The topic for today's debate is that the government need to access to our personal
information for guarantee the national security

I will be speaking about...

● Through social networks, activities can be promoted that put the safety of the population at
risk, for example, threats, attacks, ill-intentioned messages, manipulated videos and photos.
● Governments must have free access to citizens' personal information, data processing
policies must be clearly guaranteed and this information must be used responsibly.
● In society there must be full trust in public entities, this is a challenge for state
organizations that have lost confidence in citizenship due to the numerous fraudulent acts
carried out by public employees

● Governments must use information only as a source of benefits for society and not as a
means of oppression.
● With good data analytics, the public policies can be created that allow the government to
focus its actions on precise situations that generate changes in society.

perception and pass it to the level of reality

My first point is that the government must have mechanisms that allow them to make
decisions and the information of the people is very relevant in this process

The BID indicates in its article "Data and privacy: risks that we do not know" Latin
American governments are making significant progress due to the benefits that artificial
intelligence brings and has allowed them to create more accurate public policies.

My second point is that governments must guarantee the proper processing of citizen
information.

The Cybersecurity plays a very important role for the population, although governments
must have the data, they must be guarantors that they will be treated responsibly

For example, the mismanagement of a Mexican political party in 2016 caused the personal
data of 93.4 million people over the age of 18 years, exposed unprotected on the Internet
for months.

My third point is that governments must sign contracts with citizens where appropriate
treatment of personal data is agreed, and its use must be exclusively for purposes of the
common good and not for political benefits.

Political parties can use information from citizens to promote their ideals in political
campaigns which would not allow people to make democratic decisions.

responsible data management. From this research, a manual has been created that not
only synthesizes best practices, but also offers a roadmap for responsible data
management by the public sector.2

Closing statement
Insecurity is increasing more and more and I think I would feel safe if governments have
access to this information, the capture of international criminals is thanks to this, that
makes me convinced that it is a good option.

government it does not generate confidence in me and I decide not to do it.

The predictive capacity of artificial intelligence is based on learning from historical data.
These data are often imperfect and sometimes reflect the biases of the very people who

collected them. If we do not want the models to be discriminatory, it is necessary to


identify and correct these biases.4

In the United States, for example, a tool used by judges to estimate the risk of recidivism
was assigning almost double the odds to black individuals. This occurred because the
model was based on historical incarceration data that took into account, among other
factors, skin color.5

My third point is that I have the right to authorize companies to process my personal data
and if I do not want the government to manipulate it, I have the right not to do so.

Many times I have found that my data is outdated, or has been sold without my person to
other companies, I have even received political advertising by phone, all this leads me to
not want to allow my data to be manipulated.

In cities like San Francisco, in the United States, they have decided to ban the use of this
technology by the police. In Chile, the Investigative Police has implemented a facial
recognition system to prevent crime through cameras installed in public places, but it does
not indicate what will happen when a person who did not commit a crime is identified as
the perpetrator.6
Closing statement
I believe that today it is still very difficult to control data processing and that governments
have all the information of each individual is dangerous, although there are benefits, they
are not capable of guaranteeing the theft of this information for malicious purposes
