SUBJECT : Spot Report on Kidnapping Incident of Park Min Hoon, Lee


Ki Hoon and Tomas Jung at Friendship Plaza Subdivision Angeles
Pampanga

1. At or on about 1830H of December 30, 2016, PARK MIN HOON, LEE KI HOON
AND TOMAS JUNG who are Korean citizens were arbitrarily arrested by seven
police officers namely PAT JAYSON IBE, PAT RUBEN RODRIGUEZ II, PAT
MARK JOSEPH PINEDA, PCPL RICHARD KING AGAPITO, PSSGT ARNOLD
NAGAYO, PSSGT ROENTJEN DOMINGO AND PSSGT GOMERSON
EVANGELISTA who claimed that the Korean citizens were involved in Illegal
Online Gambling.

2. According to Park’s complaint in the Korean Embassy, on or about 1830H of


December 30, 2016, after they played golf, two cars parked in front of their house
in Friendship Plaza Subdivision, Angeles City, Pampanga. The 7 persons
identified themselves as police and claimed that they are under arrest for the
crime of Illegal Online Gambling. Park and his companions rejected the police
officers because the latter failed to show the Warrant of Arrest to the former.

3. Upon rejection, PAT Jayson Ibe, pointed a gun on Park that made him ran
outside the house. In there, the police officers forced him for several minutes to
go inside the parked cars.

4. In the CCTV footage, it can be seen that the 6 police officers went inside the
house while PAT Jayson Ibe stayed for look out. After 15 minutes the police
officers were seen holding container bags containing bags, shoes, gold watches.
It was also seen that several security guards even tried to ask what was
happening, and a woman, who was allegedly a tipper. After stealing, there was
another car that parked outside the house and waited. Subsequently, the police
officers and the victims which went inside the three cars went to Police sub-
station 5.

5. At the Police sub-station 5, the police officers kept asking for cash. The Korean
citizens gave them 10,000 pesos initially but it was not enough so they borrowed
from LEE JONGUK, a friend, 300,000 pesos which they gave to the police to be
released.

6. The 7 Police officers are under restrictive custody in Police Station 5, Angeles
CPO for pending filing of appropriate administrative charges because the Korean
victims went home in Korea and refused to file charges. The identity of the
woman is still under investigation.
