GENERAL
1.1 Introduction
This Scope of Work specification defines the minimum requirements for the
design, performance, configuration, calibration, testing, factory acceptance,
tagging, packing, supply, delivery, permitting/licensing, pie-operation and
commissioning assistance of Nucleonic Density and Level Instruments for the
Goro hydrometallurgical nickel facility located in New Caledonia in the South
Pacific.
Nucleonic instruments for this project include density measurement, point level
detection and continuous level measurement devices associated with piping,
vessels, mechanical equipment or plant. It is the Supplier’s responsibility to
request from the Buyer any additional information beyond that included in this
specification regarding the specific type of equipment or installation involved for
each application.
The Supplier shall complete all instrument data sheets based on the process
information supplied by Buyer.
The Supplier shall state compliance of their supply with the requirements of this
specification and associated attachments including data sheets. The Supplier
shall list all non-compliance and/or deviations to this specification and
attachments, including the reasons for non-compliance and/or deviation.
All work shall comply with the Codes, Standards and Regulations applicable in
New Caledonia as stated in project document GCTOI-000-8826-SP-0001(D)
Applicable Local and International Codes & Standards.
Where Codes, Standards and Regulations other than French and New
Caledonian are specified for materials, construction and testing, the French and
New Caledonian Codes, Standards and Regulations shall take precedence.
Any conflict between this Specification and the referenced codes, standards and
specifications shall be immediately brought to the Buyers attention for resolution.
In addition to the codes and standards listed in the projects documents described
in above document, all design, supply and fabrication work for the equipment in
this specification shall comply with the following Codes, Standards and
Regulations:
It is the responsibility of the Supplier to provide the Buyer with the appropriate
nuclear source material authorization that comply with the French and New
Caledonian radiation safety standards. Only equipment that has been specifically
authorized and licensed for New Caledonian (or French) radiation safety
standards shall be considered.
The Supplier shall obtain all permits for the export and import of nuclear Sources
to and from the countries through which the sources travel, with the exception of
customs clearance in New Caledonia.
After receipt of the purchase order, at least 60 days prior to scheduled delivery,
the Supplier shall contact the Project Authorities Coordinator and supply all
necessary details, drawings and documents (per New Caledonian requirements)
to support a license/permit application by the Buyer for the sources to be used in
New Caledonia.
2. TECHNICAL REQUIREMENTS
Personal dosimeters are part of the Supplier scope of supply and the Supplier
shall provide the Buyer with the quantity of personal dosimeters listed in the
Material Requisition. These personal dosimeters will be used to measure the
occupational radiation exposure of exposed workers and shall be capable to
indicate the accumulated personal dosage. Personal dosimeters shall be direct
reading and of the active electronic type with a measurement range suitable for
the sources supplied and have an audio and visible alarm function.
Hand-held radiation detectors are part of the Supplier scope of supply and the
Supplier shall provide the Buyer with the quantity of hand-held radiation detectors
listed in the Material requisition. The hand-held radiation detectors will be used
to survey and verify the actual levels against the permanently installed
continuous level measurement and point level detection systems and verification
of the radiation levels in the designated zones. The hand-held radiation
detectors shall be capable of detecting and locating radiation sources and shall
include a telescopic tube design.
The Supplier shall state the size and type of nuclear sources to be supplied with
the offer. The Supplier shall provide flux diagrams of the source container with
the shutter in the open and in the closed position.
The Supplier shall provide full details of source size and type at the earliest
opportunity in the design for the Buyer to liaise with statutory authorities. The
Supplier shall obtain the Project Authorities Coordinator’s approval and
authorization prior to shipment of the goods to the site in New Caledonia.
The source size shall be minimised for the application. The Supplier shall provide
calculations for source sizing, source container and detector for review.
Nuclear sources shall be able to be returned to the Supplier for disposal when
expired. The Supplier shall recommend their procedure for return of nuclear
sources to their premises.
The source container shall have a pad lockable mechanical shutter (pad lockable
in OFF position only). Shutters shall have position indication contacts
(hermetically sealed proximity switches), which shall be normally closed in the
ON position of the shutter, if stated on the individual instrument data sheets.
Warning symbol(s) and radiation emission path shall be marked on the container
and a source identification plate shall be fitted. Shutter position shall be clearly
visible marked in the French and English language.
The Supplier shall use their standard source container design where possible; the
use of special source holder design features additional to the Supplier standard
design shall be avoided. In cases where the Supplier recommends special

Above radiation levels do not restrict the source size but determine the zone
classification and boundaries.
The Supplier shall state the expected zone boundaries (radius in m) for the
Controlled Zone and Surveyed Zone for each source. This will allow the Buyer to
assess the impact of the zone boundaries on the accessibility of surrounding
equipment.
To minimise radiation exposure of workers and limit the number and space
impact of classified zones, the Supplier shall ensure the radiation level of the
selected nuclear sources is as low as reasonable possible.
The Supplier shall provide warning signs in accordance with the local regulatory
codes and standards in both the French and English language. A minimum of two
warning signs is required per instrument.
3. DENSITY INSTRUMENTS
3.1 General
Nucleonic density instruments will be used for slurry density measurement and
for solids mass flow computation and shall be capable of automatic
compensation of attenuation caused by vapour density variations.
The detector and source shall be robustly constructed and resistant to vibration
originating from the pipe work they are mounted on to.
Nuclear sources and detectors for density measurement shall be pipe mounted
with clamping devices. Clamping devices and mounting accessories shall be
coated (corrosion resistant) steel or stainless steel as per individual instrument
data sheets. Bolting material shall be stainless steel.
The source and detector shall be constructed and mounted in such a way that
accidental access to the beam path (with hands, etc.) between the source and
detector, is prevented.
The Supplier shall provide the Buyer with calculation sheets for the sizing of the
sources, source holders and detectors for review based on the process data and
pipe wall thickness stated on the individual instrument data sheets.
The detector housing shall incorporate sufficient shielding to compensate for the
possibility of significantly varying background radiation levels. The Supplier shall
advise the orientation of the source containers and detectors based on
information provided by the Buyer.
The density transmitter shall monitor itself for correct functionality and shall have
a separate contact output for fault indication.
The Supplier shall provide all necessary cabling between the detector and the
remote transmitter. Cable length shall be 10 metres minimum or as otherwise
stated on the individual instrument data sheets.
4.1 General
The detector and source shall be robustly constructed and resistant to vibration
originating from the pipe work they are mounted to.
The Supplier shall provide the Buyer with calculation sheets for the sizing of the
sources, source holders and detectors for review based on the process data,
vessel wall thickness and lining information stated on the individual instrument
data sheets.
The nuclear source for the autoclave shall be placed into a dip tube for insertion
into the process fluid. The Supplier shall check and advise the insertion depth
The detector housing shall incorporate sufficient shielding to compensate for the
possibility of significantly varying background radiation levels. The Supplier shall
advise the orientation of the source containers and detectors based on
information provided by the Buyer. Gas vapour density compensation to be
stated if it is within the transmitter or if it is required elsewhere.
The level transmitter shall monitor itself for correct functionality and shall have a
separate contact output for fault indication.
5.1 General
Nucleonic level instruments will be used for non-invasive point level detection.
Point level detection systems shall consist of a source container, strip detector
and remote mounted switch unit.
Nuclear sources and detectors for point level detection shall be mounted on
opposite sides of pipes, tanks, or (lined) vessels with brackets. Brackets and
mounting accessories shall be coated (corrosion resistant) steel. Bolting material
shall be stainless steel.
The Supplier shall provide the Buyer with calculation sheets for the sizing of the
sources, source holders and detectors for review based on the process data,
vessel wall thickness and lining information stated on the individual instrument
data sheets.
Switch units shall be remote mounted and micro-processor based. The switch
unit shall have programmable relay outputs with two (2) DPDT clean contacts,
which can be operated in a fail-safe mode. The switch unit shall monitor itself for
correct functionality and shall have a separate contact output for fault indication.
The switch unit shall have enclosure class IP 65 as a minimum.
The level switch shall be configurable on a front keypad. The switch electronics
shall include indication of the level detection status output, measurement system
faults and diagnostics.
The Supplier shall provide all necessary cabling between the detector and the
remote switch unit. Cable length shall be 10 metres minimum or as otherwise
stated on the individual instrument data sheets.
All pressure relief valves shall be bench tested (leak tested) prior to shipment to
site. Qualified personnel shall complete this testing with NF/EN, ISO or NATA (or

other ILAC member) certified test instruments. An NF/EN, ISO or NATA (or other
ILAC member) traceable test certificate shall be completed and provided, in both
paper and electronic form, at delivery.
Prior to shipment the Supplier shall ensure standard manufacturer calibration and
alignment of all instruments has been completed and a parameter printout for
electronic instrumentation is attached to the instrument calibration sheet. Key
non-standard set-up parameters shall be noted on the instrument data sheet. The
Buyer will be responsible for all instrument calibration at the Jobsite.
Transmitters shall wherever possible be tested with the mating element. All
instruments shall undergo a functional test prior to delivery.
All equipment shall be CE compliant and bear the CE marking as per the
appropriate directive.
The Supplier shall provide all documentation and drawings as listed in the
Material Requisition.
