Background

Swisscontact is currently looking for a Senior Finance Officer for its Country Office in Yangon,
Myanmar.
Swisscontact is the business-oriented foundation for international development cooperation.
Working in 36 countries with over 1,400 team members, we have been fostering economic,
social, and environmental development since 1959.

Overall responsibility
The Senior Finance Officer will work for the Country Office of Swisscontact in Myanmar.
He/she will be responsible of all financial matters of the Swisscontact Country Office,
Swisscontact Regional Office and Swisscontact projects, including entries into the accounting
software, review of the expenses, cash handling, communication with finance departments
of other Swisscontact offices (including Head Office) to handle inter-project transactions,
preparation of Consultancy contracts, follow up and invoicing, coordination with other
projects / country offices of the region to ensure compliance with Head Office instructions.
The officer may also be requested to support other projects of Swisscontact.
He/she will directly report to the Head of Business Administration, Swisscontact South Asia.

Tasks
The Senior Finance Officer performs the following tasks for the Country Office, the Regional
Office and for other projects when required
A) Accounting
 Prepares the Chart of Accounts and open the mandate in the accounting software;
 Enters the transactions into the accounting software timely and accurately;
 Sends the monthly accounting reports to the Manager Finance & Administration and
the Head of Business Administration for review;
 Sends the monthly accounting reports to the Head Office and sends the export file
after green light from Head Office Files the signed monthly accounting reports;
 Uploads payments in the e-banking or using cheques;

 Reconciles the bank accounts statements with the bank accounts of the accounting
software;
 Acts as focal person in Myanmar for inter-project transactions. Contacts Finance
Officers of other
 projects and sends relevant documentation to them, ensure accounts in CHF agrees
on both sides;
 Gives ad-hoc support to VSDP Finance team when necessary.
B) Review of invoices, claims, advances
 Checks that claims, advances, payment requests have all required supporting
documentation and are in compliance with Swisscontact regulations. Files vouchers
as per Swisscontact procedures;
 Maintain petty cash if necessary, including cash count, manages advances and their
settlement;
 Reviews financial reports of sub-contractors (e.g. Training Service Providers) are
correct;
 Gives ad-hoc support to VSDP Finance team when necessary.
C) Other financial tasks
 Supports the team during audit. Delivers documents to auditors when asked for;
 Requests field teams for their monthly cash requests;
 Liaises with sub-contractors and other partner organisations on finance related issues;
 Prepares overview/calculations of costs/bookings when requested by supervisors
and/or teams;
 Prepares contracts of international consultants and follows up with invoicing and
payments;
 Gives ad-hoc support to VSDP Finance team when necessary.
D) Other tasks
 Reports all problems and risks perceived in the course of her work immediately to
Head of Business Administration;
 Assists to carry out administrative functions;
 Performs any other tasks requested by the direct supervisor and the Team Leader.

Required qualifications, experience and competencies


Qualifications
• At least Bachelor’s in finance (bachelor’s degree with LCCI Level III or Bachelor of
Commerce preferable), or a related subject; or relevant work experience.

Professional experience
 At least 3 years of professional experience in a comparable position;
 Professional working experience with international non-profit organisations
preferable;

Other knowledge, additional competencies


• Highest ethical standards;
• Excellent English and Myanmar language, oral and written;
• Excellent ability to use Microsoft office package (Word, Excel and PowerPoint);

• Excellent personal organisation skills, including time management and ability to meet
deadlines and work under pressure

Other characteristics
 Ability to work and interact with people;
 Responsible and flexible, with a positive work attitude;
 Willingness to travel to other parts of Myanmar when required

Workplace
The main place of work will be Yangon with occasional travel to other parts of Myanmar.
