PREAMBLE
We, the students of Cavite State University, with the help of God, and believing in the
need for a better-organized student government, and the development of the youth as future
leaders of this nation, hereby form a unified student organization that shall embody the ideals
and principles of democracy, in collective efforts to promote the welfare of all students and
academic standards of our Alma Mater, do hereby promulgate and adopt this Constitution and
by-laws that will promote, implement, and maintain our goals and aspirations.

ARTICLE I
GENERAL PROVISIONS
SECTION 1: This document shall be known as the Central Student Government Constitution
and By-Laws of Cavite State University – Don Severino de las Alas Campus.
SECTION 2: Nature of the Central Student Government. The Central Student Government
shall be the highest governing student body in Cavite State University.
SECTION 3: The Central Student Government may adopt rules, regulations, and policies as
the need arises under the provisions of this Constitution.
SECTION 4: All adopted issued rules, orders, proclamations, instructions, and acts that are
not contrary to the existing policies shall remain effective, valid, and approved unless modified
and revoked by subsequent instructions and orders.
SECTION 5: For purposes of this Constitution unless the context indicates otherwise.
a. "CSG" refers to the Central Student Government of Cavite State University – Don
Severino de las Alas Campus.
b. "CSC" means College Student Councils or the student councils that govern each
college department in the University.
c. "OSAS" refers to the University's Office of Student Affairs and Services.
d. "Chamber" shall refer to the CSG President, Vice-President, and Senators.
e. "MBs" means Member Delegates or the appointed members of each committee from
different college departments.
f. "Electoral Protests" means the casting and counting of votes and is concerned with
who received the majority of the votes. Therefore, this can be filed if the complainant
wants to challenge the validity of vote counts in the elections.
g. "Electoral Contest" means a post-election contest between competing candidates for
elections based on elections tainted by fraud, illegality, or other irregularity and not by
the discrepancy in counting because an electoral protest covers that. There are two
types of election contests:
1. A motion seeking to oust and replace the certified winner; and
2. A motion is seeking to declare an election void altogether.

ARTICLE II
NAME AND DOMICILE
SECTION 1: The Organization's name shall be the Central Student Government – Don
Severino de las Alas Campus (CSG).

SECTION 2: The CSG Office is located on the left-wing second floor of the Student Union
Building, Cavite State University – Don Severino de las Alas Campus, Indang, Cavite.

ARTICLE III
OFFICIAL SEAL
SECTION 1: This emblem shall serve as the logo of the Central Student Government.
SECTION 2: The CSG shall adopt and use the official seal above and be used at any CSG
operations.
SECTION 3: The official logo must appear over all written documents related to the
organization, including conferences, program invitations, certificates, publication materials,
digital communications, and other announcement paraphernalia, classified documents, and
all the other documents CSG would create.
SECTION 4: Elucidations of the Official Seal:
a. The pentagonal shape of the logo draws inspiration from the emblem of Cavite State
University. It represents the oneness of goals and aspirations of the highest governing
student body to our University.
b. The green color in the logo signifies growth, harmony, and stability. These describe
the leadership in Central Student Government. It continues to grow and improve, calls
for unity, and always provides stability in leadership.
c. The horizontal lines inside the letters in the logo indicate a sense of rest and peace.
The lines signify the unyielding peace inside the government amidst the problems that
this may face in the future.
d. The vertical lines inside the letters in the logo symbolize the strength and rigidness of
the student leaders inside the government. The lines also pertain to the seriousness
of the body to achieve its goals no matter the circumstance.
e. The diagonal lines inside the letters in the logo symbolize movement that represents
this body's unending gesture to serve our co-students.
f. The laurel wreath symbolizes victory, success, and achievement. The wreath
represents the triumphs attained by the government in the past years. The number of
laurel leaves represents the various student organizations inside the campus that are
all intertwined to attain a common goal; to serve the campus students.

g. The book in the logo marks the openness of the body to the public in terms of
transparency, suggestions, and changes in the system.
h. The torch and the fire mark the burning eagerness of the student leaders of the Central
Student Government to serve its co-students. It marks youth leaders' unwavering
strength, wisdom, and drive to bring positive changes and service to their constituents.
SECTION 5: The organization's seal can only be modified during a Constitutional amendment
or revision.

ARTICLE IV
DECLARATION OF PRINCIPLES, OBJECTIVES, AND POLICIES
PRINCIPLES
SECTION 1: The CSG shall have the power which emanates from the student body. It shall
be an autonomous, unified, republican, and the highest democratic representative of the
student body.
SECTION 2: The CSG is a presidential-parliamentary system where the President stands as
the chief executive officer and the legislative branch members also exercise executive
functions.
SECTION 3: The CSG is founded on the principles of participatory democracy, responsible
servant-leadership, collaboration, unity, accountability, and efficiency in serving the student
body.
SECTION 4: The CSG shall promote mutual understanding through social, civic, recreational,
and educational programs and activities to develop globally competitive and morally upright
individuals.
OBJECTIVES
SECTION 5: The CSG shall have the following objectives:
a. To help the students develop passionate love of country, values, and competencies
that will enable them to realize their full potential and contribute meaningfully to building
the nation.
b. Maintain university aspirations to promote quality education and academic excellence.
c. Render responsive social services.
d. To represent the students in the policy-making body of the school concerning the
students' rights and welfare.
e. To unify the students of Cavite State University – Don Severino de las Alas Campus.
f. Coordinate with College Student Councils (CSC) and student organizations and
associations to conduct projects and activities beneficial to the students.
g. To initiate activities and projects that will help promote the students and the people's
unity, welfare, and development.
h. To help develop self-confidence, critical thinking, problem-solving, decision-making,
and learning among the student body and utilize these skills to contribute to nation-
building.
i. To empower the students to strive for excellence in academics, leadership, and social
responsibility; to encourage them to be proactive members of the society.
j. To be responsible for the common good and respect for the human dignity of its
members.
k. To protect the interests, rights, benefits, and privileges of its members.

l. To serve, protect, and promote the rights and welfare of every student.
SECTION 6: The CSG shall be at the forefront of the student's rights and welfare and be the
model of the students' excellence, grounded on good character and a deep sense of moral
values.
POLICIES
SECTION 7: The CSG shall be the highest governing student body in the University.
SECTION 8: The CSG shall continuously pursue the values of honesty and integrity in service,
renouncing all forms of corruption and acts which are contrary to the rules and regulations of
the University, Commission on Higher Education, and the Philippines.
SECTION 9: The CSG shall encourage open communication and dialogue with other student
organizations, movements, and other sectors of society consistent with its principles and
purposes.
SECTION 10: The CSG shall always remain accountable and transparent with all its
transactions involving the interest of its constituents, whom they must serve with utmost
responsibility, integrity, loyalty, efficiency, and professionalism.
SECTION 11: The CSG shall strive to pursue an independent stand, not dictated by any other
sector other than the students if these are not contrary to the Mission – Vision Statement and
Tenets of the University.

ARTICLE V
MEMBERSHIP
SECTION 1: All bona fide undergraduate students of Cavite State University-Main Campus
are the constituency represented by the CSG. The CSG shall be committed to serving its
constituents and accountable to them at all times.

ARTICLE VI
BILL OF RIGHTS
SECTION 1: Every member must have the right to:
a. avail of all the services and enjoy the total adequate facilities and services provided by
the CSG.
b. conduct and participate in all CSG activities.
c. enjoy responsible freedom of speech and expression and the press.
d. exercise freedom of religious worship and spiritual practice.
e. be informed of all issues and matters concerning them.
f. appeal in any matters affecting their right, interest, and welfare.
g. be heard regarding their complaints and grievances.
h. exercise their rights regardless of gender preference, race, ethnicity, and religious
beliefs.
i. form an organization or association with the University's rules and regulations.
j. access to official records, documents, and papers of official acts, transactions,
decisions, and policy development. However, this access is subject to limitations for
any document prejudicial to the organization as determined by the CSG.

SECTION 2: Students shall individually or collectively be entitled to:


a. have their grievances heard and speedily redressed.
b. constructively criticize each member and to their appointed/elected officers.
c. organize and assemble for purposes under our constitutional rights granted by the
1987 Philippine Constitution.
d. present their views to appropriate bodies before any policy or decision affecting their
rights, interests, and welfare.
SECTION 3: No student shall be subjected to exploitation, involuntary servitude, cruel or
unusual punishment.
SECTION 4: No student shall be subjected to disciplinary action without due process of law.

ARTICLE VII
POWERS, DUTIES, AND RESPONSIBILITIES OF THE CSG
SECTION 1: The CSG shall be the highest governing student body in the University.
SECTION 2: The executive power shall be vested to the President, Vice-President, and
Senators. The legislative powers are vested to the elected officers except for the President
and Vice-President.
SECTION 3: The CSG shall have the following functions and responsibilities:
a. To uphold and enforce the provisions of the Central Student Government Constitution
and By-Laws.
b. To support and promote the ideals, principles, thrusts, and objectives of the CSG and
the University.
c. To ensure fair, efficient, and effective delivery of services to the student body.
d. To formulate and recommend programs that will address relevant issues and concerns
of the students.
e. To plan, implement, and enforce policies designed to protect and promote the students'
rights and welfare.
f. To monitor and evaluate the students' activities in the school and the community.
g. To create committees as may be necessary to address the needs of the students.
h. To make recommendations to school authorities regarding student matters, affairs,
and activities.
i. To serve as the representative of the students in voicing their opinions, suggestions,
and grievances.
j. To have such powers and duties as the school authorities and the student body may
be granted or delegated. It consists of stated principles, objectives, and University
policies.
k. To monitor and coordinate with the CSG COMELEC on elections every period.
l. To turn over financial assets, papers, documents, properties, and other responsibilities
to the incoming CSG Officers.

ARTICLE VIII
COMPOSITION, QUALIFICATION, AND TERM OF OFFICE
SECTION 1: The officers of the CSG are the duly elected, President, Vice-President, and 12
Senators.
SECTION 2: The President, Vice-President, and 12 Senators shall be elected via a direct
general vote from the students in the CSG Election.
SECTION 3: The officers shall be elected and possess such following qualifications:
a. Must be a bonafide student of Cavite State University – Don Severino De Las Alas
Campus.
b. Must be an active member and of good moral character.
c. Must be intellectually, physically, and emotionally capable of the position's
responsibilities and functions.
d. Willing to commit to spearheading the students.
SECTION 4: Any officers shall be removed from the office in the manner of impeachment or
resignation.
SECTION 5: The officers shall be elected by direct vote of the members for a term of one year.
SECTION 6: The newly elected CSG Officers shall assume office immediately after the
election.

ARTICLE IX
DUTIES AND FUNCTIONS OF OFFICERS
SECTION 1: The President shall be the chief executive officer of the CSG. They shall have
the following duties:
a. To act as the highest official of the CSG.
b. Approve all resolutions, minutes, project proposals, correspondences, and other
official papers.
c. Veto legislation. The President can veto a specific item/s, line/s or specific parts of the
legislation that shall not affect the item or items they do not object to.
d. Issue executive orders for the management of the organization and, if deemed
necessary, for other concerns.
e. Preside over all sessions/meetings or designate another officer to preside for a specific
session/meeting.
f. Represent CSG in their official capacity as President on occasions and events where
the organization needs representation on or off the campus.
g. Authorize to call any meetings and assemblies.
h. They shall serve as an ex-officio member of all committees.
i. Enforce this Constitution and By-Laws and other regulations that may be promulgated.
j. Implement CSG programs and projects.
k. Sees that the internal rules of the conduct of sessions/meetings are willfully observed
and exercised by all attendants.
l. Implement or execute to the fullest the decisions arrived by the majority during the
assembly.

m. Sees that all motions, objections, deliberations, and voting for the decisions are
officially pronounced and recorded by the officer in charge for the records and
documentation.
n. Approve all business transactions of the CSG.
o. Represent the CSG – Main Campus in the Federation of Central Student Government
(FCSG) and any official external or internal affairs/functions.
p. Head the Executive Committee composed of the Governors/Presidents of the different
College Student Councils.
q. Create Ad Hoc Committees; as the need arises, the CSG President shall appoint the
Chairperson.
r. Appoint other officials inside CSG if necessary, such as floor leaders.
s. Votes only in any decision-making in case of ties of the result.
t. Perform other functions inherent and incidental to their office.
SECTION 2: The Vice-President shall have the following duties:
a. Act as the second-highest official of the CSG.
b. Assist the President in all matters where their assistance is required.
c. The Vice-President and Senators can override a presidential veto by a two-thirds vote.
d. In cases when the Vice-President and Senators seeks to override a presidential veto,
the Vice-President has the power to convene the Senators.
e. Take over the functions of the President whenever their office is vacant because of
their physical absence.
f. Assume the President's Office should the position become vacant because of their
death, resignation, removal, suspension, illness, physical/mental incapacity, or failure
to qualify for office.
g. Supervise officers in planning and arranging sessions/meetings, programs, or
activities.
h. Maintain good working relations with the administration and other sectors of the
organization.
i. Shall be the Chairperson of a Committee designated by the CSG.
j. Supervise day-to-day affairs of the CSG.
k. Perform other functions inherent and incidental to their office.
SECTION 3: The Senators shall have the following duties:
a. Create, promulgate, amend, repeal, revise, enact, and propose resolutions and
policies as deemed necessary, provided such resolutions and policies are consistent
with the University's prevailing laws, policies, rules of conduct, and Constitution of the
country.
b. The Vice-President and Senators can override a presidential veto by a two-thirds vote.
c. Will act as the representatives of the general students in all sessions/meetings of the
CSG.
d. Shall hear and defend before the organization the grievances and complaints of their
corresponding constituents.
e. Shall serve as the Chairperson of the committees based on the designation of the
CSG.
f. Conceptualize and implement programs and projects and recommend policies for the
general student body.
g. Shall serve as the grievance desk for the general student body.
h. The Senator who will garner the most votes in the election shall automatically be the
chamber's primary floor leader.
i. The Senator with the most votes in the most recent elections shall assume the Vice-
President's Office should the position become vacant because of their death,

resignation, removal, suspension, illness, physical/mental incapacity, or failure to


qualify for office.
j. The Senator with the most votes in the most recent elections shall be considered as
the Senate President. They shall convene the Senators in cases of impeachment trials.
They shall moderate the procedures in trial.
k. Perform other functions inherent and incidental to their office.

ARTICLE X
PERMANENT COMMITTEES IN THE CSG
SECTION 1: The President and Senators will serve as the Chairperson of each standing
committee.
SECTION 2: The President and Senators are entitled to only one chairpersonship. They shall
appoint a Vice-Chairperson from their committee members.
SECTION 3: Committees have the freedom to craft their own rules within their committees. It
must be ratified with an issuance of a Committee Resolution.
SECTION 4: Committees shall monitor CSG operations, identify and evaluate issues,
recommend courses of action to the body, propose projects, activities, policies, and
resolutions.
SECTION 5: There shall be ten (13) permanent committees in the CSG, namely;
a. Executive Committee (To be headed only by the President.)
b. Committee on Academic Affairs
c. Committee on Audit
d. Committee on Finance
e. Committee on Internal Affairs
f. Committee on Logistics and Properties
g. Committee on Publicity and Information
h. Committee on Records and Documentation
i. Committee on Rules and Constitutional Reform
j. Committee on Social and Environmental Awareness
k. Committee on Sports, Arts, and Culture
l. Committee on Student Organizations and External Affairs
m. Committee on Students Rights and Welfare
SECTION 6: The Governors/Presidents of every College Student Council (CSC) shall be the
Executive Committee members. The CSG President shall appoint a Vice-Chairperson of the
said committee among its members.
SECTION 7: The members of every committee shall be known as the Member Delegates
(MBs). They shall come from the nine college departments. The Member Delegates of each
committee shall be appointed by the Committee Chairperson and confirmed by the Executive
Committee. An MB can only join one committee. The following are the qualification to become
a Member Delegate:
a. A bona fide undergraduate student of Cavite State University-Main Campus.
SECTION 8: The MBs of the Committee on Sports, Arts, and Culture shall strictly come from
the Performing Arts Group and Sports Team inside the University, composed of members
regardless of their college department.

SECTION 9: The Chairperson of each committee shall appoint one (1) Member Delegate from
each college department. Therefore, a single committee shall have nine (9) Member
Delegates.
SECTION 10: The Executive Committee (EXECOMM) shall have the following duties:
a. Shall act as the administrative arm of the CSG.
b. Shall serve as the top advisers of the CSG President.
c. Provide organizational direction for the President and the entire CSG.
d. Propose governing procedures and practices for the CSCs and the CSG.
e. Shall confirm or deny leadership appointments, especially for the committee members.
f. Perform any other duties assigned by the CSG.
SECTION 11. The Committee on Academic Affairs (COMACADS) shall have the following
duties:
a. Serve as the grievance desk of the students when it comes to their academic concerns
inside the University.
b. Propose projects, activities, and legislations that seek to help students perform
academically.
c. Perform any other duties assigned by the CSG.
SECTION 12: The Committee on Audit (COA) shall have the following duties:
a. Certify the legitimacy and correctness of the disbursement of funds.
b. Audit all expenditures made by the CSG.
c. Prepare accurate and transparent audit reports every semester, after every activity,
and at the end of the term.
d. Record the financial status and audit receipts on time.
e. Keep and regularly update the inventory of the CSG funds.
f. Assist the Committee on Finance in formulating financial guidelines and reports.
g. Keep and update
h. Perform any other duties assigned by the CSG.

SECTION 13: The Committee on Finance (COF) shall have the following duties:
a. Provide financial oversight for the CSG.
b. Keep all financial records of the CSG and be the one responsible for any information
related to the CSG fund.
c. Serve as the disbursing arm of the CSG.
d. Prepare the budget and provide financial guidelines for the CSG.
e. Prepare accurate and transparent financial reports every semester, after every
activity, and at the end of the term.
f. Manage the Income Generating Projects of the CSG.
g. Shall take charge of all monetary matters of the CSG.
h. Perform any other duties assigned by the CSG.

SECTION 14: The Committee on Internal Affairs (CIA) shall have the following duties:
a. Take charge of all matters regarding the officers and MBs of the CSG and their
functions.
b. Shall ensure that the President, Vice-President, Senators, and MBs adhere to this
Constitution.
c. Initiate investigations to officers and MBs that violated the Constitution of the CSG.

d. Investigate and recommend courses of action for complaints filed before the CIA or
the CSG regarding the Officers/MBs.
e. Shall file a formal complaint before the Court of Justice or the Chamber after the
investigation.
f. Perform any other duties assigned by the CSG.

SECTION 15: The Committee on Logistics and Properties (COMLOG) shall have the
following duties:
a. Shall oversee the properties of the government, including supplies, etc.
b. Shall make the best use of the organization's resources.
c. Prepare accurate and transparent inventory reports of CSG properties every semester,
after every activity, and at the end of the term.
d. Shall keep tangible properties of the CSG.
e. Manage the Income Generating Projects of the CSG.
f. In charge of canvassing and purchasing items and materials for the CSG's use for daily
operations and events.
g. Perform any other duties assigned by the CSG.

SECTION 16: The Committee on Publicity and Information (COMPI) shall have the following
duties:
a. Shall be responsible for disseminating information or matters concerning the CSG.
b. Promote the thrusts and objectives of the CSG.
c. Build and maintain a credible image for the CSG.
d. Be the spokespersons of CSG.
e. Take charge of the promotion of the CSG's projects and activities.
f. Answer and clarify students' concerns.
g. Promote good relations with the press and the public.
h. Perform any other duties assigned by the CSG.

SECTION 17: The Committee on Records and Documentation (COMRECS) shall have the
following duties:
a. Keep accurate records of the minutes and document proceedings in every meeting.
b. Keep a file of all pertinent documents and papers of the CSG and make them
accessible to the student body.
c. Provide immediate documentation and reports for every implemented project.
d. Call and prepare all notices of CSG sessions/meetings.
e. Shall oversee the documentation of every project, activity, and meeting of the CSG.
f. The Chairperson shall send out its members to the meetings of other committees to
act as their Recording Secretary.
g. Every committee meeting, proceedings, and deliberations must be documented by the
appointed Committee Recording Secretary to the respective committees they are
assigned.
h. Shall check and follow up on the documents needed by the CSG in conducting its
function.
i. Perform any other duties assigned by the CSG.

SECTION 18: The Committee on Rules and Constitutional Reform (RULCON) shall have the
following duties:
a. Shall oversee all matters affecting the rules of the committees and the chamber.
b. Propose house rules for the conduct of sessions/meetings in the CSG.

c. Shall clarify rules of procedures in assemblies.


d. Propose policies for the entire body.
e. Strengthen the Constitution and by-laws of the CSG.
f. Clarifies provisions in the Constitution and by-laws if needed.
g. Study possible amendments or revisions to the Constitution and by-laws if needed.
h. Propose amendments or revisions to the Constitution and by-laws if needed.
i. Administer the processes of constitutional amendments or revisions.
j. Perform any other duties assigned by the CSG.

SECTION 19: The Committee on Social and Environmental Awareness (SOCENVI) shall
have the following duties:
a. Propose projects, activities, and legislations that promote social and environmental
awareness.
b. Perform any other duties assigned by the CSG.

SECTION 20: The Committee on Sports, Arts, and Culture (CSAC) shall have the following
duties:
a. Propose projects, activities, and legislations that promote the importance of Sports,
Arts, and Culture
b. Work together with the performing arts group and sports teams inside the University
regarding their projects and upcoming competitions.
c. Shall represent the performing arts group and sports teams inside the University.
d. The MBs of this committee shall be at least a member of a performing arts group or a
sports team inside the University. If not, their appointment shall automatically be
rejected by the Executive Committee.
e. Perform any other duties assigned by the CSG.

SECTION 21: The Committee on Student Organizations and External Affairs (CSOEXA)
shall have the following duties:
a. Oversees all matters directly and principally relating to the relations of the CSG with
other organizations on and off-campus.
b. Propose plans and activities that can strengthen CSG relations to other sectors and
communities on or off-campus.
c. Represent the CSG to any meetings, proceedings, and other activities if the
President and Vice-President could not attend.
d. Shall head collaborations/partnerships with other student organizations on or off-
campus.
e. Shall serve as the bridge between the CvSU administration and the CSG.
f. Shall bring student concerns to the University administration and other concerned
bodies.
g. Coordinate with student organizations inside the campus for activities and
collaborations for the betterment of the students.
h. Shall serve as the grievance desk of the student organizations for their concerns
regarding their organizations.
i. Support and promote activities of the student organizations.
j. Shall officially represent academic, non-academic, and religious student
organizations inside the University.
k. Perform any other duties assigned by the CSG.

SECTION 22: The Committee on Students Rights and Welfare (STRAW) shall have the
following duties:
a. Serve as the grievance desk of the students when it comes to their rights and welfare
inside the University.
b. Propose projects, activities, and legislations that seek to empower students.
c. Shall look after the rights of the students and act upon their complaints.
d. Perform any other duties assigned by the CSG.

SECTION 23: Committee assignments shall be decided by CSG that would be certified by a
resolution after the conduct of the meeting to be presided by the CSG Adviser.
SECTION 24: The committees shall convene every other week for their regular meeting.
Committee Chairperson can call for a special meeting if necessary.
SECTION 25: Every committee is composed of a chairperson and nine-member delegates,
with exception for the CSAC. The Chairperson shall appoint a Vice-Chairperson from the MBs.
SECTION 26: The members of the CSAC should equate to the number of recognized sports
team and performing arts groups regardless of their college departments.
SECTION 27: The Chairperson shall appoint the MBs and shall be confirmed by the executive
committee. The Committee Chairperson shall also appoint a committee secretary-general
from the MBs.
SECTION 28: If the committee could not fill their member quota, the concerned CSCs should
forward an immediate recommendation to fill the vacancies.

ARTICLE XI
COURT OF JUSTICE
SECTION 1: The powers of the judicial branch shall be vested upon the office of the Student
Affairs and Services.
SECTION 2: The Court of Justice shall have the following duties:
a. Interpret this Constitution and By-Laws and legislation when in dispute. These matters
must be referred to the Court of Justice upon the Chamber and Committee on Rules
and Internal Affairs' request.
b. Shall be the body that moderates judicial procedures.
c. Guarantee the defendant's/accused the right to defend themselves. Both can have
another student assist him/her in their defense.
d. Shall craft a resolution to determine the procedures that would be conducted to any
proceedings.
e. Shall craft a resolution to formalize the decision on Constitutional clarifications,
legislation disputes, and complaint decisions.

ARTICLE XII
IMPEACHMENT COURT
SECTION 1: The impeachment court shall be comprised of the Senators.

SECTION 2: If any case that a senator is the officer to be impeached, they shall be disqualified
to become a member of the impeachment court.
SECTION 3: Impeachment trials shall be moderated by the Senate President. The Senators
shall be referred to as the judges.
SECTION 4: The impeachment court shall have the following duties:
d. Conduct fair and honest impeachment hearings/trials.
e. Shall serve as the judges of impeachment hearings and honor votes of their peers after
the hearing.
f. A majority of votes are enough to impeach a specific officer.
g. Guarantee the defendant's/accused right to defend themselves. Both can have
another student assist them in their defense.
h. The decision to impeach is in the impeachment court alone.
i. Craft a court order regarding to its impeachment decision.
j. The judges shall not abstain from voting.
SECTION 5. The Senate President shall cast their vote lastly after all other judges.

ARTICLE XIII
COLLEGE STUDENT COUNCILS
SECTION 1: The College Student Council's (CSCs) elective positions, powers, duties, and
responsibilities shall be under the Constitution and by-laws of their respective council.
SECTION 2: The CSCs are encouraged to conceptualize and implement programs and
projects and recommend policies for their respective college department.
SECTION 3: The CSCs are encouraged to serve as the grievance desk for their respective
colleges.
SECTION 4: The CSCs will serve as the primary frontline of student representation to their
respective colleges.

ARTICLE XIV
SESSIONS AND MEETINGS
SECTION 1: A quorum (50% + 1) shall be required for any vote or election to be official. A
quorum shall consist of a simple majority of the attending membership.
SECTION 2: The CSG chamber's regular and special assemblies shall be referred to as
sessions. Committee assemblies shall be referred to as committee meetings.
SECTION 3: The Senator for Records and Documentation/Secretary-General of the
chamber/committee shall do the roll call. The roll call shall determine the quorum of the
session/meeting on its entire duration.
SECTION 4: The President may call an official session/meeting or a special session/meeting
of all or any group members when the need arises.
SECTION 5: The CSG shall conduct regular sessions every week. The President can call a
special session if the need arises.

SECTION 6: The Committees shall conduct their regular meetings every other week. The
Chairperson of such a committee may call a special meeting if the need arises.
SECTION 7: Each member of the CSG is entitled to only one vote, and no proxy while voting
shall be allowed.
SECTION 8: If the votes end in a draw, the President/Chairperson/Presiding Officer of the
meeting shall vote to break the tie.
SECTION 9: The CSG and its Committees shall hold their first session/meeting not later than
one (1) month after their election to office.
SECTION 10: The General Assembly refers to the Officers and MBs of the Central Student
Government.
SECTION 11: The General Assembly shall be the forum for information and consultation
regarding the organization.
SECTION 12: The General Assembly shall be convened by the President at least once every
month.
SECTION 13: The CSG and Committees shall formulate house rules to govern their
sessions/meetings.
SECTION 14: Any member of the Central Student Government may request the President to
call a special session/meeting of the CSG after indicating the specific issues to be considered
at the meeting. The request must be made in writing to the President. The President can
decide whether to convene a meeting or not.
SECTION 15: Conduct of sessions/meetings shall follow the aides of the parliamentary
procedures. Meeting procedures can also be legislated and passed for the CSG's use.

ARTICLE XV
FINANCE
SECTION 1: The Central Student Government shall be maintained through a budget allocation
from RA 10931 that shall be allocated on a semestral basis that will support the offering of
excellent and reasonable student services that will tap the students' full potential and equip
students with industry-refined skills and competencies.
SECTION 2: The Central Student Government can establish special funds from donations,
sponsorships, fundraising projects, or any derived from legitimate sources.
SECTION 3: The Central Student Government shall have an annual procurement plan before
they allocate budget according to the relevance, need, and urgency of the coverage of the
approved Management of Central Student Government Funds (BOR Resolution No. 49)
a. The Central Student Government projects and committees shall be the top
priority.

b. The Recognized Student Councils and Student Organizations shall be the
second priority of the CSG Fund to support students' welfare. These funds shall
be used to:
• Student Council and Student Organizations facility improvement
• Support for student activities and projects
• Training and Seminars
c. The Recognized Student Publication Unit of the whole university shall be the
third priority of the CSG Fund.
d. The Representatives of the University for the Socio-cultural and Literary
activities shall be the fourth priority of the CSG Fund.
e. The University First Year – Student Council (UFY-SC) shall be the fifth priority
of the CSG fund.
f. The Subsidies and Allowances for Students representing the University for
academic non – academic competitions shall be the sixth priority of the CSG
Fund.
g. The Mutual Aid and Benefits (can be availed by 1% of the organization's total
number) shall be the seventh priority of the CSG Fund.
h. The Central Student Government shall allocate funds for the annual insurances
of the members of the organization.
i. There shall be a contingency fund to cover up all the emergency expenses of
the organization.
SECTION 4: The fund shall be deposited in a bank wherein the signatories are the Central
Student Government President, Senator for COF, Senator for COA, Organization
Advisers/Coordinators, SDS, and Dean of OSAS. The passbook must be under the
safekeeping of the Senator for COF.
SECTION 5: The CSG Fund shall be used for student activities. Funds to be used shall be
backed by approved proposal, resolution, and canvassing form duly noted by the CSG Officers
and Adviser/s.
SECTION 6: The Central Student Government shall only allow a maximum of 5% Contingency
Fund of the total requested budget for the activity of the concerned organization.
SECTION 7: The concerned organization shall liquidate expenses before the next
disbursement shall be authorized.
SECTION 8: A Financial report, together with the relevant receipts and papers, must be
submitted to the President of the CSG two (2) weeks after the activity for monitoring purposes
and/or specific concern of the student service for which the fund is utilized.
SECTION 9: The Central Student Government shall also liquidate expenses but not be
covered within the two-week deadline so that projects and programs will not be hampered.
SECTION 10: Any excess in the request fund must be returned to the Central Student
Government.

SECTION 11: For the transparency of the Central Student Government, a financial statement
shall be posted in the CSG Bulletin Board, University Publication, or any means of
disseminating information for transparency purposes.
SECTION 12: Central Student Government shall submit audited financial reports to the
Student Affairs and Services office at the end of each term.
SECTION 13: Any excess funds or liabilities shall be carried over to the next school year.
Existing savings of the organization shall likewise be pooled and will form the art of the CSG
Fund. These can be utilized subject to the resolution approved by OSAS and University
Administrative Council. These shall strictly be used for student-related activities.
SECTION 14: Central Student Government shall provide all the necessities of the COMELEC
upon the annual exercise of the election of the officers.

ARTICLE XVI
PROCEEDING AND SANCTIONS INVOLVING FINANCES
SECTION 1: Sanctions shall be implemented to the organizations after a procedural due
process by the OSAS and the CSG in determining its offense. The organization shall be given
a chance to defend itself upon the proceeding period.
SECTION 2: The ground for implementing sanctions is the following but not limited to:
• Failure to liquidate expense after conducting an activity
• Graft and corruption
• Unsupported and unreasonable financial report
• Malversation of funds
SECTION 3: The following are the corresponding sanctions for every offense:
• The Central Student Government shall reject a budget request for the concerned
organization that failed to liquidate expenses during their previous activity.
• Officers who engage in corruption and misuse of the fund shall be terminated after
proven guilty.
SECTION 4: Financial reports without attached receipts and supporting documents shall not
be accepted and acknowledged by the Central Student Government and OSAS.

ARTICLE XVII
ELECTIVE POSITIONS
SECTION 1: The elective position for the CSG shall be President, Vice-President, and 12
Senators.
SECTION 2: The CSG and CSC elections shall be conducted simultaneously; hence, April
will be scheduled.
SECTION 3: The CSG and CSC officers shall hold office for one (1) year, including summer.

ARTICLE XVIII
COMMISSION ON ELECTIONS
SECTION 1: The COMELEC shall be established within sixty (60) days before the election
day.
SECTION 2: The COMELEC shall be an independent body.
SECTION 3: The COMELEC shall have forty-five (45) days of preparation for the election.
SECTION 4: The Commission on Elections (COMELEC) shall be comprised of one (1)
Chairperson and nine (9) Commissioners, one (1) per college who shall be chosen by the
College Dean, who do not have vested interest in the election or in any way related to any of
the candidates.
SECTION 5: The Commissioners shall choose a Chairperson among themselves.
SECTION 6: The Chairperson shall endorse a Commissioner as their replacement from the
same college. The Commissioner shall not have a vested interest in the election or related to
any candidate from their college with the Commissioners' approval.
SECTION 7: The COMELEC shall be the only agency that will manage the electoral process.
SECTION 8: The members of the COMELEC shall have the following qualifications:
a. Must be non-partisan.
b. Shall not have a vested interest in the election.
c. Not in any way related to any of the candidates.
SECTION 9: The COMELEC shall have the following duties and responsibilities:
a. Conduct honest, fair, and systematic elections.
b. Adhere to the election code of CSG.
c. Validate the electoral proceedings and results.
d. Accept or revoke candidacy.
e. Proclaim the new set of officers.
f. Keep all pertinent election papers or documents.
g. Decide on protests and complaints relative to the conduct and results of elections.
h. Prepare and distribute the necessary election paraphernalia, certificate of candidacy
forms, and other election-related materials before, during, and after the election.
i. Disqualify candidates who have violated any of the guidelines, which have been
promulgated.

ARTICLE XIX
ELECTION CODE
SECTION 1: The COMELEC shall adopt rules, policies, and legislations to achieve and
maintain the maximum degree of fairness, impartiality, and efficiency to voting procedures,
including write-in voting, counting, tabulating, and recording of votes by the voting system
used in CSG elections.
SECTION 2: All bona fide members who meet the following requirements may run for office:

a. They must be enrolled at their respective campus for at least one-year residency (two
semesters and including summer) for major positions (President, Vice-President)
following the election.
b. For minor positions (Senators), they must be enrolled for at least two (2) semesters
following the election.
c. They must possess good moral character as certified by their College Guidance
Counsellor or Guidance Facilitator.
d. They must give up their position from any local/college organization upon oath-taking.
e. They must have no bad records (impeachment and other school offenses).
f. They must not be a graduating student for the current academic year and the following
mid-year graduation.
SECTION 3: Application of Candidacy
a. The major positions (President and Vice-President) will require one-year residency in
the University as an enrolled student.
b. Applicants must submit the following requirements:
b.1 Photocopy of the registration form of the current semester.
b.2 Photocopy of the registration forms in the two (2) semesters following the
election & all Certificate of Grades (COG) within the University.
b.3 Certification of Good Moral Character duly signed by the Guidance Counsellor,
Guidance Facilitator, or College Dean as the case may be.
b.4 Duly accomplished Certificate of Candidacy Form (the COMELEC shall provide
COC)
b.5 Platform of Government Form (the COMELEC shall provide POG)
b.6 Applicant must bring two (2) pieces of 2x2 ID Picture; and
b.7 Photocopy of School ID.
c. The applicant shall not have a grade of 4.0 and 5.0
d. Applicants must appear in person upon submission of their duly accomplished
application form. Screening shall be conducted based on the approved timeframe of
the COMELEC.
e. All the requirements must be filed to the COMELEC within the filing period.
SECTION 4: Interested student/s or groups of students may form political parties and register
within the COMELEC. Requirements for registration include the following:
a. The candidate's name.
b. Party name (for a non-independent candidate).
c. Principles and platforms of government shall be in three copies. (1 copy for the
COMELEC, the Student Affairs and Services office, and the candidate itself).
d. For political parties, a maximum of two candidates from a single college shall comprise
their slate.
e. A single candidate must provide at least three platforms for three committees on their
POG. This is to ensure that if the candidate wins a seat, he/she will be flexible when it
comes to committee delegation. The candidate must provide platforms to at least three
committees.
SECTION 5. COMELEC shall decide if the CSG Elections will be held physically or
electronically.
SECTION 6: Campaign Rules and Regulations
a. Campaign Period – The campaign period shall officially start upon releasing the final
list of the candidates. The COMELEC will determine the room-to-room campaign
duration.

b. Campaign Materials – Streamers, posters, leaflets, flags, and entertainment groups


like bands, singers, etc., are allowed. The candidates/parties will arrange a schedule
with the Deans of each college for the permit and allowed duration. All materials shall
be approved for posting by the University Records Office.
c. Party Platforms – The COMELEC requires each candidate or political party to have a
party platform or platform government. The COMELEC strictly discourages smear
campaigns, mudslinging, personal and derogatory issues against any candidate.
d. Posting Areas – All bulletin boards will be utilized as a reserve for each party as their
posting area in each college or department upon the approval of the Dean concerned.
Also, parties will be allowed to post their campaign paraphernalia in places where
many students are present, i.e., bleachers, grandstands, and Batibot.
e. Miting de Avance – Classes will be suspended to give way for the Miting de Avance
within the vicinity of the University. The question-and-answer portion shall be
conducted to provide the students the opportunity to raise questions.
SECTION 7: The COMELEC should issue penalties to a particular candidate or political party
if they violated any of the rules by the commission. The commission can:
a. Warn
b. Reprimand
c. Suspend a political party or candidates.
d. Disqualify a candidate or a political party.
e. Any penalty deemed appropriate by the COMELEC.
SECTION 8: The casting of votes shall be done manually or electronically. The COMELEC
shall provide for the materials of the election.
a. Official voting shall start strictly from 8:00 AM to 5:00 PM.
b. Students inside the University are free to cast their votes from their respective precinct
in their college.
c. The COMELEC shall supervise the election proceedings.
SECTION 9: Official canvassing of votes will be done solely by the COMELEC.
a. The canvassing period will be the day after the election day, starting at 8:00 AM.
b. The initial canvassing of votes will be done at the designated precincts in every college
and voting area.
c. The final canvassing will be done at the COMELEC Office.
d. The votes are valid if the circle of the chosen candidate is shaded.
e. The vote is invalid if two (2) or more circles for each candidate's name are shaded
within the same provided space except for the Senators.
f. The vote is invalid if thirteen (13) or more circles are shaded in Senator's position.
g. The vote is invalid if there is an erasure in the circle of the candidate.
h. The candidate with the highest number of votes shall be declared the winner of the
election.
i. If the position of President and Vice-President are uncontested, the candidate shall still
receive 50% of the casted votes to be considered the winner.
j. The COMELEC watchers should verify results.
k. The COMELEC will validate the results of the canvassing.
l. The COMELEC shall provide alternatives for these provisions if the elections are
conducted electronically.
SECTION 10: Winners will be determined by the number of votes cast in their favor. Results
will be submitted to the office of the Student Affairs and Services. The COMELEC will officially

proclaim winners after the canvassing of votes through posting the result in the different
colleges. They must give up her position from any local/college organization upon oath-taking.
SECTION 11: Election protest and calls for recounts may be filed by any candidate or political
party who may wish to contest the election results with the COMELEC. Protests or requests
for recounts may be formally submitted to the COMELEC not later than 48 hours after the
proclamation of the winners.
SECTION 12: Election contests can also be filed 48 hours after the proclamation of winners,
but contests shall not halt or hinder in any way the turnover and transition period for the Central
Student Government as long as the COMELEC has not decided on this issue before.
COMELEC shall be the primary body that must resolve the contest. If the complainants are
not satisfied by COMELEC's decision, they can appeal the commission's decision to the Court
of Justice. The Court of Justice shall be the court of last and final resort. Their decision must
be final.
SECTION 13: Election-Related Activities
a. Information Campaign on Election – The COMELEC is tasked to conduct information
dissemination to educate the voters on the conduct of the election. Posters may be
prepared for the purpose.
b. Cleaning Activities after the Election – The candidates will remove all the campaign
materials with the supervision of COMELEC officials after the election. Failure to abide
shall be reported to the Office of Student Affairs and Services.

ARTICLE XX
TENURE OF OFFICE
SECTION 1: The President, Vice-President, and Senators shall only have one year to assume
the said position.
SECTION 2: The President shall not be eligible for any re-election.
SECTION 3: No Vice-President and Senators shall serve for more than two successive terms.

ARTICLE XXI
ADVISER
SECTION 1: The Adviser shall oversee and guide all the activities and sessions/meetings of
CSG.
SECTION 2: Preside the CSG meeting whenever there is a committee designation/reshuffle.
SECTION 3: Must be present in all approved activities of the CSG.
SECTION 4: Shall be a signatory in any certified accomplished activity of the CSG.
SECTION 5: Must take responsibility for any violations committed by the CSG.

ARTICLE XXII
IMPEACHMENT, RESIGNATION, AND VACANCIES
SECTION 1: An officer may be subjected to impeachment by the members of the body for the
following reasons:
a. Culpable violation of the Constitution and By-Laws.
b. Gross neglect of duty, misconduct, violation of a person in authority, and disloyalty to
the cause of the CSG and the Cavite State University.
c. Malversation of the organization funds.
d. Disrespect to the members/officers of the CSG.
e. Insubordination.
f. Any other acts that are deemed unbecoming officer or as a student.
g. Three (3) consecutive unexcused absences or five (5) cumulative unexcused
absences in a regular meeting.
h. Abuse or misuse of power and authority.
SECTION 2: Impeachment subjected to an officer must be conducted with an impeachment
hearing.
SECTION 3: The decision after the impeachment hearing shall be final.
SECTION 4: Resignation of an elected officer shall be in writing and shall take effect five (5)
days after the acknowledgment of the majority of the officers of CSG.
SECTION 5: Any vacancy in the CSG shall be filled as soon as possible.
SECTION 6: If any elective positions become vacant, except the President and Vice-
President, they shall be filed within thirty (30) days via the appointment of the CSG from the
day the position is rendered or considered vacant. Immediately upon appointment, the
appointed officer shall serve the remaining period.
SECTION 7: If the President's position becomes vacant, the Vice-President will automatically
assume the position. The Senator who topped the recent elections shall automatically assume
the position of Vice-President. Therefore, a new Senator must be appointed by the CSG.
SECTION 8: The impeachment hearing shall be administered and decided by the
Impeachment Court.
SECTION 9: If the accused failed to attend the impeachment hearing without an excuse letter,
they are already considered impeached.
SECTION 10: The decision is on the Impeachment Court alone.

ARTICLE XXIII
TURNOVER
SECTION 1: There shall be a formal turnover between the outgoing CSG Officers and the
incoming officers. It shall be exercised within one (1) month after the newly elected officers'
election for the organization to continue its operation following its function.
SECTION 2: There shall be a certification that includes the signatures of the organizational
advisers, incoming officers, and OSAS as proof of proper turnover from the outgoing officers
to the incoming officers to secure the well-being of the organization and the members.

ARTICLE XXIV
AMENDMENT OR REVISIONS
SECTION 1. Any amendment to, or revision of, this Constitution may be proposed by:
a. The CSG, upon a vote of three–fourths of all its officers; or
b. A constitutional convention.
SECTION 2: Amendments to this Constitution may likewise be directly proposed by the people
through initiative upon a petition of at least twelve percent of the total number of constituents.
No amendment under this section shall be authorized within three years following the
ratification of this Constitution nor oftener than once every three years after that. The CSG
shall provide for the implementation of the exercise of this right.
SECTION 3: The CSG may, by a vote of two-thirds of all its Officers, call a constitutional
convention, or by a majority vote of all its Officers, submit to the electorate the question of
calling such a convention.
SECTION 4: Any amendment to, or revision of, this Constitution under Section 1 hereof shall
be valid when ratified by a majority of the votes cast in a plebiscite.

ARTICLE XXV
SEPARABILITY
SECTION 1: If a provision of this agreement is or become illegal, invalid, or unenforceable,
that shall not affect:
a. The solidarity of being a member of the CSG will be legal if they are a bonafide student
of the University. Hence, if they transferred or availed of the transfer certification, the
effectiveness of their duty as CSG Officer will be void.
b. The said member of the CSG will be evicted once they violated or could not comply
with the Cavite State University rules and regulations.
c. Suppose anyone from the CSG body will be caught taking or meddling with the funds
of the student government without proper consent and approval. In that case, they may
have to face the consequences such as suspension from the organization or evicting
them from the position.

ARTICLE XXVI
REPEALING CLAUSE
SECTION 1: All other policies, decrees, orders, issuance, rules, and regulations inconsistent
with the provisions of this Constitution and By-Laws are now repealed, amended, or modified
accordingly.

ARTICLE XXVII
TRANSITORY PROVISIONS
SECTION 1: The President and Senators shall remain in their position.
SECTION 2: The remaining officers must become Senators.
SECTION 3: If there is still a vacancy after the designation of the incumbent officers to the
positions, the remaining vacant Vice-Presidential and Senatorial positions must be filled via
appointment to be voted by the CSG Officers and the CSC Presidents.
SECTION 4: The current Secretary shall automatically be the Senator for Records and
Documentation until the current CSG term expires.
SECTION 5: The current Treasurer shall automatically be the Senator for Finance until the
current CSG term expires.
SECTION 6: The current Asst. Treasurer shall automatically be the Senator for Audit until the
current CSG term expires.
SECTION 7: The current Property Custodian Officer shall automatically be the Senator for
Logistics and Properties until the current CSG term expires.
SECTION 8: The other remaining incumbent CSG Elected/Appointed Officers must be
reserved a position in the new structure of the student government, which the President shall
designate.
SECTION 9: Due to the failure to elect a Vice-President during the last CSG Elections, all
elected CSG Officers are automatically considered as Vice-Presidential Candidates except for
the President and Treasurer. Elected CSG officers and CSC Presidents shall vote to
determine the Vice-President.
SECTION 10: For purposes of synchronization of elections, the term counting shall begin at
the next CSG General Elections.
SECTION 11: The CSG shall create an Implementing Rules and Regulations (IRR) document
for additional guidelines and provisions to the transition to the new Constitution.

ARTICLE XXVIII
EFFECTIVITY CLAUSE
SECTION 1: This Constitution and By-Laws shall take effect immediately after the conduct of
the plebiscite ratified by a majority of the votes.
SECTION 2: This Constitution and its by-laws shall take immediately upon the
acknowledgement of the Office of Student Affairs and Services.
SECTION 3: This Constitution and By-Laws will take effect as soon as this document be
released to the public.
APPROVED VIA STUDENT PLEBISCITE ON DECEMBER 3, 2021 WITH 437 YES
VOTES, 12 NO VOTES AND 6 INVALID VOTES OUT OF 665 ELIGIBLE VOTERS. THE
PLEBISCITE WAS DONE VIA GOOGLE FORMS.
