LEARNING IS FUN: NOT JUST FOR ONE, BUT FOR EVERY
JUAN
I. RATIONALE

Over the past decades, remarkable progress has been made in expanding access
to education, but evidence reveals that many children with disabilities are still being left
behind. Without ensuring quality education for children with disabilities and other
marginalized groups. There are estimated 240 million children with disabilities worldwide.
Like all children, children with disabilities have ambitions and dreams for their futures. Like
all children, they need quality education to develop their skills and realize their full potential.
Yet, children with disabilities are often overlooked in policymaking, limiting their access to
education and their ability to participate in social, economic and political life. Worldwide,
these children are among the most likely to be out of school. They face persistent barriers to
education stemming from discrimination, stigma and the routine failure of decision makers to
incorporate disability in school services.

According to  2021 UNICEF report on children with disabilities and MICS-EAGLE


factsheets, many countries across all education levels, children with disabilities are more
likely to be out of school than children without disabilities. School access and participation
for children with disabilities can be hindered by several factors, ranging from a lack of
understanding of their needs and of trained teachers, to the absence of adequate classroom
support or accessible facilities. Accommodating environments and inclusive education
policies are key to meeting the diverse needs of all children in the classroom and supporting
all children in their learning journeys. 
Giving them the access to quality education, providing well-trained special teachers
that will go down to the community in order to reach out all children with special needs.
Creating PWD friendly modules, booklets and other educational materials for their efficient
learning.

II. OBJECTIVES

I. To provide quality education for all.


II. To suppress stigma and discrimination between the parents and the children with
special needs.
III. To promote inclusive education for children with special needs.
IV. To provide trained teachers for special education.
V. To create discrimination-free modules and learning materials.
III. DATE AND VENUE

This will be a continuing long-term program that will last from the day of the implementation
until three years run.

42 special children with learning, speech, physical and multiple disabilities

All the necessary expenses will be supported by the Local Government Unit under the PWD
Funds and or.
