187+374 to km 200+362, L=12.988 km

The subject of main project of traffic and traffic signalization - temporary traffic signalization is
traffic regulation during road works on the urgent maintenance of the state road, with beging at km
187+374 on the state road IB order number 33 and continuation on the state road to stationig km
200+362. The goal of this technical documentation is putting a temporary traffic signalization
during road works on the mentioned road section. Project solution predict reconstruction of
carriageway (which is the subject of particular civil project).
The use of specifically, efective traffic-technical measures whic is predicted in project, achiving the
basis goal has the following meanings:
 Safely traffic conditions;
 Safely and undisturbedly realization of road works on the construction site;
 Satisfying level of services for users of the section where civil works are performed.
During the road works on the road section, traffic signalization are being installed where the drivers
have information about of place where the works are set up and oblige to drive with increased cau-
tion and limited speed.

The project during the road works is completed on the basis of the technology of construction
works, which was defined by the contractor.

The traffic from the access roads, whose intersection with the subject section does not have the
status of an intersection (lanes, access roads, etc.), will be suspended at the contact with the con-
struction zone. The suspension of traffic will be in force during the road works and during the time
to consolidate the road construction, whereby there is a possibility of access to agricultural plots
and surrounding facilities by alternative roads.

In agreement with the Investor, phased performance for conctruction works are predicted. The
applied solutions meet modern requirements in terms of active and passive traffic safety. Projected
road markings, traffic signalization and traffic technical equipment of the road are fully harmonized
with Serbian standards, law regulations (The Law on Road Traffic Safety, Officiary herald RS no.
41/2009, 53/2010, 101/2011, 32/13, 55/14, 96/15-other law, 09/2016 and 23/2019) Rulebook on
traffic signals (Officiary herald RS, no. 85/2017).

In the graphic part of the project, the traffic plans and equipment in the scale of 1: 500 are shown
on the situational plans.

The position of traffic signalization and equipment is determined by relative stationations in


relation to the beginning and end of the work zone, as benchmarks that will be current during the
field works, аnd the dimensions for making traffic signs are given, as the height of girders traffic
signs.

For all elements of traffic signalization and equipment, whose look and dimensions are
precisely defined in Serbian standards or Rulebook on traffic signals, by this project is not provided
detailed drawing, and they carrie marks from Rulebook. Under the standard signs in the
specifications, are meant the signs that are made according to the Rulebook on traffic signals,
respectively SRPS standards.

Specifications, quantities of works and bill of traffic signalization to perform traffic


signalization and equipment are given in the form of a transparent table.

3. PROJECT SOLUTION

The designed traffic signalization is conditioned by the rank and geometrical characteristics of the
road, traffic flow parameters and technology of performing works.

Traffic signals provided by the project in all must meet the requirements posed by the rank of the
road on which it is set, so the projected traffic signals are standard sizes and designed to provide a
good visibility.

Construction technology is planned to carry out construction in phases, and so that is not in one of
them does not perform suspension of traffic on the state road IIB order number 33.

The demolition of the existing road, the construction of embankments, layers of crushed stone and
the production of asphalt layers will be carried out on sections of 250 m and 500 m, whereby only
one traffic lane will be closed to traffic. The traffic is regulated alternately by passing traffic when
one traffic lane is used for both directions of vehicle movement, and it is regulated by a light device
(traffic light).

Technology of works is planned that construction work performed in phases, in and out of the
settlement, taking a one traffic lane on the road section in lenght of ~250 m and ~500 m outside of
the settlement, while the settlements provided to take up a length of ~250m.

The vehicles are moving at a limited speed of 30 km/h. Thus, on the section of road of 250 m (500
m), first one traffic lane is reconstructed (eg. right in the direction of stationary growth), and then
another traffic lane on the same section of road (eg. left in the direction of stationary growth). After
performing the works on one move, the signalization is translationally moved to the next ~ 250 m
and ~ 500 and so on to the end of the subject section where the works are performed, in the length
of ~ 13 km.
The project also envisages the regulation of traffic with traffic lights during the works on the bridge
over the Jasenička river, where the traffic is redirected by deviation parallel to the subject road,
which includes the pontoon bridge on the river. The vehicles are moving at a limited speed of 20
km/h.
The project also envisages the regulation of traffic with traffic lights during the road works on the
culvert at km 194+721. The vehicles are moving at a limited speed of 20 km/h.
System of alternating vehicle transmission with the use of a device for giving light signals (con-
struction portable traffic light) with round three-color lights has been designed. The project deter-
mined the application of traffic lights with lights placed along the vertical axis, one below the other,
as follows:
 Red light up;
 Yellow light in the middle;
 Green light down.
On the situations plan, in the graphic part of project, a typical appearance of traffic signals is given,
which is applicable when performing works on the left and right side of the road.
On certain parts of the route, it is not practical to apply the stated method of traffic regulation using
traffic lights, since the requirements on those parts of the route are specific.

lengths of ~ 100 m, the application of the manual method of traffic regulation is envisaged. For
construction site lengths of ~ 30 m (eg. culverts), the application of traffic regulation by alternating
passing of vehicles by means of signs is envisaged. In the graphic part of the project, standard
solutions for traffic regulation in this way are given, as well as for the case of a three-lane
intersection, a four-lane intersection, and for the case of works in the wider area of the intersection
at a distance of up to 150 m.
Manual regulation of traffic in the work zone is performed in conditions of good visibility and is not
performed at night. In case the workers who regulate the traffic cannot see each other, a radio
connection is used for communication. Workers manually regulate traffic so that there is no
formation of a convoy of vehicles at any approach to the work zone, and if due to increased traffic
flow a convoy is created at two or more approaches, workers give priority to priority flows, or flows
they estimate to be for given the situation is a priority and should be missed. Due to the negative
psychological impact on the driver's consciousness due to waiting, workers who regulate traffic
should equally give priority to passing through the work zone to vehicles from each direction, this of
course applies to the case when columns of vehicles are created on all approaches and the time of
waiting should not been more than 2 minutes for a 100 m construction site.At the end of the day,
the temporary traffic signals and equipment are partially removed from the construction site, so that
the traffic can take place on both traffic lanes, on which the works took place, with a limited speed.
Traffic regulation by alternating passing of vehicles by means of signs can be applied on all parts of
the road (objects) where mutual visibility of drivers of vehicles of one and the other direction of
movement is provided and where the narrowing area is up to 80 meters, and the contractor will
assess which positions . Traffic signs III-1 "priority of passage in relation to vehicles from the
opposite direction" and II-33 "priority of passage for vehicles from the opposite direction" regulate
the movement of traffic participants.

The minimum width of the traffic lane in the works zone is 2.5 m. The required width of the lateral
protection area in the settlement is 0.85 m, while outside the settlement it is 1.05 m. In order for
this condition to be fulfilled when the works are performed on one traffic lane (half of the road), it is
necessary to have a road with a width of 7.1 m on the part of the road outside the settlement and a
road with a width of 6.7 m on the part of the road through the settlement. On the subject route, this
condition is partially fulfilled, while the part of the route with the road narrower than the above,
moves on average through populated areas of 6.2 m or 6 m in the part outside the settlement (the
exception is part of the route around the bridge over the Jasenička river ). One solution to this
problem involves the use of a part of the sidewalk (about 0.5 m) for the movement of vehicles
through the works zone (if necessary, the embankment embankment) in order to meet all the
minimum requirements. On the subject route, on section 03322, it is necessary to fill the sidewalk
in order to meet the requirements of the minimum width of the traffic lane and the side protection
zone. The bill of quantities will also show the position of the embankment of the crushed stone
aggregate, for the above reason.
Traffic signalization on the road is performed in such a way that first the sign I-19 "works on the
road" is set, which defines the beginning of the works zone, and then in the direction of traffic to the
last sign at the end of the works zone III-17 "cesation of all prohibitions ".
Traffic signals are removed from the road by first removing sign III-17 "cessation of all prohibitions"
and then in the opposite direction from the direction of traffic to traffic sign I-19 "road works" at the
beginning of the works zone.

3.1 Light signal calculation (traffic light)

Based on the determined technology of construction works and defined construction site lengths of
500 m and 250 m, calculations were performed for each of these cases. The calculation of the
operation of light signals in case of deviation during the execution of works on the bridge over the
Jasenička river was performed.

Road section 03322

The traffic load on the subject section was determined on the basis of data from the "Traffic Control
Count" for 2018, section: Negotin - Veljkovo (03322).

Traffic flows on that section have the following features:

1. average annual daily traffic: AADT= 2238 veh/day;


2. design hourly volume DHV=224 veh/hour (236 PCE/hour);
3. participation of trucks and buses in the traffic flow ТА=10%;
4. number of traffic lane on the approach: 1;
5. peak hour factor PHF=0,98.

The calculation of the road capacity before and during the execution of works was performed in
order to analyze the impact of road works on the road capacity.

The data for calculating traffic flow for road with two traffic lanes in normal traffic conditions are as
follows:
1. width of traffic lane: 3.25 m;
2. number of traffic lanes per direction: 1;
3. congested traffic flow (per direction): K= 785 veh/hour.

The new traffic regime is based on the alternate passing of traffic by means of light traffic signs
(traffic lights). For this type of construction site, based on the planned technology of works and
traffic flow parameters, two lengths of positions of light signals (traffic lights) are determined, which
are:
L=590 m, construction site length 500m;
L=340 m, construction site length 250m.

Based on the above data, the cycle and duration of the green light for each of the directions were
calculated for each of the defined lengths of the construction site, based on the methodology from
the Manual for Road Design in the Republic of Serbia, vol. 6.2 Marking of works on the road,
Public Enterprise "Roads of Serbia", Belgrade 2012. (further: Methodology):

Capacity of traffic flow (in both direction) is Kс=502 veh/hour while design hourly volume
DHV=224 veh/hour, that means there is not going to be a stops and the d esign hourly
volume will be less than capacity of traffic flow with modified traffic regime.
The drawings in the graphic part of the project show the disposition of traffic signals and equipment
during the works on the culvert km 194 + 721, for works on the right and left traffic lanes, together
with the road profile and the manner of works (phases of works on the facility - presented by the
structural designer), whereby in phases IIIb and IV a protective fencing for vehicles is installed on
the building itself, which is also shown in the drawings.
This mode of operation of the light signal (traffic light), ie the traffic light timing plan can be
applied to works on other objects, if they are solved independently, ie works on the object
are not part of the whole of 250 meters or 500 meters, for which there is a special traffic
light timing plan. , more precisely that the distance between the traffic lights is 90 meters.

Road section 03323

The traffic load on the subject section was determined on the basis of data from the "Traffic Control
Count" for 2018, section: Veljkovo - border SRB/BG (03323).

Traffic flows on that section have the following features:

1. average annual daily traffic: AADT=147 veh/day;


2. design hourly volume DHV=15 veh/hour (20 PCE/hour);
3. participation of trucks and buses in the traffic flow TA=20%;
4. number of traffic lane on the approach: 1;
5. peak hour factor PHF=0,83.

The calculation of the road capacity before and during the execution of works was performed in
order to analyze the impact of road works on the road capacity.

The data for calculating traffic flow for road with two traffic lanes in normal traffic conditions are as
follows:
1. width of traffic lane: 3,25 m;
2. edge band width: 0,35 m;
3. number of traffic lanes per direction: 1;
4. congested traffic flow (per direction): K= 606 veh/hour.
The new traffic regime is based on the alternate passing of traffic by means of light traffic signs
(traffic lights). For this type of construction site, based on the planned technology of works and
traffic flow parameters, two lengths of positions of light signals (traffic lights) are determined, which
are:
L=590 m, construction site length 500m;
L=340 m, construction site length 250m.

Based on the above data, the cycle and duration of the green light for each of the directions were
calculated for each of the defined lengths of the construction site, based on the methodology from

 Time of travel on the narrow part of carriageway: t=0,01133 hour;
 Capacity of traffic flow (in both direction): Ks=475 veh/hour.
Calculating, based on the methodology the following traffic flow parameters were obtained:
 Average vehicle stops:……………………………………………………41,9 s/pce;
 Average length of the columns of vehicles at the beginning of the green light:
…………………………………………………………………………2,0 m;
 Average number of vehicle at the beginig of green light:.……………..0,33 pce;
 Checking the length of the traffic light zone in relation to the calculated optimum: 340 m <
886 m, which leads to the conclusion that the length of the construction site zone of 250 m
satisfies the conditions of uninterrupted traffic.
Capacity of traffic flow (in both direction) is Kс=475 veh/hour while design hourly volume
DHV=15 veh/hour, that means there is not going to be a stops and the d esign hourly
volume will be less than capacity of traffic flow with modified traffic regime.

The traffic lights are set up as follows:


 at a distance of 5 m before the start of the narrowing area for the direction of diversion;
 at a distance of 20 m before the start of the narrowing area for the opposite direction of
movement of the vehicle, which is shown in the graphic part of the project.

The traffic light signaling system in the work zone works in a way that monitors the operation of red
lights and prevents traffic participants from opposite directions from being in conflict due to its
failure.

3.2 Traffic signs

The traffic signalization envisaged by this project, although it is temporary, it must meet the
requirements regarding the category of the road on which it is installed, and therefore the designed
traffic signalization is of standard dimensions and designed to ensure its good visibility. The
designed signalization is accordance with exist SRPS standards, valid laws legislation, norms and
recommendations.

The disposition of traffic signalization and equipments is given in the graphic part of the project,
which shows the individual details needed to perform the signalization.
The project envisages the following sizes of traffic signs:
Warrning signs:
 triangle sides А=90 cm;
Signs giving orders:
 round circle diameter Ø60 cm;
 round circle diameter Ø40 cm;
Signs of alerts:
 round circle diameter Ø60 cm;
Additional tables:
 rectangular: 90x25 cm.
Temporary signs of traffic signs included in the present project, are made on a yellow background,
except for II-45 (Required passing on the right side), II-45.1 (Required passing on the left-hand
side) which are produced on a blue background.
The face of a traffic sign should have fluorescent properties made of Class 2.
The project envisages the installation of traffic signs on pipe supports with a concrete foot of the
following lengths: L=2.60 m, L=2.80 m, L=3.00 m, L=3.10 m, L=3.20 m, L=3.40 m, L=3.60 m and
L=3.80 m, while on the portable stand is the length L=2,60 m.
Traffic sign posts are placed on concrete foundations (prefabricated or poured on site) of the
minimum grade MB 15. Special attention must be paid to the stability of the installed temporary
traffic signals and equipment, in order to prevent its dislocation or collapse under gusts of wind or
passing vehicles.

3.3 Road marks


Road markings in terms of technical conditions must meet the requirements defined by the
Rulebook of traffic signals and SRPS standards relating to the subject area.
Road markings from the following SRPS standards have been applied:
 SRPS U.S4.222 - Longitudinal marks;
 SRPS U.S4.225 - Transverse markings.

On the subject section, during the road works, a longitudinal mark of yellow color is envisaged:
 Continuous lines width 15 cm.

On the subject section, during the road works, a transverse markings of yellow color is envisaged:
 Stop lines width 50 cm (continuous).
It is planned that the road markings will be marked with paint (road paint).
For temporary markings on the road during construction works on the road, materials ((road paint)
with temporary durability must be applied, in the form of a yellow strip 15 cm, which can be easily
removed after the works are completed and the road is put into operation. After the removal of
these markings, no traces of temporary signalization must remain on the road.

3.4. Temporary traffic signalization

According to the project, traffic-technical equipment for marking obstacles on the road and places
where works are performed on the road envisages:
 Horizontal beacon:
 One-sided (VII-2);
 Vertical beacon:
 Left (VII-3.1);
 Right (VII-3);
 Two-sided right/left (VII-3/VII-3.1);
 Two-sided left/right (VII-3.1/VII-3);
 Portable stan;
 Blinking lights;
 Flags for manual traffic regulation;
 Portable traffic light.
Direction and guidance of traffic in the construction site zone was performed using vertical barriers,
the detail of which can be found in the graphic part of the project.
The traffic flow is channeled from one traffic lane to another using one-sided vertical barriers. One-
sided vertical barriers have dimensions of 250x1000 mm which are placed on the front and back of
the construction site at a distance from each other depending on the ratio of road narrowing which
is 1:10 (1:3; 1:5), which is shown in the drawings in the graphic part of the project.
Vertical two-sided beacon for the separation of two-way traffic are placed at a distance of 20 (10)
m, according to the conditions on the field of 10-25 m at the choice of the Contractor, taking into
account the safe and undisturbed flow of traffic. Every second beacon have a flashing light type
TS-2.
To warn traffic participants who arriving to the construction zone of the road, it is necessarily to use
TS-4 xenon flashes on 400 m from the beginning of the construction site, so that vehicles moving
at high speeds are warned in time on the section where the works are being performed.
In case of manual regulation of traffic in the works zone, to warn traffic participants who arriving to
the construction zone of the road, it is necessarily to use TS-4 xenon flashes on 400 m at the
beginning of the construction site, placed on the traffic sign I-19.In the transition and final zone of
the work site, flashing lights of type TS-1 shall be placed on every second vertical barrier (VII-3 or
VII-3.1), and along the work zone on every other two-sided vertical barrier (VII-3 / VII-3.1) flashing
light of type TS-2.

Also, vehicles which is used for road works must be marked in a special way, as follows:
 colored bumpers and colored rear side of the vehicle, sloping fields of alternating reflective
white and red, or symmetrically to the axis of the vehicle;
 rotating orange lights mounted on the roof of the vehicle;
 reflective barriers at the rear;
 traffic signs at the rear of the vehicle (I-19 and II-45.1).
All measures taken for marking and securing work sites and temporary obstacles are checked and
changed in cases when the conditions change, and they are removed as soon as the disturbances
for the normal flow of traffic cease.
In accordance with the settings, the necessary traffic signals and equipment, quantities and bill of
quantities of works have been determined. The quantities and bill of quantities of road works are
given in total for all phases, while the presentation of specifications for each type solution (phase)
is given.
The disposition of traffic signals and equipment is given in the graphic part of the project, which
shows the individual details needed to perform the signalization.
The contractor is required to provide continuous, seamless operation of a complete traffic signal-
ization and equipment covered by this project!
The conditions for the installation of traffic signals during the construction works, the disposition of
traffic signs and their quantity are given in the relevant parts of this project.
All measures taken for marking and securing the construction site and temporary obstacles are
checked and changed in cases when the conditions of the works are changed, and they are re-
moved as soon as the obstacles for the normal flow of traffic cease.
Traffic signs, markings and equipment, according to the approved traffic plan, are set for that pur-
pose by the authorized organization for road maintenance.
If the work organization that performs specific works on the road has the appropriate signalization
and equipment, the plan of traffic with the dynamics of works should be submitted to the authorized
organization for maintenance of public roads.
Before starting the works, the contractor is obliged to inform the competent body of the
Ministry of Internal Affairs of the Republic of Serbia, the competent traffic inspection body
and the public about the changes in the traffic regime through the media!

After road works were finished, traffic signalization are removes from road on that way, by first is
going to remove signs of "termination of all prohibitions" (III-17) and then continiously in order all
signs which is in opposite direction of the traffic flow, up till to the traffic signs "road works" (I-19) at
the beginig of work zone.
Designer emphasize that the prices which is used for bill of quantities don’t have to agree with
prices of the potentional contractor!
