> It is submitted that as per the provisions of NationalBuilding Code of


India, 2005 the maximum height permitted for hospitalbuildings was 30
Metres.

> In view of this Government was requested by the DGFS to issue guidelines
on par with Multiplex guidelines for construction ofhospital at a height of
moire than 30 Mtrs. by following International Standardsof Design
construction and operational Management.

> Accordingly, Government has issued orders vide G.O.Ms.


No. 2 regarding
Prevention and Safety Measures in High - Rise HospitalsBuildings above
30 Mtrs height and upto 60 metres height.

> It is submitted that, as per Part 4 NBC of India2016, Hospital buildings are
permitted up to a height of 45 meters.

> There is no provision for providing of the Refugefloor for Hospital


Buildings upto 45 Metres but the same is there in G.O.Ms.
No.2, MA & UD
(Ml) Department, Dated 03-01-2011.
> Further, Department is receiving applications seekingpermission for
constructing Hospital buildings above 60 metres height,which is not
permissible as per the provisions of G.O.Ms.No.2, MA
& UD (Ml)
Department, Dated 03-01 -2011.

> Further Government has permitted High Rise Buildingfor Hospitals at


Warangal Medical Hub with Hospital and other servicesin Warangal with
90.00 Metres height.

> In this regard. Department submitted a proposal toamend G.O.Ms.No.2


MA&UD( MI) Department Dated: 03-01-2011 making it applicableto
Hospital Buildings beyond a height of 45 Metres andup to 60 Metres
height.

> Superintending Engineer, R & B also gave presentationof the proposed


TIMS Hospital of LB Nagar at a height of 123 Metres.

> The Department also requested to constitute an expertCommittee to study


the feasibility of permitting Hospital Buildings above60 Metres and to
recommend additional Fire and Life Safety Measuresrequired to be
provided to ensure Life & Fire safety of the Occupants.

In continuation of this office proposal submitted videreference 4* cited,


( copy enclosed) wherein it was requested to issueamendment orders to G.O
2"^ cited, Fire Prevention and Safety measures forHigh-rise Hospital Building
Rules 2011, for making them applicable to HospitalBuildings above 45 metres and
up to 60 metres (Govt., orders are awaited in thisregard), the following is
submitted.
2) It is submitted that, according to G.0.2''‘^ citedabove, the provision with regard
to Refuge floor/ area for Hospital Buildings (InstitutionalOccupancy) up to the
height 60 metres has been given as detailed below.

Rule : 18.0 REFUGE FLOOR/AREA


a) One refuge floor at a height of 30.0 meters shallbe provided for safe evacuation
with maximum of 2.5 meters floor height,

b) Refuge areas as per clause 4.12.3 part 4 of NBC2005, i.e., 0.3m2 per person of
two consecutive floors at the height of 24m, 39m and54m levels shall be provided.

c) Refuge area - definition: An area of reflige isa location in a building designed


to hold occupants during a fire or other emergency, when evacuation may not be
safe or possible. Occupants can wait there until rescuedby firefighters. This can
apply to the following:
• Any persons who cannot access a safe escape route.
• Any persons assisting another person who is preventedfrom escaping
• Patients in a hospital
• Sick people
• People with disabilities
• Old people
• Very young children or infants /medical personnel who may be operating on a
patient at the time of the emergency.

3) In this regard, it is submitted that, in Part 4NBC of India 2016, there is no


provision for providing of the Refuge floor for theHospital buildings at 30 metres
height and as per NBC of India 2016, and Hospital buildingsare permitted up to a
heigh of 45 meters with the following conditions.

Clause 6.3.2g

(3) “All critical patients and those incapable of selfpreservation and having
physical impairment shall be housed within 30 metresheight.

(4) Other types of patients and occupancies incidentalto the hospitals such as
consultation rooms, nurses’ stations, medical shops,canteens, etc., may be housed
at heights beyond 30 metres but not more than 45 metres.

4) Further it is submitted that, the Department is receiving


many applications
seeking permission for constructing Hospital buildings above 60 metres height,
which is not permissible as per the provisions of G.O.Ms.No.2,MA & UD (Ml)
Department, Dated 03-01-2011.

5) In view of the above, it is requested to amend G.O.Ms.No.2,MA & UD (Ml)


Department, Dated 03-01-2011 making it applicable toHospital buildings beyond
a height of above 45 metres and up to 60 metres heightas requested vide reference
4* cited. It is also requested to constitute an ExpertCommifree to study the
feasibility of permitting Hospital buildings above60 metres^ recommend and
additional Fire and Life safety measures required tobe provided to ensure Life and
Fire safety of the Occupants in these Hospital building.

It is to inform that, Section 13 of Telangana FireService Act, 1999 lays down


the requirement for obtaining the Provisional No ObjectionCertificate from the Fire
Service Department for the proposed construction ofa building as detailed below.

“Any person proposing to construct a building of morethan 15 meters height


for commercial/business purpose, 18 meters and aboveheight for residential purpose,
and buildings of public congregation like schools,cinema halls, function halls,
religious places, which are more than 500 sq. metersin plot area or 6 meters and
above in height shall apply to the Director Generalor any member of the service duly
authorized by him in this behalf, before submissionof such building plans to the
authority or officer competent to approve the sameunder the relevant law, for the time
being in force, for a no objection certificate alongwith such fee as may be prescribed”.

2). It is to inform that, as per the provisions ofNational Building Code of India, 2005
the minimum requirements for fire fighting installationsfor hospital buildings for
above the height of 24 Metres and not exceeding 30Meters in height are specified at
Table 23 and Part 4 National Building Code of India,2005 has laid down maximum
allowable height of Hospital Occupancy Building as30 metres.

3). Vide G. O. Ms. No. 2 Municipal Administration 86 ,Urban Development (Ml)


Department, 03.01.2011, Government after careful examinationof the matter and the
recommendations of High Power Committee and the AdditionalFire Safety measures
suggested by Director General, State Disaster Responseand Fire Services, A.P.,
Hyderabad and also as recommended by Home Department,issued the rules for Fire
Prevention and Safety Measures to be adopted in High-riseHospital Buildings of above
30 Mts height and the Maximum permissible height ofHospital Buildings was
increased to 60.00 meters.

4). Further it is to submit that, as per Table 7 andClause 6.3.g (3&4) of Part 4 of
National Building Code of India, 2016, (copy enclosed)High Rise Hospital Buildings
are permitted upto the height of 45 Metres.

5). In view of the above, it is requested to amendAnnexure 1.0 (a) of G. O. Ms. No. 2
Municipal Administration Sc Urban Development (Ml)Department, 03.01.2011 duly
making it applicable to the High Rise Hospital Buildingsabove 45 metres and up to 60
metres height as below.

“ Building, means a building intended for the use ofHospital of the height of
above 30 Meters. ”

to be replaced with

“Building means a building intended for the use ofa Hospital of the height of
above 45 meters. ”

6). Therefore, Government is requested to issue amendment orders to


G.O.Ms. No. 2 Municipal Administration Sc Urban Development (Ml) Department,
03.01.2011 for Fire Prevention and Safety Measuresrules as submitted above making
them applicable to Hospital Buildings above 45 Metresand upto 60 Metres height.
