Is the Philippines open for tourism?
International travelers:
• Yes, the Philippines is open to all international tourists.
• Foreigners from visa-required countries will not need an
exemption document to enter the country but will still need
to follow the immigration, visa, and testing procedures set by
the government.
• Travelers aged 15 and above will be exempted from the
testing requirement as long as they can present proof of
complete COVID-19 vaccination.
• Unvaccinated and partially vaccinated travelers need to
present a negative rapid antigen test result from a
laboratory.
• The test must be taken within 24 hours from their departure
from the country of origin.
• Self-tests are not allowed, but they also have the option to
undergo a laboratory-based antigen test upon arrival at the
airport.
• Those who test positive for COVID-19 after testing at the airport
will have to follow the quarantine procedures that will be advised
by the Philippines’ Department of Health.
• Unvaccinated children aged 14 and below are not required to be
vaccinated, but they need to be accompanied by a parent or
guardian who complies with their own entry requirements.
• If they are unvaccinated and traveling on their own, they need to
follow the testing requirements for adults.
• All inbound travelers will also be required to apply for an eArrival
Card, which will replace the One Health Pass requirement.
• Travelers may register for an eArrival Card prior departure, within
72 hours from their arrival in the Philippines, or upon arrival.
• The pre-registration form may be temporarily accessed at
onehealthpass.com.ph pending the launch of the new platform
and website.
• For travelers who were not able to pre-register, there will be
special lanes set up for arriving passengers to comply with the
eArrival Card.
Domestic travelers:
• Yes (to re-opened destinations only and with restrictions)
• Traveling within the Philippines is allowed for domestic
tourists but is limited to select destinations and with
restrictions. Some destinations only allow leisure travel for
local residents.
Are foreigners allowed to enter the
Philippines now?
• Foreigners are allowed to enter the Philippines. Adults who have
completed their COVID-19 vaccination will be exempted from the testing
requirement.
• Unvaccinated and partially vaccinated adults can also enter, provided
they can present a laboratory-based negative antigen test result taken
within 24 hours before their departure from their port of origin.
• Children aged 14 and below are not required to be tested and
vaccinated, but they need to be accompanied by a parent or guardian
who is fully vaccinated. If they are unvaccinated and traveling alone, they
need to follow the testing requirement for unvaccinated adults.
Those coming from visa-required countries will be also allowed entry,
but they still need to comply with the immigration and visa requirements
needed before their visit.
• All foreigners are also required to register for an eArrival
Card, which replaces the One Health Pass requirement.

registration form may be accessed at
onehealthpass.com.ph.
• Travelers can pre-register for an eArrival Card within 72
hours from their arrival in the Philippines, or comply upon
arrival. For travelers who were not able to pre-register, there
will be special lanes set up for arriving passengers to comply
with the eArrival Card.
Is it safe to travel to the Philippines
now?
• In terms of health, the national government and the local
government units have safety guidelines in place to lessen
the spread of COVID-19. These include the wearing of face
masks, social distancing, and the requirement of a negative
COVID-19 test result and/or a vaccination card or certificate
when crossing local borders. Following these rules will
reduce your chances of contracting the disease.
• Tourist spots are generally safe, but it’s always best to be
alert, make sure all your belongings are secure, and be
cautious when interacting with strangers.
What requirements are foreigners required to present
to enter the Philippines?
• Foreign nationals of non-visa required countries
• Fully vaccinated travelers are exempted from the testing requirements.
Unvaccinated children aged 14 and below will also be exempted from the
requirement provided they are traveling with a fully vaccinated parent or
guardian.
• Proof of their fully vaccinated status (if applicable). The following are
accepted:
• An International Certificate of Vaccination (ICV) from the World Health
Organization
• A VaxCertPH digital vaccination certificate
• A national/state digital certificate of the foreign government where they were
vaccinated, which has accepted VaxCertPH under a reciprocal arrangement.
• For those who are unvaccinated or partially vaccinated, a negative
laboratory-based antigen test result taken within 24 hours prior to
departure from the origin country.
• An eArrival Card which they can register for via
onehealthpass.com.ph. This must be filled out within 72 hours from
their arrival or travelers can comply upon arrival at the special lanes
for eArrival Card.
Balikbayan
• Must come from a non-visa required country under EO 408
• Those traveling with their Filipino spouses and parents need to
provide proof of filiation
• Fully vaccinated travelers are exempted from the testing requirements.
Unvaccinated children aged 14 and below will also be exempted from
the requirement provided they are traveling with a fully vaccinated
parent or guardian.
• Proof of their fully vaccinated status (if applicable). The following are
accepted:
• An International Certificate of Vaccination (ICV) from the World Health Organization
• A VaxCertPH digital vaccination certificate
• A national/state digital certificate of the foreign government where they were

• Valid visa and/or ACR I-Card

parent or guardian.
• Proof of their fully vaccinated status (if applicable). The following are
accepted:
