INTERVIEW GUIDE FOR BEACH RESORT OWNERS/OPERATORS

NOTE TO THE INTERVIEWERS: Show courtesy to the owner/s or operator/s first. Introduce
yourselves/group, where you come from, what school and program you are from, and the reason why
you are there to interview him/her/them as resort owner/s or operator/s. Ask him/her/them if you
could audio-record the interview for reference when crafting your EMP (Environmental Management
Plan). Assure them that whatever will be the outcome of the interview, you will keep the
interview/conversation confidential. If they do not like the interview to be recorded, DO NOT do it and
NEVER force them to do so.

You may have other questions along the course of the interview aside from the ones crafted for you
below - that's alright so long as they are relevant to the crafting of your EMP. As the need arises, you
may deepen the interview depending on the course of the interview process (kay basin naay isulti or

INTERVIEW QUESTIONS:

1. If I/we may ask, why, how and since when did you start your resort business?

2. If any, what processes did you go through in/when securing permit to operate?

3. What requirements were asked from you by the authorities so that you can secure and push through
with the operation of your business in the locality? If any, did you have to pay an amount in procuring
your permit to operate?

4. Did you encounter challenges/difficulties upon the procurement of your permit to operate? If you did,
can you elaborate those encounters/experiences?

5. Have you heard of ECC (Environmental Compliance Certificate) before? Can you tell me/us what you
know about it?

(Note for Interviewers ECC came from Administrative Order #42, which mandates the Environmental
Management Bureau (EMB) under the Department of the Environment and Natural Resources (DENR) to
accept, process, and approve qualified applications for ECC. Initially, the administrative order sprung
from the Presidential Decree No. 1586 dated June 11, 1978 aka "Establishing an Environmental Impact
Statement System including other Environmental Management-Related Measures by Ferdinand Marcos,
which stated that "no person, partnership, or corporation shall undertake or operate any such declared
environmentally critical project or area without first

securing an Environmental Compliance Certificate or ECC.") 6. Did you prepare or have environmental
management plan prior the operation of your business? (Example: resort development, management
and sustainability (long-term) plan including waste management plan, land use plan, among others).

7. Which environmental-related issue/s or problem/s do you usually encounter in conducting your


beach resort business operation? What do you do to resolve them? Are there persons involved who will
do the troubleshooting when such issues/problems arise?

8. If any, did you have to spend for the procurement of certain/specific facilities required by the DENR or
LGU to meet certain environmental requirements? What are those?

(Note to the Interviewers: Before an ECC is released, the following are some requirements certain
projects have to submit: (1) Letter of request addressed to DENR-EMB declaring intent to receive ECC,
(2) Authorization from LGU confirming the suitability of the proposed project to the existing land use
plan, (3) Geo-tagged photos of the proposed project site, (4) Map of the project area and affected areas,
displaying a minimum of 1 km from the project boundaries, (5) Staffing requirements, (6) Project
description, including raw materials that will be used and the type of technology to be used, (7) Type
and volume of products and discharges, (8) Schematic diagram of the air pollution control facility, and
(9) Schematic diagram of the wastewater treatment facility, (10) Accomplished Project Environmental
Monitoring and Audit Prioritization Scheme (PEMAPS).

9. Respectfully, what have you contributed to the locality in (the) light of social responsibility? (Example:
tax payment to the LGU, contribution to LGU-related projects, etc.)

10. If any, what support do you need from the LGU which you think will be beneficial to Your resort
business?

NOTE TO THE INTERVIEWERS Express your utmost gratitude for the time they (resort owner/s or
operator/s) have afforded in answering your queries. You may tell them how much it means for you,
being BPA students of GGCAST, speecifically in helping you complete your Environmental Management
requirement.
