The Development Of English to Indonesia

The history of English begins with the birth of English on the British island about 1,500 years
ago. English is a West Germanic language derived from Anglo-Frisian dialects brought to the British
island by German immigrants from some northwestern regions of what is now called the
Netherlands and Germany. Initially, Old English was a group of dialects that reflected the diverse
origins of the Anglo-Saxon kingdoms in England. One of these dialects, Saxon West finally
dominated. Then the original Old English was then influenced by two waves of invasion.

in general English is taught as a foreign language. The term 'foreign language' in the field of
language teaching is different from 'second language'. A foreign language is a language that is not
used as a communication tool in the particular country where the language is taught. While the
second language is a language that is not the main language but is one of the languages that are
generally used in a country.

For example, English in Singapore is a second language. The mass media, communication and
talks in the country often use English. While foreign languages are usually taught as one of the
subjects in school with the aim of communicating basic and mastering 4 language skills (listening,
reading, writing, speaking) in that language within certain limits.

In Indonesia, the policy of teaching English as a foreign language changes over time and policy
changes are mostly influenced by economics and politics. During the war with the Netherlands,
English was taught at MULO (Meer Uitgebreid Lager Onderwijs) which is equivalent to SMP and
AMS (Algemeene Middlebare School) which is equivalent to high school.

At this time, apart from Dutch children, only certain native people were able and permitted to
go to MULO and AMS. Most indigenous children only attend school to the same level as elementary
school now. This condition also influences the teaching of English. the condition of the school in the
Dutch era is said to be very good. Teachers receive a large salary, sufficient teaching material, and a
highly qualified teaching and examination system. Naturally, because most of the schools are only
rich people, respected, or Dutch children. But comparing the conditions of teaching in schools in the
Dutch era and now is not fair, because at that time, schools were elite and luxury was part of the
elitism.
