Social Security Management Procedure


1 Aims and objectives
This Procedure is formulated in order to further strengthen the Company's social security management,
effectively prevent, control and reduce social security risks, avoid and reduce social security incidents,
personal injury and property losses, and ensure the smooth development of the Company's business at
home and abroad.

2 Scope
The Procedure is applicable to the Company and its wholly-owned subsidiaries, and the non-wholly
owned holding companies can use it as a reference. If work is carried out in the other party's operating
area and the other party has social security management standard requirements that are different from
or higher than the Company's standard requirements, the other party's requirements shall be followed.

3 Terms and definitions


3.1 Social security
Circumstances that may cause damage or loss to domestic and foreign employees, property, and the
normal operation of the Company due to political turmoil, terrorist attacks, wars or armed conflicts,
religious and tribal conflicts, public security crimes, etc. in the countries (regions) where the Company's
domestic and foreign business is located.

4 Responsibility and authority


4.1 QHSE Management Department of Anton Group
a) Be responsible for the formulation, revision, interpretation, guidance and implementation
supervision of the Procedure .
b) Integrate resources and forces within the system, and coordinate the social security
management work of each unit.
c) Supervise and inspect the social security management work of each unit, put forward
rectification opinions and supervise the implementation.
4.2 Units
a) Formulate the implementation rules of social security management and emergency plan of the
unit, and assist the Company to formulate relevant social security management systems and
corresponding emergency plans. Be responsible for the social security management of the
unit.
b) Be responsible for timely conveying to the Company the social security risk warning
information disclosed by the country and the competent government department of the
operating site, implement the reporting method of company accidents and events, convey
social security risk early warning information, and carry out early warning and control.

5 Management content
5.1 General requirements
a) The Company and all units shall firmly establish the concept of "people-oriented, employees'
lives being above everything else", adhere to the working principle of "whoever is in charge is
responsible, whoever dispatches is responsible, whoever is general contractor is responsible,
and whoever employs labor is responsible", and strictly implement social security
responsibility, risk assessment, education and training, daily management, emergency

response and other safety management systems and measures.


b) The Company and each unit shall establish and continuously improve the social security
management system to ensure the safety of the production and operation activities of
companies and operating entities in each region, including the organizational structure, rules
and regulations, and emergency response plans for social security management.
c) Before the Company develops overseas business, it shall carry out overseas social security
risk assessment, including: political unrest, armed conflict, terrorist attack, kidnapping and
hijacking, public health, natural disasters and other risks.
d) After each overseas operation unit arrives at the overseas destination country, it shall report to
the Chinese embassy or consulate in the host country (region) and put on record as required,
and accept the guidance of the Chinese embassy or consulate in consular protection and
prevention of social security emergencies.
e) Each unit shall formulate a code of conduct for dispatched personnel, regulate the behavior of
personnel stationed abroad, and request dispatched personnel to abide by local laws and
regulations and respect local customs.
5.2 Overseas risk assessment and control
5.2.1 Overseas social security risk assessment and control
According to the "early warning levels and actions" of the National Emergency Plan for Foreign-related
Emergencies, as well as "indicators and signs" concerning the political form, public security situation,
public health, natural disasters, and social security incidents involving our personnel and institutions in
the country (region), overseas social security risks are divided into four color levels: red (very high risk
level), orange (high risk level), yellow (medium risk level) and blue (low risk level).
a) All overseas projects must receive a social security risk assessment. A project that newly enters a
country (region) shall receive an overseas social security risk assessment before the project is set
up; for a new project that has entered a country (region), the focus shall be on the assessment of
social security risks in and around the project area. For each operating area/operation project, a
dynamic social security risk assessment shall be carried out in a timely manner according to the
social security situation, and each unit shall report to the Company for approval before
implementation; In principle, the assessment is conducted once every six months, and if other
abnormal conditions occur, timely and dynamic adjustments shall be made.
b) The content of the assessment includes but is not limited to: the political situation in the country
(region) and institution and where the project is located, such as political turmoil, armed coup,
military conflict, etc.; social stability, such as terrorist activities, armed attacks, kidnapping and
hijacking, criminal offenses, folk customs and local social interests, religious customs, and taboos
will lead to exclusion, conflict, etc.; natural disasters, such as earthquakes, floods, typhoons,
hurricanes, tsunamis, etc.; public health status, such as major infectious disease outbreaks, mass
unexplained diseases, etc. See Appendix 1 for social risk assessment methods.
c) In order to ensure the effectiveness and applicability of the social security management system,
overseas units shall regularly monitor and assess social security risks and update handling
measures. Possible adverse effects on people or property shall be reduced through adjustment
and change.
d) Social security risk prevention and protection:
 Facility safety: The selection, planning and design of offices and personnel residences of
overseas units shall be comprehensively considered according to different risk levels, the
location and surrounding society, and natural security conditions, and shall comply with
relevant regulations on social security of overseas sites and facilities. Roofs and walls of
camps in high-risk and above areas shall have stray bullet-proof functions; temporary camps
or temporary office spaces for mobile operations shall be combined with the requirements of
relevant parties, and open highlands and being far away from potential attack targets and
sensitive buildings shall be taken as the preferred factors; temporary camps in medium and
high-risk areas shall refer to the following:

(1) Temporary camps shall be under closed management and fenced.


(2) Anti-collision facilities. If objective conditions permit, temporary camps shall adopt
trenches and slope protection; if the objective conditions are not met, anti-collision
facilities shall be set up, and the requirements shall be able to prevent vehicles from
colliding and directly driving into the camp.
(3) Access control. Vehicle barriers and deceleration ramps shall be set up at the entrance
and exit, the vehicle and personnel inspection and entry and registration system shall be
implemented, and visiting vehicles shall be parked outside the site. There shall be at least
one emergency exit in the premises.
(4) Video surveillance. In order to monitor the entrance and exit and surrounding conditions in
real time, video surveillance shall be reasonably set up in the fence. When necessary,
consideration shall also be given to providing patrol lanes for routine patrols and
emergency response.
(5) Refuge. When there is a risk of gunshot attack, shelters shall be reasonably selected and
set up.
 Security forces: The security forces of the offices and personnel of overseas units shall be
provided according to the different risk levels and the scale, complexity and number of
employees of the site, and meet the requirements of the security forces outside the country.
When the project contract is signed, the security responsibilities and obligations shall be
clearly defined in the contract terms. If the other party is responsible, the requirements for the
number security force, personnel composition and execution capacity must be specified.
 Risk early warning: All departments and units concerned shall gather overseas social security
information through multiple channels, analyze and assess the security risks faced by
overseas units together with personnel timely, and issue early warnings periodically or
aperiodically. The main ways to obtain social security information include, but are not limited
to:
(1) Relevant government departments of the host country.
(2) Relevant departments of the Chinese government and embassies in the host country.
(3) Anton Group.
(4) Other Chinese-funded enterprises or foreign-funded companies in the same industry.
(5) Partners.
(6) Grassroots units and staff of overseas projects.
(7) Local communities, armed forces and security force.
(8) Modern media organizations such as public media and social networks as well as third-
party security agencies.
 Travel safety:
(1) Route selection: Areas where demonstrations, armed robbery or any other possible threat
to road safety may occur shall be avoided as far as possible; the main route shall be
determined, and then at least one viable alternative route shall be determined. Any or all
segments of the original main route may be bypassed when the main route is at risk; the
driver must be familiar with alternative routes. If time and resources permit, a thorough
survey of all alternative routes shall be carried out. Traveling in extremely high-risk areas:
in extremely high-risk areas, when the vehicle travels, there shall be a security car in front
of it for guidance and a security car in the back for escort; in areas with extremely high
risk of armed attack, when working outside, our personnel shall take B6 and above
bulletproof vehicles and wear bulletproof vests.
(2) During travel: A) Speed: before travel, a speed shall be set to ensure that all vehicles can
travel together. B) Distance between vehicles: during driving, a safe distance between
vehicles shall be maintained. When the vehicle parks temporarily, attention shall be paid

to the surrounding situation. Parking is not permitted in bad conditions. C)


Communication: at least two effective communication tools must be equipped, and the
project department shall be contacted every 2 hours or every time the vehicles arrive at a
rest place, and a contact record shall be made on the travel approval form. During travel,
vehicle drivers shall contact each other at least every 30 minutes if they are out of sight.
D) Attack: during travel, in case of being attacked, the vehicle shall rush out of the danger
area as quickly as possible. The head car of the convoy leader shall determine a safe
assembly place to wait for each vehicle passing through the point of attack. Vehicles that
do not reach the point of attack shall immediately stop and return to the point of departure.
If the destination must be reached, an alternate route shall be used. In the event of an
attack, a report shall be made to the traffic safety person in charge of the departure and
destination as soon as possible.
(3) Upon arrival. When arriving at the destination, the drivers must report to the traffic safety
officer that they have arrived. Then, the departure camp shall be informed of the number
of vehicles and people that have arrived and the time of arrival. At the time of returning to
the camp, the traffic safety officer must be notified of the departure time and the estimated
time of arrival at the camp. Upon arrival at the destination, the drivers shall report any
hazardous events or conditions that occurred and were observed during the journey.
(4) Late arrival. If the arrival time is 30 minutes later than the expected arrival time, the
person in charge of traffic safety on this journey must report to the superior immediately. If
the vehicles still fail to arrive one hour after the expected arrival time, the emergency
response procedure shall be started immediately.
(5) Travel at night. All overseas units shall formulate regulations on the management of night
travel. In high-risk countries or regions, night travel must be approved by the main person
in charge of the unit. When the warning risk level is the red level, travel at night shall be
prohibited.
 Management of local employees. When local employees are recruited or third-party
employees are used, a background investigation shall be carried out to prevent the Company
from being adversely affected by local employees' involvement in local political conflicts or
family conflicts; when there is a political conflict or family conflict in the operating area, the
background investigation of the conflicting interests shall be carried out in time, and operations
by local employees of interested parties shall be avoided in time.
5.2.2 Social security education and training
a) All overseas units shall conduct safety education and training for expatriates in accordance with the
requirements of the Ministry of Commerce and other relevant government departments and Party
A, and improve expatriates' safety awareness and self-protection ability. Those without safety
training shall not be dispatched.
b) All overseas units shall carry out targeted social security education and training before dispatching
personnel, including the discipline of foreign affairs, the social situation of the country and region,
religious beliefs, customs, legal norms, the social security situation, cases of social security
emergency and self-rescue and mutual rescue measures to deal with various emergencies.
c) The Company and all overseas operating entities shall carry out emergency training for all staff,
improve the emergency management level and professional skills of emergency command and
rescue personnel, and enhance the emergency awareness and ability of disaster prevention, risk
aversion and rescue of all staff.
d) The operators of each operation project shall receive regular social security education and training,
and shall receive not less than 2 hours of social security education and training every quarter.
Personnel in high-risk countries shall receive not less than 4 hours of social security education and
training every quarter.
e) Each operation project department shall establish and improve the social security training files for
overseas personnel, and record the training and assessment in detail and accurately.
5.2.3 Social security management in high-risk countries and regions

a) The list of high-risk countries and regions shall be determined by the QHSE management
department of each unit and each operating entity and other relevant departments, and adjusted
according to the situation. Strict management shall be conducted when operations are carried out
and institutions are set up in high-risk countries and regions;
b) Before conducting business in high-risk countries and regions, overseas units shall conduct social
security risk assessment, refine social security programs according to the security risk assessment
report, and minimize overseas security risks;
c) When conducting business in high-risk countries and regions, each unit shall establish a complete
overseas social security system to ensure the safety of overseas business activities, including
overseas social security management regulations, overseas social security cost budget, overseas
emergency response plan, etc.;
d) Each project site must be equipped with necessary security facilities, and local security guards or
armed forces may be employed according to the local security situation to enhance security
protection capabilities and improve security protection levels.
5.2.4 Emergency response to social security emergencies
a) Overseas social security emergencies refer to wars, coups, terrorist attacks, kidnappings, public
security crimes, mass labor disputes and public health incidents that occur overseas;
b) All overseas units shall strengthen the construction of comprehensive support capabilities for each
operation project, strengthen the reserve of emergency equipment and materials, meet the needs
of emergency response, understand and grasp the emergency resources around the location of the
enterprise, and support each other in emergency response;
c) All overseas units shall organize and carry out various forms of economical and efficient social
security emergency plan drills in a planned way, highlight the pertinence and practicality of the
drills, conduct evaluation of the drills, analyze the problems and deficiencies found in the drills, and
continuously improve the ability to respond to various emergencies;
d) When the social security situation is abnormal, each operation project department shall report to
the Chinese embassies and consulates abroad in a timely manner. After the occurrence of social
security emergencies, each operation project department shall report to the Chinese embassies
and consulates abroad in a timely manner, implement the special emergency plan for overseas
security emergencies, and handle them properly under the guidance of the Chinese embassies
and consulates; at the same time, it shall report to the Company in accordance with the
requirements of the Company's Incidents (Accidents) Management Procedure.
e) After the threat and harm of social security emergencies are controlled or eliminated, all units shall
lift the emergency state in accordance with the requirements of Chinese embassies and
consulates, promptly organize an assessment of the damage caused by the emergencies, conduct
or assist in the investigation of the emergencies, find out the process and cause, sum up
experience and lessons, formulate improvement measures, and restore normal production, life and
social order as soon as possible.
5.3 Domestic risk assessment and control
5.3.1 Domestic social security risk assessment and control
a) Each domestic unit shall assess its own social security risk and implement hierarchical
management. It shall collect, analyze and publish social security information through multiple
channels, pay close attention to and identify the sources of social security risks in the location and
surrounding areas, and take timely prevention and control measures. See Appendix 2 for social risk
assessment methods.
b) Key offices, equipment (facilities) and construction work areas shall be managed in a closed
manner, the behaviors of personnel and vehicles shall be standardized, the basic information of
external personnel shall be checked, and the security background of people in key positions shall
be checked.
c) All domestic units shall strengthen communication and coordination with the local government to
realize the sharing of safety information, rescue forces, technical equipment and other resources.

All domestic units shall accept the guidance and coordination of the local government, strengthen
the joint construction of police and enterprises, carry out joint patrols, joint protection and joint
governance, and cooperate in combating terrorism and oil related crimes according to law.
d) In the period or area of two specials and two majors (referring to special periods, special areas,
major festivals, and major events), all units within the territory shall implement escalation
management on the basis of the original security precautions.
5.3.2 Precautions
a) Personal protection
 Each unit within the territory shall set up or hire a security guard team that meets the needs of
actual work, and formulate plans and measures for deploying security force at different times
such as daily, important and special periods. The hired security service agency shall obtain the
qualifications recognized by the public security authority, and conduct security background
checks on the external security personnel.
 All units within the territory shall implement management systems such as the entry and exit
registration at the gatekeeper in key protection areas and leaders being on duty, and improve
the basic files of key protection areas.
 Each unit in the territory shall scientifically formulate the daily patrol mechanism, and increase
patrol force and frequency in periods or areas of two specials and two majors. Units in
complex security situations, in addition to regular security forces, also need to be equipped
with mobile forces.
b) Physical protection
 Perimeter physical defense facilities shall be established in the closed management area, and
anti-climbing, anti-overturning, anti-collision obstacles and risk avoidance facilities shall be set
up.
 Security personnel such as patrols and inspections shall be equipped with necessary security
protection facilities and equipment.
 Relevant units in areas with a high incidence of oil-related crimes and areas with frequent
terrorist attacks shall raise the standards for counter-terrorism prevention measures.
c) Technical protection
 Closed management shall be implemented for key prevention areas, and security technologies
such as electronic access control, perimeter alarm, video surveillance, intrusion prevention
system and security facilities shall be fully applied.
 The dynamic video surveillance system shall be established, the key areas of importance,
densely populated areas and crime prone areas and other security areas shall be fully covered
and continuously monitored.
5.3.3 Incident response
a) Each unit in the territory shall develop a graded special emergency plan and incorporate it into the
unit's emergency plan system for management. According to the nature, characteristics and
possible hazards of different events, it shall formulate preventive and early warning and emergency
safeguard measures.
b) Each unit shall establish a public opinion handling mechanism and a social security incident
reporting mechanism.
c) After the incident, each unit shall actively cooperate with relevant local government departments to
carry out investigation and evidence collection work.

Appendix 1:
Overseas Social Risk Assessment Methods
1 Risk identification
1.1 Identify the overall risk. The project implementation unit shall extensively collect information
from embassies abroad, Chinese-funded enterprises, owners (Party A), partners, consulting
agencies and other channels to identify the overall social security risk of the country (region)
where the project is located.
1.2 Identify on-site risks. The project implementation unit shall organize on-site inspections to
examine the human environment of the project location and surrounding areas, and identify
social security risks of the project site.
1.3 Comprehensively identify various risks. The project implementation unit shall
comprehensively identify various risks, including political and religious conflicts, regional
armed conflicts, terrorist activities, social security issues, community relations, natural disaster
factors, infectious and endemic diseases, legal risks and other risks related to the project.
2 Risk assessment
2.1 According to the on-site inspection, the project implementation unit shall analyze the social security,
natural disaster, public health and accident disaster risks of the resident, construction site and
surrounding areas, and conduct qualitative and quantitative evaluation on the possibility and severity of
risks to determine the social security risk level.
2.2 The risk assessment adopts the matrix analysis method and uses the threat possibility-severity
assessment matrix, that is, according to the Company's established threat possibility and severity
assessment criteria, evaluate the possible risks faced by the project and important assets, and
determine the risk level and disposal order. The matrix of risk assessment is shown in Table 1.

Domestic Social Risk Assessment Methods
1 Classification of risk levels
1.1 Social security risk levels are divided into three levels, namely the first-level risk, the second-level
risk, and the third-level risk.
1.2 Social security risk levels shall be determined by reference to the domestic social security risk
matrix in Table 4 and the calculation results of the social security risk value.

(1) The social security risk matrix is established according to the possibility and severity of social
security incidents. The possibility refers to the probability of social security incidents, and it is
determined by reference to Table 5; the severity refers to the consequences of casualties, property
losses, secondary disasters, social or political impacts caused or likely to be caused by social
security incidents, and it is determined by reference to Table 6.
(2) The social security risk value is the product of the probability and severity of a social security
incident, and is calculated according to the following formula:

R - indicates the risk value, and the score is 1~25 points;
P - indicates the possibility of social security incidents, determined by reference to Table 5, with a score
of 1 to 5;
S - indicates the severity of the consequences of social security incidents, determined by reference to
Table 6, with a score of 1 to 5.
