Subject: - Dereliction of duty and misconduct with reporting officer by Mr. Prateek Trikha, Accountant
– regarding

Vide PUC Ms. Kavita Sorout, AAO posted at PAO(CGWB) wrote a letter dated 12.04.2023 to the
Sr. Accounts Officer, PAO(CGWB) and also sent a mail dated 13.04.2023 to Principal Accounts Officer,
M/o Jal Shakti, DoWR regarding above mentioned subject.

Vide this PUC, Ms. Kavita Sorout, AAO posted at PAO(CGWB) has bring into kind notice of
Senior Accounts Officer, PAO(CGWB) as well as via mail to this office on dated 13.04.2023 regarding
the behavior of Mr. Prateek Trikha, Accountant on 12.04.2023, which is as “ This is to bring into your
kind notice that Mr. Prateek Trikha, Accountant, on 12.04.2023 at 01.00 p.m. was very politely asked
to file the GPF schedules and to deal carefully with the seat as he has been newly transferred to GPF
section. Before I finish my words he blatantly shouted at me and humiliated me not only in front of my
own staff but also two officials sitting from other office (CDDO). You are very well aware that Mr.
Prateek Trikha, Accountant neither comes to office on time nor is serious about his responsibilities. It
is necessary to quote that even his PFMS Id was deactivated as it was not logged in for more than 3
months. Each staff member of section is witness of his misconduct, carelessness and dereliction of
duties. It is a matter of great concern that he threatened me in front of you (Sr. AO, PAO, CGWB) to
show his power and resources to harass me. Due to his repeated misconduct I, being female in charge
of the section feel unsafe, humiliated and belittled in front of the whole section. This causes grave
mental discomfort and interruption in routine office work as I am here to carry out my professional
duties. Whereas this is not the first time Mr. Prateek Trikha, Accountant has resorted to moral
turpitude and misconduct with his officers. Similar instance were bought into notice by me verbally
and in writing vide letter dated 07.04.2022 earlier also.”

In this regard, it is also mentioned here that Mr Prateek Tirkha, Accountant had already been
issued an OM Vide No:-WR/PAO/CGWB/S-II/Admn./2022-23/3187-90 dated 03.03.2023 regarding
found absent from office during office hours without any intimation after warned verbally number of
times for this behavior that is hampering the officials works as well as leaves bad impact on other
officials of the office. In his reply dated 10.03.2023, Mr. Prateek Trikha, Accountant submitted his
explanatory letter cited about his home front problems and also assured about not affecting official
work in future.

But Ms. Kavita Sorout, AAO, PAO(CGWB) on dated 13.04.2023 via mail bring into kind notice of
this office regarding behavior of Mr Prateek Trikha, Accountant on date 12.04.2023. As a result of this
compliant, Sr.AO, PAO (CGWB) issue an OM dated 13.04.2023 to Sh Prateek Trikah, Accountant asking
him to explain within 3 days from the receipt of this OM as why disciplinary action under CCS
(Conduct) Rules, 1964 may not be initiated against him.

In view of above, if approved, we may issued a letter to Sr. AO, PAO (CGWB) regarding
providing a copy of the explanation given by Mr. Prateek Trikah, Accountant of OM dated 13.04.2023
and further course of action taken by Sr. AO, PAO(CGWB).
