EXECUTIVE ORDER NO. 002


Series of 2022

AN ORDER REORGANIZING AND DEFINING THE COMPOSITION


THE SAN ISIDRO EMERGENCY RESCUE TEAM

WHEREAS, it is a declared policy of the state to institutionalize the policies, structures, coordinative
mechanism and programs on disaster risk reduction from the national level down to the local levels;

WHEREAS, there is a need to establish a response team in the Municipality to readily address
emergency situations and give assistance during calamities brought about by natural and man-made
disasters;

WHEREAS, it is essential to institutionalize the response team of the Municipality in order to efficiently
serve the population especially during crisis;

WHEREAS, said responders are group of individuals who will contribute time, service, and resources
whether fulltime or part time in the belief that their activity is mutually meaningful and beneficial to
public interest as well as to themselves;

WHEREAS, the Philippine Disaster Risk Reduction and Management Act of 2010 (RA 10121) declares
that it is the State’s policy to address the root cause of vulnerability to disaster by gathering the
institutional capacity of disaster risk reduction and management (DRRM) and building resilience of
communities to disaster and climate change;

WHEREAS, as provide by RA 10121, the LDRRM Office are mandated to provide maximum care,
assistance and services to individuals and families affected by disaster, implement emergency
rehabilitation projects to lessen the impact of disaster, and facilitate resumption of normal social and
economic activities;

WHEREAS, there is a need to establish Emergency Rescue Service in the Municipality of San Isidro to
cater and address all aspects of emergencies, preparedness, respond and render initial recovery steps;

WHEREAS, there is a need to reorganize and activate the Rescue Team of the Municipality and name it
as San Isidro Rescue 168;

NOW THEREFORE, I, VILMER B. BRAVO, Municipal Mayor of San Isidro, Isabela, by virtue of the
authority vested in me by law, do hereby reorganize the San Isidro Rescue 168.

SECTION I. REORGANIZATION.
The San Isidro Rescue Team of the Municipality of San Isidro, Isabela is hereby reorganize and
will be address as SAN ISIDRO RESCUE 168.

SECTION II. COMPOSITION.


The SAN ISIDRO EMERGENCY RESCUE TEAM shall be composed of the following but not
limited to:

The rescue team shall be manned by the Municipal Employees to be chosen by the Local Chief
Executive who will discharge the functions of Administrative Officer, Supply Officer, Ambulance
Service Supervisor, Evacuation Officers and Ambulance Drivers.

SECTION III. DUTIES AND FUNCTIONS.


1. EARLY DETECTION – Members of the public or another agency, find the incident and
understand the problem;
2. EARLY REPORTING – The first person on the scene make call to the emergency
rescue services (San Isidro Rescue Team) and provide details to enable a response to be
mounted;
3. EARLY RESPONSE – The first professional Rescuers (San Isidro Rescue Team) arrive
on scene as quickly as possible enabling care to begin;
4. GOOD ON SCENE CARE – The emergency rescue service (San Isidro Rescue Team)
provides, appropriate and timely interventions and to treat the patient at the scene of the
incident;
5. CARE IN TRANSIT – The emergency rescue service (San Isidro Rescue Team) load
the patient in suitable transport and continue to provide appropriate medical care
throughout the journey;
6. TRANSFER TO DEFINITE CARE – The patient is handed over to an appropriate care
setting, such as the emergency department of the nearest hospital and into the care
physicians;
7. SEARCH AND RESCUE OPERATION
8. DISASTER PREPAREDNESS AND MITIGATION
9. RELIEF OPERATIONS
10. AMBULANCE EVACUATION SERVICES

SECTION IV. APPROPRIATION.


The budget for the operation for this service shall be taken from the available funds for the
Disaster Management.
SECTION V. EFFECTIVITY. This order shall take effect immediately.
