INTRO TO PAES
What is PAES?
The Philippine Agricultural Engineering
Standards (PAES) is a set of guidelines and
standards for various aspects of agricultural
engineering, including farm structures,
irrigation systems, and machinery and
equipment.
HISTORY
• Late 1970's - the Bureau of Product
Standards (BPS) of the Department of Trade
and Industry (DTI) established TC
56Technical Committee on Agriculture and
forestry
• 1980's - TC56 was replaced by TC19, AMTEC
as the official writing office
• 1993 - Republic Act No. 7394 –
- Consumer Act of the Philippines
- Standards development and
implementation in the three Agencies(DA,
DOH, DTI)
- “to protect the interests of the consumer,
promote the his general welfare and to
establish standards for conduct of business
and industry"
- DOH (drugs, cosmetics, devices, and
substances)
- DA (Agricultural products including
machinery)
- DTI (other not covered by the mentioned
agencies)
• 1997 - Republic Act no. 8435
- "Agriculture and Fisheries Modernization
Act of 1997"
- “an act prescribing urgent related
measures to modernize the agriculture and
fisheries sectors of the country in order to
enhance their profitability, and prepare

said sectors for the challenges of
globalization through an adequate, focused
and rational delivery of necessary support
services ,appropriating funds therefor and
for other purposes”
• 2001- Administrative Order No. 11
- Stated that standard specifications and test
procedures of agricultural machinery shall
be developed
• Collaboration of AMTEC, PSAE, DA, and
other concerned agencies to formulate and
develop the Philippine Standards for
Agriculture and Fisheries Machinery
(subject to Public Hearing prior to Approval
by the Secretary of Agriculture
• Upon realization of the dire need for
standards... concerned agencies and private
sectors the initiated projects that will
develop a set of Philippine National
Standards for Agricultural Engineering to
contribute to agricultural modernization,
national development and global
competitiveness.
