This Deporlment is continuously receiving reports concerning the hobituol

obsenteeism of locol chief executives, which is not in keeping with the mondote of the
low, io lhe prejudice of their consliluenis ond ullimotely, public service.

Pursuont lo Office of the President Administrotive Order No. 257, s., 1992, the
exercise of supervision direclly over provinces, highly urbonized cities ond independent
component cities; through ihe province with respect to component ciiies ond
municipoliiies; ond through the city ond municipoliiy with respect to the borongoys, os
mondoled under Section 25 of lhe Locol Government Code, hos been delegoted to
ihe Secretory of Inlerior ond Locol Government.
