Procedure for Management of HSE Work Plans


1 Aims and objectives
This Procedure is prepared to strengthen the management of the preparation and approval of HSE
work plans, eliminate, reduce and control HSE risks in construction operations, protect the safety of life
and property and ensure the realization of HSE goals.

2 Scope
The procedure is applicable to the Company and its wholly-owned subsidiaries, and the non-wholly
owned holding companies can use it as a reference. When working in the operating area of Party A, it is
necessary to consult Party A and implement it according to the highest standard.

3 Responsibility and authority


3.1 QHSE Management Department
Be responsible for the formulation, revision, interpretation, guidance and implementation supervision of
these measures.
3.2 Each unit
a) Be responsible for organizing HSE risk identification and evaluation project, and formulating
and implementing risk control measures.
b) Be responsible for the preparation of the HSE work plan and approve it according to the
procedure before the start of the project.
c) Be responsible for the dynamic management of the HSE work plan (supervision of the
implementation), and the construction unit shall supplement and revise in time according to the
construction progress, operation nature and operation conditions.
d) Be responsible for the training and disclosure of the contents in the HSE work plan.
e) Formulate effective bridging documents according to actual situation on site and clarify the
relevant implementation requirements, when required by Party A in terms of the formulation of
HSE work plan.

4 Management content
4.1 Scope
4.1.1 Project managers shall identify the following construction work items. When the work item is one-
time/temporary and has no fixed operating procedures/workplace, and lacks effective risk control and
management requirements, an HSE work plan shall be prepared in following cases:
a) New projects, renovation and expansion projects.
b) The first construction project in a new country/region/operating area.
c) The projects using new process/equipment.
d) The work content/operation environment changes frequently, or the construction operation
lasts for a long time (more than 3 working days), such as installation and equipment
maintenance.
e) Party A requires preparing an HSE work plan.
f) Contractor's construction work.
g) Group activities organized by the company, such as outdoor sports.

h) Other activities that present HSE risks and lack effective control procedure.
4.1.2 Construction operations that fall within the scope of application of the Company's work permit
system shall be given priority in the implementation of the Company's work permit procedures.
4.1.3 Operations/maintenance projects that have been incorporated into formal production
management implement existing operating procedures do not require preparing an HSE work plan. The
HSE work plan can be used as a guide for the preparation of operation procedure in the future.
4.1.4 The HSE work plan may not be prepared for construction operations in emergency situations such
as rescue, disaster relief and emergency handling, but the established emergency plan and risk
identification and control must be implemented.
4.2 Risk Management
Before the HSE work plan is prepared, the project management personnel shall organize risk
identification and evaluation, formulate risk control measures, and investigate relevant HSE
regulations/operation background/operation environment of the country where they are located on site
when necessary. Specifically, the Company's Procedure for the Control of Laws, Regulations and Other
Requirements and QHSE Risk Management Procedure shall be implemented.
4.3 Contents of HSE work plan
For details, please refer to the HSE Work Plan (Appendix 1).
4.4 Examination and approval of HSE work plan
4.4.1 For construction projects with low, general and large risks (blue, yellow and orange areas in the
risk matrix), the HSE work plan shall be prepared by the construction unit and approved by the direct
leader of the superior management organization.
4.4.2 If the project risk assessment result is high (in the red area of the risk matrix), the HSE work plan
shall refer to the preceding paragraph and be approved by a higher level management organization or
its authorized person (with authorization but without obligation).
4.4.3 When the approver has insufficient capability or cannot meet the resources required by the HSE
work plan, it shall apply to its direct leader for escalation until the approver's capability and resources
can meet the needs of the project.
4.4.4 When necessary, the approver shall organize relevant professional technical personnel and
management personnel (construction supervision/inspection, HSE personnel) to participate in the
review.
4.4.5 If Party A has a specific requirement and the HSE work plan needs to be reviewed or filed by
other relevant departments/personnel, and it shall be implemented accordingly.
4.4.6 The HSE work plan must be approved before the commencement of the project, and the project
site management shall have access to the approved version to facilitate staff training and compliance.
4.5 Implementation of HSE work plan
4.5.1 The construction unit shall implement the Purpose risk control measures/HSE management
plan/HSE work plan of the operation project in strict accordance with the requirements of the HSE work
plan to achieve its Purpose.
4.5.2 The operation project management unit shall prepare an inspection/review list according to the
HSE work plan, and conduct HSE inspection/review on the operation process on a regular basis.
4.5.3 If the approved HSE work plan is changed during the implementation process, the company's
Process and Equipment Change Management Measures shall be implemented. The HSE work plan
shall be changed at the same time, and shall be re-approved and notified to relevant parties according
to the Management Procedure.
