ABSTRACT

Routine road maintenance is an activity of maintaining and repairing damages that occur on road sections with a
good service level condition. The routine road maintenance activities are carried out on road sections/parts of road
sections and supporting buildings with the following criteria: road sections with good and fair conditions or called
in good service level condition; as well as supporting buildings that have very good and good conditions (Permen
PUPR No 13/PRT/M/2011).

In some cases, routine road maintenance becomes the preferred method of handling roads with light to heavy
damage conditions if the available budget allocation is not proportional to the needs. Therefore, to prevent further
damage, the functional length that is not effectively handled through rehabilitation or reconstruction is addressed
through routine maintenance.

At the end of 2020, the unstable condition of the provincial road sections in Surabaya City, Sidoarjo Regency,
Gresik Regency, and Lamongan Regency reached 15.39 km. Based on the road condition assessment and
recapitulation of road handling activities from 2020 to 2023, this study attempts to evaluate the effectiveness of
routine maintenance in maintaining the condition of those road sections.
