1.0 About Vidyalankar


On the auspicious day of Dasara in Oct. 1960, Prof. C. S. Deshpande (B.E. & All India I.E.S. Topper) launched
his own A.M.I.E. classes in a rented classroom in a school. That was the modest beginning of Vidyalankar in the
Shardashram School of Dadar.

The journey thereafter has been immensely successful with Vidyalankar foraying into the various avenues of
Engineering, Management and International Studies. Today Vidyalankar has reached a stage where over
30,000 students enroll every year.

Since decades, Vidyalankar has generated many a success story. Talented faculty, world-class education

2.0 General Information


2.1 Overview of the Various Branches of Engineering
Bachelor of Engineering (B.E.) is a four-year (Eight Semester) course after 10 + 2. The Core branches of
Engineering are Electrical, Mechanical, Civil, Chemical and Textile. Due to the vast research in each of
these Engineering fields, there has been a need to offer specializations in each of these Core branches.
The various common specializations are given below :

2.2 Overview of Mumbai University Curriculum


• The First year Engineering (F.E.) subjects are COMMON to all the branches.
• From Second year onwards, subjects may differ for different Core groups. And within the Core group,
the specialised courses may be offered only in the 3rd or the 4th year. (e.g. Electrical Engineering
Group and Mechanical Engineering group, will have different subjects from the 2nd year; but
Mechanical, Automobile and Production Engineering may have different subjects from the 3rd year).
• Every Branch will give adequate Computer exposure to the students and the notion that only Computer
or IT students are Computer wizards is NOT quite true.

3.0 Admission System - 2023 (Based on Last Year’s Process)

A student interested in securing admission to an Engineering college in Maharashtra will have to make

3.2 Information about the Centralized Admission Process (CAP) & the Various Rounds
Preparation :
• Go through the Information Brochure
• Put together all required documents. Along with 2 sets of photocopies of the same.

Phase 1 : Filling of Online Application Form and Preparation of Merit List (Period : Jun.- Jul. 2023)

• This stage is generally conducted immediately after MHT-CET results. In this stage :
• Fill and submit the online application form through website fe2023.mahacet.org
(Please note that students are required to fill in ONLY SINGLE application form)
o Upload required documents
o Note down details like Application ID, Password etc.
• Get your Documents verified at Facilitation Centre (FC).
• Check Provisional Merit List when displayed and report errors, if any, through candidate login.
• Note down your Merit Rank
• Be ready for Phase 2.

Phase 2 : The Admission Rounds I, II and III ( period July − Aug 2023)
CAP has three rounds. All the rounds are ONLINE and are of ALLOTMENT type.
To participate in these rounds, the candidate has to fill an online Option Form indicating his options
(preferences) as per his order of Priority i.e. First choice written FIRST, then his SECOND choice, then
the THIRD choice and so on. Once he/she is sure of the options filled, the candidate must CONFIRM the
online Option Form before the scheduled date.

⚫ Seats filled by the individual colleges DIRECTLY are the Institute Level Quota Seats (20%) in un-aided
Colleges (Non-Minority as well as Minority Colleges). In Minority Colleges, students NOT belonging to
that particular minority may also be eligible for admission to its' Institute-Level Quota. Students should

3.2.2 Centralized Admission Process (CAP) : Round I, II and III


a) Which seats will be available for Mumbai Students in Round I, II and III
A Mumbai Student will be eligible for
⚫ Following seats offered through CAP (all institutes - both Govt. & Pvt.)
 M. S. seats in Autonomous Institutes, ICT, BATU & SNDT
 Seats in Mumbai University Area (under Home University Category)
 Seats outside Mumbai University Area (under Outside Home University category)
 All India Seats (All Un-aided Private colleges & ICT)
 Minority Seats (if applicable)
⚫ Institute Level Seats in all Un-aided Private Colleges in Maharashtra

b) How to apply for these centralized Rounds I, II and III ?


To apply for the Centralised Round I, II and III for admission to any Engineering College in
Maharashtra,
you have to fill ONE (SINGLE) ONLINE OPTION FORM for each round that you wish to participate in.
(The online option form will be available at fe2023.mahacet.org)

c) Filling up of online Option Form for allotment through Round I (Most Crucial)
⚫ After assessing the merit position#, students should fill an online option form indicating his
options@ (preferences : Institute – Course Combinations*) and submit it online.
⚫ Once he/she is sure of the options filled, the candidate must CONFIRM the online Option Form
before the scheduled date.
⚫ Once the option form is CONFIRMED for a round, then the student WILL NOT be able to make any
changes in the option form for that round i.e. now the options are LOCKED. Only the students who
fill in their preferences will be considered in Round I, II and III respectively.

@ In this list, you can select ANY COLLEGE in Maharashtra i.e. you need not confine your
choices to Colleges under Mumbai University area alone since you are also eligible for some seats
outside Mumbai University area

d) How to write the choices in the Option form ?


In the online option form, a student can write a maximum of 300 choices. It is not compulsory that all
300 choices be written. The student MAY write only one choice, or only two choices and so on, upto
a maximum of 300 choices.
While writing the choices the Student should mention his choices as per his order of priority i.e. his first
preferred choice written FIRST, then his SECOND preferred choice, then his THIRD preferred choice
and so on.
While preparing the All Maharashtra - allocation list for each Round, the computer will first see if the
student has entered his choices. If no choice has been entered, he will NOT be considered for that
Round.
If his choices are mentioned, the computer will check whether the student's FIRST choice can be
made available to him as per his merit (State Level : SLMLN or All India Level AIMLN). If it is
available, he will be offered that seat and none of the subsequent options will be checked.
If his FIRST choice is NOT available then computer will CHECK if his SECOND choice is available. If it
is available, his second choice will be offered to him. And the remaining options will not be checked.
If even the second choice is not available, the computer will check the third choice and so on until the
student secures a seat in one of his choices or until all the choices mentioned by him are exhausted.
The allotment list generated at the of end of this process will be displayed on fe2023.mahacet.org on
the day specified in the schedule. This list will contain the "name of the student" along with the "nature
of the offer".

Significance of the "NATURE OF OFFER ":


On the day specified in the schedule, the allocation list will be displayed. Against each name, the "Nature of
offer" will be mentioned, i.e. either "ALLOTTED" or "NOT ALLOTTED "

i) ALLOTTED :
Out of the choice(s) mentioned (in the form) by the student, one is available to the student. The choice
(i.e. Institute - Course Combination) which is ALLOTTED to the student will be printed in the allocation
list besides his /her name. Such a Student is required to :
⚫ Download the “Provisional Seat Allotment Letter”
⚫ Pay seat acceptance fees through online mode
⚫ Secure the offered seat.

Now, though an "ALLOTTED" offer is made to the student, while confirming the allotted seat, the
candidate has to further decide whether he/she wants to 'FREEZE' or go for ' Not FREEZE' i.e.
'Betterment' of his choice for the subsequent round(s).

Freeze :
If Candidate is allotted the seat as per his first preference, such allotment is auto freezed.
If the Candidate who has allotted the seat other than first preference and is completely satisfied with the
Allotted Institute - Course combination, the candidate can opt to FREEZE. With this, he will not be
considered for the subsequent Rounds II, III

Betterment (Not Freeze) :


Candidates who have allotted other than first preference and want “betterment” in subsequent rounds must
claim the allotted seat by paying seat acceptance fees and go for Betterment. With this, in the subsequent
Rounds, candidate will be considered for only the options which are higher than the one currently allotted to
him (i.e. betterment) as per his new / edited option form for that round. If in the subsequent rounds
candidate is unable to get a higher option, the one currently allotted to him will continue.

Note :
⚫ If a candidate chooses Betterment and secures a seat of higher preference in any subsequent round,
then it will automatically result in forfeiture of seat accepted in the previous round, seat allotted earlier
will get automatically cancelled.
⚫ Failure to Seat Acceptance will be considered that the candidate has REJECTED the offer. He shall
lose claim on that allotted seat. However, such a student will have the option to participate in Round II.

ii) NOT ALLOTTED :


Out of the choice(s) mentioned (in the form) by the student, none is available to the student as per his
merit. Such Students will automatically be considered for subsequent Rounds. Students can fill in / edit
their RD I form.

3.2.3 Centralized Admission Process (CAP) : Round II and III


The seats available for Round II and III shall be published on the DTE website. The candidates are
allowed to fill in or edit the already filled online option form.

a) Which Students are eligible for these Rounds ?


Following Students will be eligible :
⚫ Candidate who have been allotted seat other than first preference & accepted the seat by paying
seat acceptance fees and gone for Betterment
⚫ Candidate who have been allotted seat other than first preference & not accepted the seat, by not
reporting to ARC

⚫ Candidate who have not been allotted any seat in any of the previous rounds.

b) There shall be no further betterment option available to the candidate after round III
The allotment made & / retained in round III shall be final.

3.2.4 Reporting and Confirmation of Admission


The Candidate should report to the Institution finally allotted to him before last date of reporting and
confirm his admission in Institution by paying the fees.

3.3 Admission Process by the individual colleges for the 'Institute Level Quota Seats'
a) Which seats will be filled in this process ?
20 % seats in Un-aided (Private) Colleges (Non-minority and Minority) are filled by the respective
colleges by conducting a round in their campus i.e. such rounds are conducted by each college
separately.

b) How to apply to ALL such seats in various colleges ?


The student will have to fill up admission forms of the respective colleges.
Problems which a student is likely to face during such Rounds
Such Rounds will be conducted by each college separately. Hence the student WILL HAVE TO :
• Keep a track of the schedules of such Rounds in various colleges of his/her interest.
• Arrange for extra amount to be paid as fees : Consider a student who has secured a seat in some
college (say X) through its Institute level admission round and now also wants to apply to some other
college (say Y) for its Institute level seat. In such cases the student will first have to pay full fees in
college Y and then can apply for the refund from college X.

3.4 How should students go about the entire First Year Engineering admission process this year ?
Students should do the following:
i) Apply through the centralised process (Round I, II and III)
⚫ Decide on the options of Institute - course combinations to be filled in the option form VERY VERY
CAREFULLY
ii) Contact the Private colleges (including Minority) you may have short listed and get their Admission
forms (for their Institute Level Quota Round)
⚫ Keep a track of the schedules of Institute Level Quota Rounds in these selected colleges
iii) Keep additional sets of “Documents” ready
iv) Keep extra money ready for payment of fees, as you may be required to pay fees in more than one
college during Institute Level Rounds (Of course you may be eligible for Refund later).

4) What factors may be considered while selecting colleges ?


Some factors that should be considered while selecting colleges and their importance:
a) Teaching Quality : This is the single most important factor.
b) Convenience of commuting : Commuting time should be reasonable.
c) Infrastructure like Classrooms, Labs, Workshop etc.
d) ON-Campus Placements : While this factor is important it should not be the only factor to decide a
college. Now days, not many students take up jobs immediately after their B.E. Most of them either
want to do M.S. or M.Tech. or M.B.A. Hence, campus placements after B.E. need NOT be over

5) Should I give more importance to the College or to the Branch ?


All branches of Engineering are good. Every branch give adequate computer exposure to students & the
notion that only computer or IT students are computer wizards is NOT quite true.
All colleges in Mumbai University are good. After one graduates, one’s college may not be so important in
deciding one’s future career.

6) What is the actual difference between IT, CMPN, etc.. ?


INFT, CMPN, EXTC, ECS, BIOM, INST are all similar branches. The general notion that EXTC is ONLY
hardware, and INFT is ONLY software is NOT true. All these branches are offshoots of ELECTRICAL
branch. (Biotech is not at all similar to Biomedical; it is similar to Chemical Engineering)

7) Can I apply for Biomedical Engineering / Biotechnology even though I had not studied Biology
during std. XI & XII?
Yes, you are eligible & you can apply for Biomedical Engineering / Biotechnology even though you had not
taken Biology during Std. XI & XII i.e. even if you are a Bifocal student you are eligible for these branches.

10) Will the closing ranks be the same as last year ?


Nobody can accurately predict this. Roundwise Cut offs of state merit number last year are given in this
booklet for your reference. For All India seats AIMLN cutoffs are also given in this booklet.

11) What is an “option” ?


An option is an indication of your choice for a particular “Course” in a particular “Institute” in a particular
“University”.
An option is expressed as a unique combination of 9-digit code where its
• 1st digit indicates the region,
• 2nd, 3rd & 4th digits together indicate the College,
• 5th, 6th & 7th digits together indicate the Course,
• 8th digit indicates shift (1 for 1st shift & 2 for 2nd shift)
• 9th digit indicates tuition fee waiver scheme seat (0 = General Seat & 1 = TFWS Seat)
The code numbers for 'a particular course in a particular institute' are mentioned in the institute information
Brochure provided by DTE.

12) How do I make my choices ?


This is probably the most important part. Steps that may be followed :
i) Prepare a priority list of branches (of Engg.) which you would like to pursue.
e.g.,1 : CMPN
2 : INFT
3 : ECS
4 : EXTC
5 : BIOM
6 : MECH
And so on …..
ii) For every branch, prepare a list of colleges that you are interested in. (In this list you can also include
colleges from other University areas).
iii) Arrange the above list as per your priority
e.g., VJTI - CMPN
VJTI - INFT
SPIT - CMPN
VIT - CMPN
etc…
iv) Write the required number of choices in order of Priority.

13) Can I write / select different courses from the same college ?
Yes. An option is a “Institute-Course” combination. Your Option List may contain different courses in same
Institute [e.g. VIT- CMPN, VIT-INFT, VIT EXTC, VIT ECS..] or same courses in different Institutes [e.g.
VJTI - CMPN, SPIT -CMPN, VIT-CMPN, DJS -CMPN …] or different courses in different Institutes.

14) Can I apply to an Institute which is outside of my University area ?


YES. You can select ANY COLLEGE in Maharashtra i.e. you need not confine your choices to colleges
under Mumbai University area alone.

15) Should I go to a college outside my University area ?


GRASS SEEMS GREENER ON THE OTHER SIDE - this may not be true always. In our opinion, the 4
years of engineering are a very crucial phase in the student's overall development. Lifetime friends /
Habits (Good and Bad) are formed during these years. It certainly helps if the student stays with his / her
parents during these years.

16) Can I change my options after submitting the option form ?


Until the confirmation, you can keep on revising your option list. The latest version will be considered for
allotment.

17) How many allotments will I get ?


A student will either get “ONE” allotment or “NO” allotment. A student CANNOT get more than one
allotment.

18) If I do not get any of the options from my Option List, will the Computer offer me some seat as per
my merit ?
Unfortunately No ! The scope of the computer search is strictly limited to the student's Option List. The
computer cannot go beyond the Option List. i.e. it will NOT ALLOT you some choice, which is NOT a part of
your option list. If none of the options is possible, then it will print “NOT ALLOTTED” against your name.
Hence you must write options carefully.

19) How will I be informed of Seat Allotment ?


The allotment list will be displayed on website (fe2023.mahacet.org). No personal communication or
allotment letters in this regard shall be issued to the Candidates.

20) If an option is allotted to me, do I have to accept it ?


Yes. It is wise to accept the Allotted Seat. Not Accepting the Allotment is considered as if the candidate has
REJECTED the offer. (However, such a student will have the option to participate in Round II, III.)
Candidates who Accept the allotted seat, can chose to 'FREEZE' or go for Betterment of their choices for
the subsequent round(s).
• Freeze : If the candidate is completely satisfied with the Allotted Institute – Course combination, the
candidate can opt to FREEZE. With this, he will not be considered for the subsequent Rounds. (If
candidate is allotted the seat as per his first preference, such allotment shall be auto freezed)

• Betterment : If the candidate is not completely satisfied with the Allotted “option” But want to go for
BETTERMENT then such candidate must accept the allotted seat by paying seat acceptance fees.
Then in subsequent round, he will be considered for options which are higher than the one currently
allotted.

21) Can I give different options in CAP round II ?


The seats available for Round II will be published on the website. The candidates are allowed to fill in or
edit the already filled online option form.

22) What is TFWS ?


TWFS stands to Tuition Fee Waiver Scheme. For Students securing admission in the category, the “Tuition
Fee” component of the Institute Fee will be waived. However, such students will need to pay the other
components like Development Fee, Exam fee etc.
Sons and Daughters of Parent having annual income of less than Rs. 8 lakhs from all sources are eligible
for seats under this scheme.
Under this Scheme, 5 percent of seats over and above the sanctioned intake are available for TFWS
admissions. These seats are filled through Centralized Admission Process. Institutes are not allowed to fill
these seats at Institute level.

5.5 Gulf between XII and FE


You have just completed the crucial year of Std.XII very competently and will earn the prestigious admission to
an Engineering Degree Course. Justifiably you must be feeling quite proud of your caliber and achievement and
must be brimming with confidence that you would continue to do equally well in Engineering career too!
No one can imagine that after such a glorious achievement one could be heading for a rude and totally
unsuspected shock during the very First Year of the Engineering Course.
We don't want to discourage you or paint an unnecessarily exaggerated picture of the initial difficulties of the
Engineering Course. But, if someone does not give this warning to the New Entrants, it will be a disservice to
them. You should ask any of the senior students who have just completed one year in an Engineering College,
to find out what a nightmarish experience they have had during this first year.
There indeed happens to be a very very wide gulf between the environment of Std. XII and that of First Year
Engineering. Even the topmost students find this gulf totally shocking and literally traumatic.
The environment of Std.XII is extremely well organised with total clarity about what to study and how. Anyone
who puts in adequate efforts can glide through this year very smoothly and successfully. But the environment of
F.E. is like a dark and rough sea in which one is tossed ruthlessly and has to keep on struggling helplessly
merely to manage to survive. In spite of a sincere and strong desire to work hard, one feels totally helpless in
the midst of complete lack of clarity about what, how and when to study. The absence of advance preparation in
the Summer Vacation, the new burdens of manual work in the Workshop, and submitting several journals within
impossible target dates, leaves hardly any time for study, assimilation and practice of the new and tough
subjects. The inevitable result is that the innocent and the naively confident student of Std. XII is suddenly
thrown into a storm of confusion leading to depression and near-break-down! This is quite evident from the fact
that FE results are rarely above 35%.
