CIRCUIT BREAKER SEQUENTIAL ISOLATION

FOREWORD
This specification is a functional specification within the Substation Information, Control and Protection suite of
technical specifications.

1 SCOPE
This specification covers the functional requirements for sequentially operated disconnectors operating
at 420, 300 and 145kV. This facility is typically associated with pressurised head air-blast circuit breakers
but may also be applied to other types of circuit breaker or form part of the automatic switching regime
for plant or feeder isolation.

3 DEFINITIONS
Sequential Isolation Refers to disconnectors which are opened automatically following the opening
of an associated circuit breaker.

4.1 The sequentially operated disconnector(s) shall be opened, sequentially, if the associated circuit breaker
is either tripped by a protection operation or opened by a circuit breaker open control action.

4.2 The sequential disconnector open operation shall take place after a user settable Isolation Delay time from
a circuit breaker trip or circuit breaker open control action

4.3 The line disconnector shall only be opened if the associated circuit breaker is open.

4.4 If the disconnector fails to open within the "Disconnector Operate Time" then the Alarm "Sequential
Isolation Failed" shall be set until the disconnector is open or the circuit breaker is closed

4.5 Facilities shall be provided to allow sequential isolation to be temporarily inhibited from proceeding while
the inhibit condition is active.

Informative: Sequential isolation will need to be inhibited while an auto-relose sequence is in progress -
sequential isolation will only continue if the auto-reclose sequence fails to reclose the circuit breaker.

4.6 Facilities shall be provided to permit an active Inhibit Sequential Isolation condition to be bypassed.

Informative: If a pressurised head air-blast circuit breaker develops an abnormal air pressure condition
there may be a requirement to bypass an active Inhibit Sequential Isolation input.

4.7 Failure or removal of the auto-reclose function shall not prevent correct operation of the sequential
isolation system.

4.8 If the circuit breaker is closed either manually or automatically before sequential isolation has commenced
then the isolation sequence shall be cancelled.

4.9 Facilities shall be provided to allow the operator to temporarily disable sequential isolation sequences from
being started by protection operations.

5 INTERFACES

5.1 The function interfaces shall be implemented in accordance with Table 1.

6 SETTINGS

6.1 The Sequential Isolation function settings as detailed in Table 2 shall be provided as a set of settings that
the user can change.

7 PERFORMANCE

7.1 All timers shall have an accuracy of ± 0.1s or better

7.2 All internal and external actions shall be started/completed within 0.1s of the initiating external or internal
event(s) occurring.

8 IMPLEMENTATION

8.1 The Sequential Isolation function shall be implemented on a platform that complies with the requirements
of NGTS 3.24.4 Hardware Platform

9 CONTRACT SPECIFIC REQUIREMENTS
