10. Check on the pamantayan (standards) of ESP from Grades 1 to 10. Does the teaching of

K Naipamamalas ng mag-aaral ang pag-unawa sa pagkakaroon ng kamalayan sa
paggalang at pagmamahal sa sarili, kapwa at Diyos bilang gabay tungo sa maayos
at masayang tahanan.
1 Naipamamalas ng mag-aaral ang pag-unawa sa mga paraan ng paggalang sa
sarili, kapwa, bansa at Diyos bilang gabay tungo sa maayos at masayang tahanan
at paaralan.
2 Naipamamalas ng mag-aaral ang pag-unawa sa pagpapakikita ng mga kilos na
nagpapahalaga sa sarili, kapwa, bansa, Diyos at sa Kanyang mga nilikha bilang
patnubay sa maayos at masayang paaralan at pamayanan.
3 Naipamamalas ng mag-aaral ang pag-unawa sa mga gawain na nagpapakita ng
pagpapahalaga tungo sa maayos at masayang pamumuhay na may
mapanagutang pagkilos at pagpapasiya para sa sarili, kapwa, pamayanan, bansa

pagpapahayag, pagganap ng tungkulin na may pananagutan at pagsasabuhay ng

mag-anak, kapwa/ pamayanan, bansa/ daigdig at Diyos

2. Research on the Senior High School Curriculum. Find out if there are subjects where the
following are intentionally taught: (1) a sense of patriotism and national pride; (2) a sense of the
common good; (3) a sense of integrity and accountability, (4) the values and habits of discipline
and hard work; (5) the value and habits of self-reflection and analysis; the internalization of
spiritual values and the emphasis on essence rather than on form.

3. Research on DepEd orders on value education and value integration. Can these DepEd
orders disprove that the Philippine educational system is more form than substance as claimed
in Sen. Shahani's report?
In Senator Shahani’s report, she stated that the Filipinos uphold excellent values but are, in
some sort, being weighed down by its weak values. In DECS Order No. 6, S. 1988, the Value
Education Program it implemented aims only to “strengthen Filipino values” with its core values
“Maka-Diyos, Makatao, Makakalikasan, at Makabansa” at its center. This, however, has its
weaknesses as per Senator Shahani’s report.
“The value focus may sometimes arise out of the teacher’s observation of the daily behavior of
students in their class which may not necessarily be related to the lesson on hand”
In this provision, the DepEd encourages teachers to also teach values based on his/her
observations within his/her class. This gives the teachers an extra room for values realization,
integration, and teaching within an authentic setting which can give more meaning in learning.
Alongside appropriate development of competencies among teachers, the DepEd order gives
the educators the flexibility to address issues with regards to “Filipino weaknesses” instead of
teaching values education only. Moreover, values integration among students are not only
available through “crafted daily lessons”, but it can also be observed in present scenarios where
students can learn, e.g., through the teacher’s observation, through unexpected/uncontrolled
events, student experiences, and more.
To conclude, Senator Shahani’s observation was accurate in her report. This, in turn became a
lesson and an essential wake-up call for educational revisions to ensure that we realize there
are more to things than romanticizing only the “good side” of Filipino values and of values
education.
4. The K to 10 Curriculum Guide for Edukasyon sa Pagpapakatao (ESP) and the Grade 11-12
Curriculum Guide for Philosophy the Human Person and Personal Development shows that
there is an intensive and purposive effort of the Philippine educational system to eliminate the
weaknesses of the Filipino character that is more substance than form. Which proofs can you
give?
A more form than substance educational system is one that is based on rules and a well-defined
program but lacks substance. A result-oriented educational system is required. It must prioritize
teacher effectiveness and the efficacy of newly implemented learning modalities. It must also
teach students not only universal information, but also moral values and ethical behavior. We
Filipinos place more emphasis on form than substance since we are only concerned with the
outside of education rather than the inside. As a student and an active observer, I disagree that
our country's educational system is more about form than substance, because our government
is working hard to increase funding for education, create and implement laws to address issues,
and improve the educational system with the assistance of educational institutions. Institutions,
organizations, and departments. Furthermore, according to an example from the Study, the
basic education curriculum under Values Education Framework is a program. It will assist
schools in teaching ethical education and moral principles to kids around the Philippines,
allowing everyone to achieve what we have set out to do.
Aside from that, schools at the elementary, secondary, and tertiary levels are implementing
learner-centered teaching to ensure that students achieve an objective learning outcome. That

signifies that our country's educational system is substantial, and it helps develop learners' core
values, life skills, and prepares them for the real-world arena where they may use what they
have learned at school by coming up with answers to particular difficulties in our society.
