Background:

The OSCE Mission to Moldova is updating its Roster of National Civil Engineers and is
looking for highly qualified, motivated and experienced Moldovan professionals for this
position. The OSCE is committed to achieving a better balance of women and men

Tasks and Responsibilities:

The Civil Engineer works under the direct supervision and in support of the CPR
Programme Manager, the incumbent will discharge the following tasks and
responsibilities:

1. Review technical documents for all projects with a civil  engineering, construction
or refurbishment  component, prior to implementation and provide advice and
constructive feedback on revision of designs and budget estimates;
2. Undertake regular inspections of sites where relevant projects are being
implemented and provide written reports on progress in English to supervisor;
3. Participate in tendering activities for civil engineering or construction contracts to
ensure bids are technically qualified, represent best value for money and  are in
line with OSCE Rules and Regulations;
4. On an ongoing basis, evaluate technical progress of civil engineering and
construction projects; identify any obstacles hindering implementation and make
recommendations for correction;
5. Review Contractors requests on cost extensions for implementation of technical
works beyond original expiration date of contract agreement;
6. Provide advisory technical assistance to the contracted building company/ies
implementing the projects, as requested;
7. Monitor the quality and methodology of all infrastructure related works of building
construction, refurbishment, renovation, maintenance and installation.

More specifically the incumbent is responsible for:

1. Providing of engineering expertise, consultancy and support on any stage of the


construction processes: from setting the task to final implementation. Use of
engineering software for developing drawings, specifications and calculations;
2. Evaluation, review and revision of project documents and analysis of design
specifications included to the project proposals for accuracy, soundness,
feasibility and cost, compliance with the requirements, especially health and
safety;
3. Providing technical and structural requirements for the tendering of refurbishment
and construction works, including accommodation of offices, modernization of
engineering systems, cost planning. Preparation of bills of quantities, terms of
references, technical and design solutions, other technical documentation used
for construction projects implementation;
4. Preparation of preliminarily technical reports/assessments on planned
construction/refurbishment works. Participation in evaluation of proposals,
conduct of preliminary site investigations for obtaining required field data,
provision of technical assessment as a member of a Tender Evaluation
Committee for the contractors' proposals for refurbishment and construction
works;
5. Other duties as assigned.

Duration of Assignment:

The duration of the consultancies will depend on the specific projects/activities.

Necessary Qualifications:

 Moldovan citizenship or holding permanent resident status in Moldova;

 Advanced university degree in Civil Engineering is mandatory; 

 At least five years of relevant professional experience as Civil\Design\

Construction Engineer;

 Valid Technical-Professional Attestation Certificate;

 Computer literate with practical experience in Microsoft applications;

 Working knowledge of English, professional fluency in Romanian and Russian

languages, both oral and written;

 Flexibility and ability to work under pressure and tight deadlines;

 Demonstrated gender awareness and sensitivity, as well as the ability to

integrate a gender perspective into tasks and activities;


 Demonstrated ability and willingness to work as a member of a team, with people

of different cultural and religious backgrounds, different gender, diverse political

views, while maintaining impartiality and objectivity;

 Cultural sensitivity and judgment.

Remuneration Package:

The consultant will be remunerated commensurate with consultant’s experience and


qualifications in accordance with the OSCE Mission to Moldova established rates.
