In order to harmonize timelines of the conduct of functionality audits/assessments of
barangay-based institutions (BBIs) and other local mechanisms, the National
Barangay Operations Office looked into the integration of these audits in the Seal of
Good Local Governance for Barangay (SGLGB), a progressive assessment system
that gives distinction to the remarkable performance of barangays in various
governance areas in pursuit of meaningful local autonomy and development
In line with this, assessment tools were also harmonized and integrated to the
SGLGB indicators, hence, there will no longer be separate functionality audits for
some of the identified BBIs below.
Therefore, hereunder is the matrix reflecting the date of submission of reports to
NBOO for FY 2023:

Further, please be informed that the report on the Monthly Inventory of Vaccinated
Population is deferred with the ease of COVID-19 situation and given that majority of
the population has been inoculated with the COVID-19 vaccine.
Furthermore, Offices who have already started the conduct of BBI Functionality
Audits mentioned to be integrated in the SGLGB may continue said audit. On the
other hand, for those Offices who have not yet started the audit shall wait for the
guidelines on the SGLGB assessment. Rest assured that all functionality audit
results of those who have already conducted will not be reassessed again. Result
and Means of Verification (MOV) will be utilized and serve as input to the SGLGB.
