1. GENERAL

The GULBARGA CEMENT Ltd (referred to as Owner) intends to install an integrated Cement
production complex comprising a 7000 tpd Cement Plant, a 2x27 MW coal based CFBC Captive
Power Plant, a Colony for employees including amenities and facilities, a Railroad siding facilities
from Martur station for the raw materials income and cement/clinker dispatch, an Overhead 110 kV
Line from Farhatabad substation for the connection to the Indian electrical Grid and a Water Intake
including barrage from Bhima river.
The Cement complex will be located in Ferozabad, Nadi Sinnur, Kirni village, Taluka & Disctrict
Gulbarga in Karnataka, India.

The Cement production complex has been subdivided in six major areas namely:
o AREA A Cement Plant
o AREA B Captive Power Plant
o AREA C Colony
o AREA D Railroad Siding
o AREA E Overhead 110 kV Line
o AREA F Water Intake

2. PURPOSE

The purpose of this document is to define the Scope of Work requested to the EPC Contractor of
Area F, a Water Intake including Barrage from Bhima river, Pumping Station and Pipeline.
The EPC Contractor of Area F is responsible for its engineering, supply, erection, commissioning
and performance guarantees testing.
In addition, Owner underlines that EPC Contractor shall perform all the services which are
necessary to meet the scope of work complying with safety, quality, health, environmental and
contractual requirements.
HSE risk management and activities for engineering, construction, commissioning and start up are
depicted in exhibit F of the present Bid Book.
Contractor shall provide the Area F – Water Intake plant fully operating, designed for low
maintenance, easy to control and operate, complying with the applicable laws and regulations,
fulfilling applicable safety standards, complying with all the Permits.

4. AREA F WATER INTAKE DESCRIPTION

The Area F part consists of a Barrage on the Bhima River, Intake structure, Jackwell, Water
Pumping station, Pipeline and related facilities to feed the Cement Plant located at Ferozabad, Nadi
Sinnur, Kirni village in Gulbarga district.
The water requirement of the proposed cement plant is 10 Ml/d (million litre per day).
For the description of Water Intake Facilities, Barrage, Intake structure, Jackwell, Water Pumping
station, refer to document GUL001_60015.
For the description of Pipeline from Water Intake to Cement Plant refer to document
GUL001_45028.
For the description of the fire fighting system refer to document GUL001_45002.
For the description of civil, structural and architectural activities refer to document GUL001_60127.
For the description of the Instrumentation & Control part refer to document GUL001_84607.
For the description of the Electrical system refer to document GUL001_77606.
Pipeline and related facilities are represented in the concept plan GUL001_50574 in the overview
areas and battery limits document GUL001_50084 and in the general plot plan GUL001_50000:
The scope includes all the access and right of way.
The Area F shall include, but is not limited to, the following items:
Topographic Survey
A detail survey report shall include barrage, intake structure, pumping station and pipeline shall
comply with document GUL001_60000.
Geological and Geotechnical Investigation
The Investigation is required for defining the soil classification at different depth and Safe Bearing
Capacity of soil and geotechnical parameters to be adopted for Design of Barrage and Intake
Structures, Pumping Station. Refer to GUL001_60001.
Other facilities of the Plant
o the following facilities for the plant shall be foreseen: fencing, rain water drainage and
sanitary sewer system, parking area, office & security, electrical room;
o Voice and data communication facilities (internal telephone network, external telephone
connection), LAN cables and sockets for IT and telephone services, security signs;
HVAC system
o Heating, ventilation and air conditioning system for all electrical and technical & technological
rooms and buildings shall be foreseen.
Temporary facilities for the site
o Referring to GUL001_07005 temporary site facilities (mobilization, fencing and gates,
temporary offices, lay down areas and temporary warehouse, temporary job site roads, water
and electrical connections etc.) and preparation of areas and necessary utilities shall be
foreseen.

4.1. EXTENT OF SCOPE OF WORK

The Scope of Work is defined in the documents included in the Area F Technical Book and include
but is not limited to:
o Site survey;
o Project management, design and detailed engineering services;
o preparation and submission of all necessary and required documentation for Owner and
EPC Contractor permits;
o Procurement, transportation, delivery to site, storage and management of all equipment and
materials (including custom clearance of imported materials if any);
o Construction and erection of all equipment, structures and materials, commissioning,
start-up testing and delivery to the Owner of the whole plant;
o Supply special tools, scaffolding, temporary material and equipment necessary for the
erection of the works;
o First fill lubricant oils and necessary liquids for batteries;
o Provision of labour, supervision services, erection equipment and all temporary site facilities
required for the completion of the Works in compliance with the Contract;
o Commissioning and start-up spare parts;
o Training of Owner personnel;
o Provision of qualified personnel to operate until PAC.
o The electrical power incoming line suitable to feed the whole Area “F”

4.2. PERFORMANCE GUARANTEES

EPC Contractor shall be responsible that the AREA F and the output production, shall meet
performance guarantees set forth in GUL001_20122 (Exhibit E).

4.3. OWNER DOCUMENTS

The engineering documentation provided by the Owner to define the Scope of Work is listed in
GUL001_ 96898 (document list) and is identified as follows:
o Binding Documents: documents whose content constitutes binding prescriptions and
contractual obligations between Owner and Contractor; modification/deviation to binding
documents shall be subject to formal Owner approval.
o With mandatory prescription and minimum requirement Documents: engineering
documents prepared by the Owner which contents include mandatory prescriptions and
minimum requirements to be applied by EPC Contractor for the design of the Facility and for
the execution of the Work. Substantial or conceptual modifications to the above documents
due to engineering development by the EPC Contractor shall be subject to Owner approval.
Such documents are clearly identified in the Technical book document list.
o Documents for information: technical documents provided by Owner to EPC Contractor
for information only.
o Rely Upon Information: Rely Upon Information are information for which the Owner take
the responsibility in terms of accuracy in accordance with the Contract.

5. BATTERY LIMITS

The Activities in the scope of work of the Area F, where applicable, have the following battery limits:
Tie in #2: Water supply from Area F to Area A
The pipeline routing for water supply from Area F to Area A is represented in the documents
GUL001_50084 and GUL001_50574.
Contractor of Area F shall be responsible for the design, supply,
civil/mechanical/electrical/I&C/erection, commissioning and testing of the complete installation
from the inlet point in the Bhima River located in Area F up to the flanged connection on the
underground water pit R161022TK in Area A as represented in the P&ID GUL001_96740.
Underground water pit with inlet flange are part of Area A Contractor.
Tie in #14: Cable ways from Area F to Area A.
The cable routing is represented in the document GUL001_50084.
Contractor of Area F shall be responsible for the design, supply and erection of the necessary cable
way for communication cable(s) starting from Area F up to the boundary limits between Area A and
Area C (see GUL001_50000 & GUL001_50084).
Tie in #15: Fire & Gas detection and Alarm system
Contractor of Area A shall be responsible for the design, supply, erection and commissioning
activities of a Fire & Gas detection and Alarm system for the cement plant that includes also the
electrical room ER-15 in Area C and the electrical room ER-16 in Area F.
Contractor of Area A shall be responsible for the design of all the necessary communication cables
from Area A up to the fire alarm panel located in ER-16 in Area F while the supply and installation
shall be in charge of the Area F Contractor as per tie in 17.
Auxiliary power supply for fire alarm panel located in ER-16 in Area F shall be provided by
Contractor of Area F.
Tie in #16: Telephone & Public Address System
Contractor of Area A shall be responsible for the design, supply, erection and commissioning
activities of a Telephone & Public Address System for the cement plant that includes also the
electrical room ER-15 in Area C and the electrical room ER-16 and operator room in Area F.
Contractor of Area A shall be responsible for the design of all the necessary communication cables
from Area A up to the field handset station located in ER-16 and operator room in Area F while the
supply and installation shall be in charge of the Area F Contractor as per tie in 17.
If required, auxiliary power supply for field handset station located in ER-16 and in operator room in
Area F shall be provided by Contractor of Area F.
Tie in #17: Fiber Optic cables from Area F to Area A
The Contractor of the Area A shall design the necessary fiber optic cables for connection to the
MCS network, “fire & gas detection and alarm system” and telephone and public address system.
The Contractor of Area F shall supply and install the above mentioned fibres (termination included)
from the equipment (fire alarm panel, pump station PLC cabinet and telephone cabinet) located in
ER-16 in Area F, up to the patch panel (included in Contractor of Area A), located in the Technical
Room in the CCR Building in Area A.
Tie in #25: Road revamping from Bhima River to SH -125
The road routing is represented in the document GUL001_50084.

Contractor of Area F shall be responsible for all the activities (design, supply,
civil/mechanical/electrical/I&C/erection, commissioning and testing) related to the revamping of the
road from the Bhima River up to the connection to the SH - 125.

6. EXCLUSIONS

The scope of work excludes only the following activities:

o Office Furniture
o Raw Water Pit 15000 m3 in Area A

7. OPTIONS

The Bidder shall provide separate quotation for the following options:
o 2 years operation spare parts.
