tight operating linkages and influence with law enforcement and other government agencies
initiated and maintained through bribery and corruption on public officials
d. Modus Operandi

violence and intimidation

attained high level or criminal prominence, influence and linkages not only in their AOR but also outside of its
boundaries

intimidation within the community or a specific area using violence and intimidation.
