1. PURPOSE

The purpose of this standard is to specify requirements for the safe operations of sky climbers and suspended
powered platforms. These guidelines are supplementary to any federal or state regulations as well as to the
manufacturer’s operating recommendations.

2. SCOPE

This standard applies to sky climbers, powered platforms, and related components.

5. REQUIREMENTS

5.1 General
(1) Only those individuals who have been trained in the use of sky climbers and suspended powered
platforms shall be permitted to operate or work from these equipment items. Personnel operating these
types of equipment shall be issued an operator’s accreditation card by the Safety Department and signed
by the construction manager. If sub-contractor personnel are using this equipment, documented training
shall be submitted to the Safety Department/ Representative.

(2) The sky climbers, powered platforms, and related components shall be inspected daily before use. All
needed repairs should be completed prior to placing these items operation.

(3) The use of kinked, "bird-caged" deformed, or damaged wire rope shall be prohibited.

(4) Wire rope used with these machines shall be handled in accordance with the manufacturer’s instructions.
Exposures of wire rope to acids, caustic materials, corrosion, fire, electricity, and mistreatment shall
damaged the rope. WHEN SUCH EXPOSURE HAS OCCURRED, REPLACE ROPE
IMMEDIATELY.

(5) Safety harnesses attached to independently suspended safety lines by lanyards and rope grabs or
retractable lifelines, shall be used at all times when embarking, disembarking, or working above ground.
Attachments to the safety lines should be at shoulder height, if possible.

(6) Operators shall make certain the parapet or cornice shall sustain the load imposed by the suspended
platform. Do not secure to a weak or questionable structure. In case of doubt, consult a professional
engineer. Always tie back cornice hooks, parapet clamps, outriggers, and/or all suspension devices to an
adequate structural member.

(7) Only manufacturer specified wire rope, clamps, thimbles, and other work associated components shall
be used.

(8) When reeving, be sure wire rope enters and leaves the hoists as shown in the instructions. Make certain
that the wire rope is not crossed over itself when reeved. Close drum shields, then operate units up and
down to check function before going aloft. Do not lead rope at an angle to either the entry or departure

(9) IN AN EMERGENCY, RELEASE THE OPERATING SAFETY LEVER IMMEDIATELY. THIS


SHALL LOCK THE HOIST TO THE ROPE. DO NOT RAISE OPERATING SAFETY LEVER
UNTIL THE TROUBLE HAS BEEN CORRECTED.

(10) Make certain that there are no obstructions to the free vertical travel of the platform. In the event that the
movement of the platform is arrested by any obstacle, stop the platform movement, inspect the
obstruction, and determine whether it is safe to proceed. Then, reverse the direction just enough to clear
the obstacle. Lock the rope to the hoist by depressing the safety lever. If the platform was descending
when the obstacle was encountered, open the drum shields and examine the drum to insure that the rope
lies tightly in the drum grooves and is not crossed over itself. Then close and lock shields prior to
proceeding.

(11) CAUTION: DO NOT CREATE A SLACK WIRE CONDITION BY OPERATING THE HOIST
AFTER BEING STOPPED BY ANY OBSTACLE.

(12) DO NOT OVERLOAD THE PLATFORM. THE MAXIMUM RATED SAFE WORKING LOAD
(S.W.L.) PER SKY CLIMBER HOIST, EXCLUDING ITS WEIGHT BUT INCLUDING WIRE
ROPE, POWER CORD, PLATFORM, MEN, TOOLS, AND OTHER ASSOCIATED EQUIPMENT IS
1000 POUNDS (U.L. RATED). MOST SCAFFOLD PLATFORMS ARE RATED AT
CONSIDERABLY LESS THAN 1000 LBS. DO NOT EXCEED THE RATED CAPACITY OF THE
PLATFORM. IF A LOAD RATING GREATER THAN 1000 POUNDS IS REQUIRED, CONSULT
YOUR SKY CLIMBER REPRESENTATIVE.

(13) All equipment must be handled with reasonable care. Impose loads on platform gently and do not drop
tools on platform in handling.

(14) Do NOT alter, remove, or substitute any Sky Climber supplied hoist or work associated components.

(15) In the case of apparent difficulty in the machine, wire rope, or platform, DO NOT USE EQUIPMENT
UNITL REPAIRED OR REPLACED.

(16) Make sure that the electric power source is grounded. Before using electric powered Sky Climber units,
check the current draw while hoisting with a load. It should never exceed the amps shown on the motor
data plate.

(17) Rig wire rope with adequate length to permit reeving the joist and allow at least 3 feet excess on the
ground.

(18) Do not use cords attached to the safety lever for operating the hoist. Do not tie safety handle in operating
position.

(19) Hard hats should be worn at all times during equipment erection, use, and when dismantling. Provide
protection for operators from collision with overhead obstacles and falling objects. Provide protection
below the platform to prevent injury to personnel from falling objects and contact with a descending
platform.

(20) The platform suspension ropes must be rigged so as to provide safe access to the work area. Do not stand
on platform rails, platform supported objects, or lean out from ends of platform to perform tasks for any
reason.

(21) Do not attempt to transfer from a suspended work platform. Perform all transfer operations with the
platform resting on the ground.

(22) Avoid rigging platform near high-tension or un-insulated electrical power wiring. If such work
locations are required, consult the Electrical Department/ Competent Electrician and Safety Department/
Representative for safe operating procedures before rigging.

approved outlet supplied by Sky Climber for accessory electrical power.

(24) Never work alone on a suspended platform or where aid is not immediately available in case of any
emergency.

(25) Always secure the platform to the building face when at the work station.

(26) Do not remove the power unit from the hoist for any purpose unless the hoist is resting firmly on the
ground.

(27) Electric power tools used on suspended work support platforms must be grounded using power cords
containing a separate ground wire or GFCI boxes.

(28) Do not use the Sky Climber hoist in any position other than in the normal vertical position.

(29) When multi-parting the suspension rope, make sure that the tread diameter of the suspension sheaves
used is at least 6 inches and that the sheave is grooved for 5/16" diameter wire rope.

(30) Use only approved connectors and power cords, correctly assembled between hoist and power
receptacle. Inspect to verify ground continuity and/or use ground fault interrupter as required.

(31) When welding from Sky Climber or suspended powered scaffolds, provide a ground cable from the
basket or platform to the structure.

5.2 Suspended Powered Scaffolding Safety Rules as Recommended by the Scaffolding and Shoring
Institute
The following are some common sense rules to promote safety in the use of suspended powered scaffolds.
These rules are not intended to be all inclusive or to supersede other safety measures or governmental
regulations.

(1) Only those individuals who have been trained in the use of suspended powered scaffolding shall be
permitted to assembled, use, and work from them. Sub-contract personnel must document training with
the Safety Department/Representative.

(2) Any damages to powered scaffolding should be repaired prior to placing the scaffolding in use.

(3) Any questions regarding powered scaffolding equipment should be referred to the supplier.

(4) Inspect all equipment before using. Inspect wire ropes frequently and assure adequate lubrication is
maintained. Inspect erected scaffolds and rigging regularly and frequently to assure they are maintained
in safe and proper condition. Inspect and test each time scaffold is re-rigged.

(5) Before installation, assure roof or supporting structure is capable of safely supporting loads to be
imposed by the scaffold.

(6) Weight of personnel, material, and components on scaffold must not exceed manufacturer’s rated load.

(7) Two or more scaffolds must not be combined into one by lapping platforms on one stirrup or by bridging
between them, except for multipoint suspension scaffolding.

(8) Overhang of outrigger beams must not exceed distance specified by the manufacturer. Use correct
number of counterweights as specified. If other methods of rigging are used, assure that they are capable
of safely supporting maximum total loads with a minimum safety factor of 4.

(9) Connection of wire rope to the rigging must be made with proper fittings designed for the purpose.

hoisting machines must be maintained at same center distance as the overhead attachment points.

(10) All overhead rigging, counterweights, anchorage’s and connections must be secured and adequately
prevented from movement in any direction.

(11) Roof irons, hooks, thrustouts, or outrigger beams shall be capable of sustaining the applied load and
shall be securely installed and anchored. Tiebacks having the equivalent strength of the hoisting rope
shall serve as a secondary means of anchorage. Whenever possible, tiebacks shall be installed at right
angles to the face of the building and shall be secured to structurally sound portion of the building.

(12) When the inner ends of thrustouts or outrigger beams are secured by counterweights, these weights shall
be securely fastened to the outrigger beam and tiebacks shall be provided. Counterweights shall be of a
nonflowable material and shall provide a minimum safety factor of 4:1 against overturning. Each
counterweight shall be identified as to weight.

(13) Assure platform and toeboards are properly installed and staging (platform) secured to the stirrups or
frames. Make sure guardrails and midrails are properly secured.

(14) Handle all equipment with care. Do not allow wire ropes to become kinked. Do not drop equipment
during handling, loading or unloading. Impose loads on scaffold gently and without impact.

(15) The scaffold should always be tied into the building or structure from which it hangs, except while being
raised or lowered.

(16) For traction type hoisting machines, make sure wire ropes are long enough to extend from the highest
point of support to the lowest point of the building structure plus the necessary length for rigging and
installation as detailed in the hoisting machine manufacturer’s instructions. Loop and secure the bottom
free end to prevent it from being inadvertently run through the hoisting machine. For drum type hoisting
machines, at least four turns of the wire rope shall remain on the drum at all times. The end of the rope
shall be properly secured to the drum.

(17) Wire ropes and other parts of the scaffold are susceptible to serious damage if exposed to fire, undue
heat, corrosive atmospheric conditions, or to corrosive chemicals. Take precautions to protect wire
ropes when using welding equipment. Notify your employer, dealer, or the manufacturer immediately,
if exposure occurs or is suspected, and discontinue use of the scaffold.

(18) Follow the hoisting machine manufacturer’s printed installation, operating and maintenance instructions
at all times. Insure that periodic lubrication and other specified maintenance procedures are fully
complied with. Never alter, remove or substitute parts or components of the hoisting machine or
scaffold except as directed by the manufacturer.

(19) Before using, assure that the electrical power source and all electrical connections are properly grounded
and that the power source is of the proper voltage for the hoisting machines.

(20) Do not install scaffold within 20 feet of un-insulated electric services lines.

(21) Never install scaffolds in the vicinity of exposed electrical circuits until it is assured that such exposed
circuits cannot affect any part of the scaffold assembly.

(22) If damage or defects develop in the wire ropes, hoisting machine or other scaffold components,
discontinue use and notify the applicable construction supervisor.

(23) Each person in the scaffold shall be secured to an independent lifeline, capable, of supporting a 5400-lb.
load.
