[AN ORDER RECONSTITUTING THE MUNICIPAL ANTI-DRUG ABUSE COUNCIL (MADAC) OF LUPON,
DAVAO ORIENTAL
Whereas, the Department of the Interior and Local Government (DILG] and the Dangerous Drugs
Board (DDB) has issued Joint Memorandum Circular No. 2018-01 dated May 21, 2018,
Whereas, pursuant to DILG Memorandum Circular Nos. 98-227 dated December 2, 1998, 99-226
dated December 2, 1999 and 2001-90 dated July 25, 2001, al periaining to the creation of the Anti
Drug Abuse Council (ADAC's) in all levels of local governments, all Provincial Govemors, City
Mayors, Municipal Mayors and Punong Barangays are hereby directed to immediately reactivate
‘and strengthen, or cause the creation of their respective ADACS;
Whereas, the incidence of illegal drug trafficking, drug abuse and drug-related crimes has grown
to such alarming proportions and has become a threat to national security;
Whereas, the efforts to address the illegal drug problems are better assured of success in an
environment of meaningful collaboration between the national and local governance, in
Cooperation with concemed private sector/groups and with the community in general;
NOW THEREFORE, |, ERLINDA D. LIM, Municipal Mayor of the Municipality of Lupon, Province of
Davao Oriental, by virtue of the powers vested in me by the Constitution and the Laws do hereby
order and direct the folowing:
Section 1. Creation of the Municipal Anti-Drug Abuse Council.

Section 4. Duties and Functions. The following are the duties and responsibilities of the MADAC; viz:
1. Serve as a focal point through which vorious organizations and individuals work
together cooperatively in the planning, implementation and evaluation of
programs on drug abuse prevention;
2. Provide for an effective mechanism for the coordination of existing services and
programs and those which might be developed in the immediate future;
3. Provide for ¢ mechanism to obtain funds, and mobilize volunteers, focilifies and
technical expertise;
4, Conduct information ond education campaign on the il-effect of illegal drugs,
monitor and report to proper authorities those drug-pushers and drug users in their
locality; and
5. Perform other related responsibilities as maybe assigned by competent authorities.
Section 4 - MADAC ACTION OFFICER. MR. BENJAMIN B. PACETES, JR. shali be designated as MADAC
Action Officer to provide technical support to the council. The Action Officer shall give necessary
‘operational direction and shall report directly to the Mayor.
Section 5 - MADAC Secretariat, There shall be a designated secretariat which shall provide
secretariat services to the council. The said secretariat shall be trom the staff of Lupon Municipal
Police Station. For operations support, the secretariat shall derive its operational requirements from
the MADAC Fund allocated for the purpose.
Section 6 - MEETINGS. The Municipal Anti-Drug Abuse Council shall meet quarterly or as often as
may be necessary.
Section 7 - REPEALING CLAUSE. All Executive Orders, rules and regulations or parts thereof which
are inconsistent with any provisions of this Executive Order are hereby repealed, amended or
modified accordingly.
Section 8 - EFFECTIVITY. This Executive Order shall take effect immediately.
