ABSTRACT
With the explosion digital images taken every day, the demand for more accurate and
visually pleasing good resolution images is increasing. However, the image captured by the
camera is inevitably degraded by noise which leads to deteriorated visual image quality. a
good image denoising model is that it should completely remove noise as far as possible as
well as preserve edges. Therefore, work is required to reduce noise without losing image
features. (Like edges, corners, and other sharp structures). In this modern world image
denoising is popular where many industries are making decision based on the images. Like in
healthcare sectors, media industries and other multinational organizations. Now a days in the
government organization like traffic department facing an issue in human surveillance
capturing the image of a vehicle’s license plate who violating the traffic rules. Where they
need to spectate, the rules violating people in the traffic signals and they need to take a
certain action based on their activities. In traffic department they make decision based on the
image.

INTRODUCTION
In the current situation, there are many violations of traffic rules violation like jumping a
signal, illegal parking, etc. In this case, traffic officers use an image-capture digital device
(smartphones) to record the licence plate and assess appropriate traffic fines on the specific
vehicle. The digital imaging device that is used to capture a digital image. In some cases, the
image is filled with noise. The noise is caused by capturing a image of fast-moving vehicle
and long-distance vehicles. It leads to an increase noise in the image. If the captured image is
filled with noise, the traffic police cannot take a decision based on the image, and the traffic
fines cannot be applied to the particular vehicle, which may lead to misfine to public.
We use the image denoising technique to reduce noise in the image, which produces the most
accurate result for a noisy image. which can lead to an increase in the limpidity of a noisy
image. It helps the traffic police make decisions based on the denoised image. The image
denoising technique is mostly used in a narrow field.

EXISTING SYSTEM
In existing system medical sector is using denoising technique in the form of skull stripping
of magnetic resonance image (MRI)of human head scan. The new skull stripping method for
magnetic resonance image (MRI) of human head scans based on image contour. We used
hybrid method, which combines two or more methods to produce better result. This algorithm
first pre-processes the image by denoising using mean filter. The denoised image is blurred to
obtain a rough brain mask using image contour. The rough mask is further processed to
produce final brain mask.
PROPOSED SYSTEM
Proposed system is to use image denoising technique to reduce the noise of the digital image
captured in image digital devices. This approach is used to avoid misfine to public because of
noised, uncleared image.
