Safety Signs Management Procedure

1 Purpose

The correctly convey of hazard information is one of the most important contents for safety

management. One of the most directive and effective way of convey of hazard information to the

onsite personnel are by the using safety signs, colored marks and safety barricades. However,

incorrect using or misusing of them could cause confusing, misunderstanding and potentially put

people in the worse condition.

This procedure provides a basic requirement for using safety signs, colored marks and safety

barricades.

2 Scope

This regulation applies to company, wholly-owned subsidiary and non-wholly-owned holding

subsidiary. The highest standard should be implemented after consulting with owner when working

in the owner workplace.

3 Definition

3.1 Safety signs

Associated with the specific object, operation or condition, via using signs, colored mark, light

signs and audio signal (such as: fire alarm) to provide a safe and healthy working information or

instructions.

3.2 Signs

Sign is the combination of geometric shapes, colors, symbols or pictograms, which can provide

people with visible signs of information or instructions in adequate lighting condition. In fact,

many signs can be supplemented with a descriptive text. (For example: “exit” next to one running

man logo).

3.3 Pictograph figure

One figure which is described a situation or behavior, In general, it is usually used on signs or

on a plane with adequate light condition.

3.4 Lighting signs

A sign is made of transparent or translucent materials, which can be luminous by the inside or

back-illumination.

3.5 Audio Signal

Audio signal is a coded sound signal, according to the designated objective to play and

transmit sound signal by the specialized equipment rather than human or artificial voice.

3.6 Hazardous chemical

Any material which has a certain hazardous characteristics, such as a kind of chemical by

friction, striking, vibration, exposed to heat or fire, sunlight, water moisture, meets with its contrary

performance material or other external factors, will cause fire, explosion, poisoning, burning and

other personal injury or property damage, can be called hazardous chemical.

4 Responsibility and authority

4.1 Regional leader

a) Be responsible for ensuring the management of region in accordance with the requirements

of this regulation.

b) Check the safety signs annually at least to ensure the effectiveness and clearness.

c) Timely change / remove the signs which are damaged or failure to meet the purpose of

signs.

d) Maintenance of the signs properly in the region.

Be responsible for training, supervision, explanation and guidance of this regulation.

4.3 Operator (including contractor)

a) Must master the meaning and the risk prompts of varieties of the safety signs.

b) Must strictly abide by the safety signs.

5 Management content

5.1 Safety signs

5.1.1 General requirements for safety signs

a) The role of safety sign

 Safety sign is one of the most important effective ways to convey safety instruction for

onsite staff.

 Safety sign is an integral part of a safe workplace.

 Safety sign is the required shows the relevant laws, regulations and standards.

 Safety sign is an important part for an excellent QHSE management.

b) Safety signs are usually been used to:

 Point out the behavior likely to cause danger needs prohibited.

 Warn people of danger.

 Specify responsibilities.

 Indicate the location of emergency exits in case of danger, the path leading to

emergency equipment or rescue tools, etc.

c) Using condition

 Eliminate and control risk should always be the preferred option, when infeasible, use

safety sign.

 Use it together with other control measures, as one of the auxiliary control measures.

 The sign should be installed in the appropriate eye level, with good light condition, near

the specific hazards of the workplace or facilities.

d) Specifications and materials

If there is relevant national standards available for reference, safety signs should be produced

accordingly. If no national standards for reference, the content, size and color of the signs must be

easy to see and understand, provide artificial lighting or use reflecting material when necessary.

e) The use of safety signs

 Use permanent signs as possible, unless it is a temporary workplace or dangerous.

 Remove the signs right after the risk have been eliminated to avoid providing wrong

information to mislead others.

 The safety signs should be rounded corner, and be free of sharp edges, and properly

secured in a safe manner.

 It is forbidden to mixed use with unrelated signs in one work place, to avoid the

confusion or ignorance of safety information.

f) Signs maintenance

 Timely replace the misleading, incorrect and not obvious signs.

 Signs should be durable, firmly secured and properly protected (e.g. clean or surface

renewal), to ensure that is clearly visible.

5.1.2 Classification of safety signs

5.1.2.1 Prohibition Signs

of 35% at least)

5.1.2.2 Warning Signs

a) Signs style

 Triangle

 Background = yellow; diagram or text=black, black rim (yellow for signs of 50% at

least).

5.1.2.3 Instruction signs

a) Signs style

 Round

5.1.2.4 Evacuation or first aid signs

a) Signs style

 Rectangular or square.

 Background = Green; diagram or text= White, (green for signs of 50% at least)

Note: emergency escape routes should be clearly marked in the workplace, and used clearly

visible color for signs, preferably yellow belt, but take ground color in consideration.

5.1.2.5 Fire fighting signs

a) Signs style

 Rectangular or square.

 Background = Red; diagram or text= White (red for signs of 50% at least)

b) Examples:

5.1.2.6 Signs marking obstacles, dangerous location and transport routes

a) Signs marking obstacles and dangerous location

 The obstacle collision, falling or objects falling dangerous place should be marked by

eye-catching warning tape, or use red white crossed tape as signs.

 Signs must be coordinated with obstacles or dangerous locations in size and distance.

b) Examples:

5.1.2.7 Lighting signs

a) Signs style

 Light contrast between the light emitted by signs with the environment must be

compatible, signs should be consistent with the designed conditions of use, should not produce

excessive glare, or bad visibility due to lack of light.

 The signs show in luminous region shall be a pictograph of one specific color or

background.

b) Using rules

 If a device can show both continuous and discontinuous signs, discontinuous signs shall

indicate a higher level of danger or action demand.

 The audio signal and optical signal should be in the same frequent.

 The device which shows flashing signal during serious danger situation must be

regularly maintained or equipped with one spare lamp.

5.1.2.8 Audio signal (device alarm)

One audio signal must be:

a) Much higher sound than the ambient noise, in order to be able to hear in ambient noise

conditions;

b) Easy to identify, especially unlike other audio signals or noise in the aspect of pulse length,

pulse and pulse group interval.

5.1.2.9 Other safety signs

Safety signs those do not belong to the above types of safety signs, but need to remind people

what to pay attention to or what to carry out. Such as: the release device of fire- fighting system

(warning and operating tips), emergency start-up and shut-down device, use tips for safety equipment,

etc.

5.1.3 Signs of hazardous chemicals

See "Hazardous Chemicals Management Regulations".

5.2 Safety barrier

5.2.1 To cut the path leading to dangerous operation ongoing or the workplace implementing

PTW/isolation procedure, in the following areas, safety barriers should be set up, and hung with a

clear sign:

a) Opened manhole or wellhead;

b) A workplace with handrail / fence removed;

c) Underneath the working at height or lifting operation;

d) A place in falling objects risk;

e) SIMOPS working area;

f) A special job working area that non essential personnel should be kept out.

g) Other workplace where need to be isolated for other safety considerations.

5.2.2 When necessary, one watch man needs to be in place beside the barricaded working area, so as

to remind other persons.

5.2.3 Safety barrier can be either hard barricade or flexible barrier tape, which are mainly based on

the type of the hazard.

5.2.4 Do not remove safety barriers and warning signs which set surrounding isolated area until the

operation complete.

5.3 Use principles of safety signs

5.3.1 Set signs at the entrance of production area to remind people of the requirements for personal

protection and main risks.

a) Prohibition signs, such as no kindling, no spikes, etc.;

b) Instruction signs, such as must wear helmets, etc.

5.3.2 Set in the production area to remind people of safety requirements:

Prohibition signs, such as no flammable materials, no operation, and work staff only.

5.3.3 Set in special risk areas to remind the safety requirements for the main risks such as in sewage

area, high noise area:

a) Instruction signs, such as must wear ear protection, etc.

b) Warning signs, such as beware of fire, beware of explosion, beware of poisoning, etc.

5.3.4 Set in electrical quarter to remind the safety requirements and the main risks:

a) Prohibition signs, such as no switching on, etc.;

b) Warning signs, such as beware of electrocute, etc.

5.3.5 Set next to station yard, well site, valve chamber and vent area, warehouse, chemicals and

inflammable materials storage to remind people of the main risks: warning signs, such as beware of

fire, beware of explosion, beware of poisoning.

5.3.6 Set in office area and living quarter to indicate the safety requirements and emergency

evacuation routes:

a) Prohibition signs, such as No smoking, etc.;

b) Emergency evacuation or first aid signs, such as exit, etc.

5.3.7 Set in operations and emergency area, isolation area to mark the obstructions, such as warning

tape.
