DILG -REGIONAL DIRECTORS, AND ALL OTHERS ‘CONCERNED SUBJECT : CLIMATE FINANCE ONLINE SURVEY DATE DEC 06 2021 The Climate Change Commission (CCC), in partnership with the Deutsche Gesellschaft far internationale Zusammenarbeit (GiZ), is undertaking the Support to the Philippines in Shaping and Implementing the International Climate Regime (SupportCCC Il Project) to advance the pursuance of the country's climate change action plans at the national and local levels. Under the Component on Climate Finance, the project seeks to provide advisory and technical support through capacity building activities to increase access of localities to various climate finance sources. As part of the said component, @ Climate Finance Guidance Handbook for LGUs will be developed. To inform the development of the Handbook, a Climate Finance Online Survey is being administered by the CCC to capture insights of local government units (LGUs) on climate change and their experiences in accessing climate finance mechanisms. Relative thereto, all provincial, city and municipal governments are then requested to accomplish the said survey questionnaire on or before 10 December 2021 through fink: hitps*//bit lyiCFsurveyform. Attached as Annex A is the brieferiguidance in accomplishing the survey. The DILG Regional Directors are hereby enjoined to facilitate the accomplishment of the survey by all the concerned LGUs within their respective jurisdictions. To support the development of the Handbook, this survey is being administered to determine the following: = Local government units understanding of “Climate Change” and “Climate Finance", = Processes undertaken by local government units in determining their climate change- responsive investments, including identification of programs/projecisiactwities and corresponding funding sources. © Experiences in accessing Climate Finance, from domestic and international and/or privata and public sources, and in various mechanisms/facilities such as grants and joans, including experiences in national to local fiscal transfers for climate-related expenditures; This will be a 15 to 20-minute survey administered via Google Forms. As it is expected to have one response per LGU, it is assumed that there will be internal coordination and consultation among relevant offices to come up with a unified response to this questionnaire.
