the State of Hawai‘i’s emergency proclamation,
accommodations may require proof of a negative test result in order to
determine the type of service provided. Additionally, car rental
companies are only permitted to rent to persons not subject to
quarantine.
My flight lands in Honolulu on O‘ahu but my final destination is one of the neighbor
islands. Will I need to show my pre-test negative results QR code to airport personnel in
Honolulu, or do this when I arrive on the neighbor island that is my final destination?
You will show your QR code to the airport screener upon arriving at
Daniel K. Inouye International Airport in Honolulu. You will then be
required to fill another Safe Travels Hawai‘i program application form
that will apply to your trip from Honolulu to your final neighbor island
destination airport. This would also be the process if you land on the
island of Maui, Kaua‘i or the island of Hawai‘i first and transit to
another island. Obtaining your QR code(s) for Hawaiʻi airport
processing PRIOR TO departure will significantly reduce your arrival
airport screening.
Protocols you should be aware of and adhere to once you’re out and about in
the Hawaiian Islands.
POST-ARRIVAL Questions
Can I travel between the islands after I arrive in Hawai‘i?
Yes, but there may be quarantine requirements. A partial inter-county
travel quarantine requirement applies to all persons traveling to and
between the islands of Kaua‘i, Maui, and the island of Hawai‘i. It also
does not apply to trans-Pacific travelers connecting through Daniel K.
Inouye International Airport on O‘ahu.
The counties of Kaua‘i, Maui, and the island of Hawai‘i are each
managing their own inter-county travel quarantine processes. If you
wish to seek an exemption from the quarantine requirements of these
counties, please contact the appropriate county office listed
here: County of Kaua‘i, County of Maui, County of Hawai‘i.
If I am required to self-quarantine upon my arrival in Hawai‘i, can I travel between the
islands?
No. Hawai‘i visitors and residents are not permitted to fly to another
island while still in their 10-day self-quarantine periods.
You will be responsible for 100% of the cost of your mandatory self-
quarantining for the required 10-days, including accommodations, food
and other deliveries. Vacation rentals of any kind for less than 30 days
are not permitted as accepted self-quarantine accommodations.
When am I required to wear a mask while in Hawai‘i? Can I be asked to leave a business
for not wearing a mask?
Face coverings must be worn in compliance with Gov. David Ige’s most
recent emergency proclamation related to COVID-19. Face coverings
are defined as “a tightly woven fabric (without holes, vents, or valves)
that is secured to the head with either ties or straps, or simply
wrapped and tied around the wearer’s nose and mouth.”
Are Hawai‘i parks and beaches open and are there restrictions?
All county parks and beaches are open on all islands with some
restrictions. Select state parks and monuments statewide are open,
though emphasizing social distancing. National Park Service-managed
parks, historic sites and memorials in Hawai‘i are gradually increasing
access and services to their lands and facilities utilizing a phased
approach.

Trusted Testing Partners
American Family Care (AFC) – More than 200 AFC locations
nationwide are confirmed Trusted Testing Partners with the State of
Hawaiʻi. All travelers ages five and up are able to visit their local AFC
location, no more than 72 hours before their flight departure time in
compliance with travel requirements, for a pre-travel COVID-19 test. A
printed version of test results will be provided to the traveler(s) prior to

airline passengers. Tests available for ages five and older. Information

UC San Diego Health – UC San Diego Health, the San Diego region’s
sole academic medical center, offers COVID-19 PCR testing at several
convenient drive-up locations throughout San Diego County. Upon
scheduling your test, you will receive a confirmation email outlining
testing details and other important instructions. Tests are available for
all ages and performed by a friendly and welcoming team of experts.
