OSCE
The OSCE Mission to Moldova is updating its Roster of National Civil Engineers and is
looking for highly qualified, motivated and experienced Moldovan professionals for this
position. The OSCE is committed to achieving a better balance of women and men

The Civil Engineer works under the direct supervision and in support of the CPR
Programme Manager, the incumbent will discharge the following tasks and
responsibilities:
1. Review technical documents for all projects with a civil engineering, construction
or refurbishment component, prior to implementation and provide advice and
constructive feedback on revision of designs and budget estimates;
2. Undertake regular inspections of sites where relevant projects are being
implemented and provide written reports on progress in English to supervisor;
3. Participate in tendering activities for civil engineering or construction contracts to
ensure bids are technically qualified, represent best value for money and are in
line with OSCE Rules and Regulations;
4. On an ongoing basis, evaluate technical progress of civil engineering and
construction projects; identify any obstacles hindering implementation and make
recommendations for correction;
5. Review Contractors requests on cost extensions for implementation of technical
works beyond original expiration date of contract agreement;
6. Provide advisory technical assistance to the contracted building company/ies
implementing the projects, as requested;
7. Monitor the quality and methodology of all infrastructure related works of building
construction, refurbishment, renovation, maintenance and installation.
