1. Overall Performance
The AHF WASH Project in Herat and Badghis which aimed to provide WASH Drought Emergency Response started on the 15th of November
2022. Overall, the project is implemented, reaching its overall objectives. At the project's inception phase, recruitment was done for the project
team. The new team was oriented on WV procedures and policies and some WASH-specific training. At the same time, the procurement
procedure of the Water System was initiated and contracted with the suppliers. During the Project initiation, a coordination meeting was
conducted with relevant stakeholders including the Provincial Rural Rehabilitation and Development (PRRD) and local authorities in project
implementation areas. The project was introduced through a formal letter & during the project start-up, all relevant stakeholders were involved
in project kick-off.

Following the preparatory work; the WASH team was deployed to the different areas introduced and communicated by the PRRD in Badghis
and Herat to start the surveys and the designs. Throughout the project period, 10 solar systems were constructed and put to use through
which, 13,330 individuals (6,734 male and 6,596 females) received access to clean drinking water. Out of 10 water systems, 5 water systems
were constructed in Herat (Band Emam and Ali Abad & Mir Abad in Kushk Kuhna District, Qala Goorg in Pashtoon Zarghoon District, Kariz
Khushk in Gulran District, Khalifa Rahmat in Kushk Robat Sangi District) and 5 Water Systems were constructed in Badghis (Tangi Bokan and
Charkhab in Bala Murghab District, Zanborak and Mirha sulfa in Qdis District and Layee Nezamuddin in Ghormach District).

Aside from the construction of 10 Water systems, the targeted communities were reached through Hygiene promotion focusing on hand
washing with soap practice in 10 communities. Hygiene promotion was done through community engagement and awareness creation on the
benefits of good hygiene practices and COVID-19 prevention messages the total number of beneficiaries reached under this activity is 27,150
individuals (15,166 males and 11,984 females).

2,112 hygiene kits were distributed for all targeted communities one kit per household (1,206 kits in Herat and 906 kits in Badghis). Aside from
this a toolkit which included saw, blade, plier, gloves, small box, tool kit box, pipe cutter, wrench, different size of connectors and saddles were
distributed to the WASH groups in targeted communities to do the repairing and maintenance of water systems. WASH groups are formed in all
10 targeted communities and they are trained to promote sanitation and hygiene Practices. Each WASH group has 12 Members, 6 male and 6
females.

Water quality testing and surveillance for 10 solar powered water systems is done. This is done in three phases (pre- during and post
construction) to ensure that water provided to the beneficiaries is free from fecal and chemical contamination.

The project was implemented in two different provinces, where the de-facto authorities (DFA) has its own procedures in each location, in
Badghis, the de-facto government restrictions affected female project staff movement to the field locations without their mahram. This has
temporarily affected implementations but was later resolved by providing per diem allowance to the mahram of all female staff accompanying
them (female staff) in the field. On the other hand, during the project implementation, the de facto authorities banned project implementation in
Badghis due to the presence of Internal Displaced People (IDPs) in the city, and the asked NGOs to help to move the IDPs to their original
locations. later on after several coordination meetings at a leadership level, DFA has re-allowed to work with the proviso that they will evaluate
I/NGOs work after 3-moths as per their norms and procedures, and can stop them in case of unsatisfactory work performance.

The other major challenge was that in Herat, the DFAs were not allowing WVI to start the constriction of the Water Systems without having a
signed Memorandum of Understanding (MoU) with the Ministry of Rural, Rehabilitation and Development (MRRD), despite WVI having all the
necessary arrangement (Procurement and Technical) in place. The MoU issue has caused a huge delay, which consequently caused WVI not
able to complete the project on time and requested an no-cost extension for one and half month. However, the MoU was signed in September.

There were no changes in the project design and the project was implanted as the plan.

The defectors de-facto suspended WVI WASH activities for the period between April 2022 up to September 2022 because

3. Measuring Results
Overall Project Objective To respond to the acute emergency needs and enhance the resilience of crisis affected
children and their families through provision of safe drinking water, basic sanitation and
hygiene services to communities of highest need in Badghis and Herat Provinces.

WVA achieved this by providing safe drinking water through construction of 10 new solar
powered water systems, water quality testing and surveillance of water systems (at least 3
tests are conducted per water system), establishment and training of 13 water management
committees on operation and maintenance of the systems. Hygiene promotion (awareness
creation sessions) and distribution of hygiene kits will also be conducted to promote good
hygiene practices such as handwashing with soap coupled with COVID-19 prevention
messages.

By providing clean drinking water and improved hygiene practices, diarrhea and malnutrition
rates will decrease,line, thus “saving lives in the areas of highest need” (HRP SO1). Provision
of water supply networks to these locations that are frequently exposed to drought will also
ensure that "vulnerable people are supported to build their resilience" (HRP SO3).

Comment on progress in achieving project outcome:

Communities were identified as per need assessments in the targeted districts through coordination with the de-facto government. Recent
droughts had severe impacts on the life and livelihood of people they did not have access to safe drinking water and minimum hygiene and
sanitation practices. Children and women suffer the most from these impacts. They had to walk for hours to fetch water for their families.

Description

Comment on progress in achieving project output:
13330 people received access to improved safe drinking water through 10 new solar powered water systems that were constructed, and
water quality testing and surveillance of water systems that was done. This was reinforced by the establishment and training of 10 water
management committees on operation and maintenance of the systems

Vulnerable communities were identified in coordination with the de-facto government. The project technical team researched on the
availability of safe water source in the targeted communities. The research included geological study as well as ground water study of the
targeted communities. This resulted in proper site selection of water sources. The project technical team conducted technical survey to take
all required engineering measurements for estimation of the projects. They also conducted a proper site selection for other components of the
water supply system such as solar plant area and water reservoir. They also did a risk analysis in terms of flash flood, and acquisition clarity.
Using engineering software, the project technical team did the technical design and estimation, and developed the construction Terms of
Reference for both solar system and construction parts..
Assumptions & Risks
Main assumptions are that security situation will be relatively stable in targeted areas and there won’t be any major deterioration in the
security environment which will prevent implementation. Village Shura and water management groups will remain committed and provide
support throughout the life of the project.

Main risks are related to the political instability in the country after Taliban took over that will not have major impact on the proposed project.
WVA already has strong mitigation measures in place implemented by an existing security department and security officers who collect and
assess information in Herat and Badghis on a routine basis which informs Programmed interventions. WVA has a secure warehouse in Qala-
I-Naw centre and Herat for storage of project materials. Agreements with village Shura ensures the safe passage and storage of materials in
community areas. Good support and trust established among WVA Herat and Badghis Zone staff and village Shura over many years is a key
control mechanism that WVA has in place to be successful in managing the security risks.

The construction and installation process of solar powered water supply systems in 10 communities of targeted districts in Badghis and
Herat provinces are completed according to project documents. Out of 13330 individuals received access to improved safe drinking water.

Activity 1.1.2
Standard Activity: Supply of water treatment chemicals and training on their use.
Conduct water quality testing and surveillance for 10 solar powered water systems. This will be conducted in three phases (pre- during and
post construction) to ensure that water provided to the beneficiaries is very from fecal and chemical contamination. Final community
selection will be subject to passing pre-construction water quality tests for key parameters.
Comment on achieving Activities:
Conducted water quality testing and surveillance for 10 solar powered water systems in all targeted communities. This process is conducted
in three phases (pre- during and post construction). the water provided to the beneficiaries through this system is free very from fecal and
chemical contamination and the final result of water quality testing is positive and the parameters are within the WHO standards.
The tests result is attached to the report.
Activity 1.1.3
Standard Activity: Customized Activity
Facilitate establishment and conduct training of 10 water management committees on operation and maintenance of the water systems for
sustainability. To ensure communities are prepared and enhance resilience, community members will also be trained on climate change,
development of disaster management plans and integration water resource management
Ten (10) water management committees are established and strengthened in the targeted communities, trainings on operation and
maintenance of the water system for sustainability are conducted both theoretically and practically to 10 water management committees. To
ensure communities are prepared and enhance resilience. also, trainings are conducted to communities’ members on climate change,
development of disaster management plans and integration water resource management.

Main assumptions are that security situation will be relatively stable in targeted areas and there won’t be any major deterioration in the

Activities
Activity 1.2.1

WV will conduct community consultation meetings and established 10 WASH groups in 10 targeted communities, trained, promoted
sanitation and hygiene practice at community level in target locations
Comment on achieving Activities:
10 WASH groups are established in the targeted communities of the project, five communities in Herat and 5 communities in Badghis
provinces. The total number of wash group members were 120 persons, out of which 60 are males and 60 are females. The WASH groups
are trained, material and hygiene kits are provided to the participants, hygiene and sanitation trainings are conducted at community level in
targeted locations, and the target is achieved.

Conduct hygiene promotion focusing on hand washing with soap practice in 13 communities to benefit 28,000 individuals. This will be
through community engagement to construct handwashing stations, awareness creation on the benefits of good hygiene practices and
COVID-19 prevention messages. Broadcast media (TV and Radio) will be utilized to reach a wider audience as a strategy to address the
constraints caused by COVID-19 towards use of traditional methods of behavioral change communication such as community meetings and
gatherings
Comment on achieving Activities:
The project team, WASH facilitators and WASH groups in particular, conducted hygiene promotion training sessions on hand washing with
soap practice, consultation meetings conducted, COVID – 19 prevention messages provided awareness creation on the benefits of good
hygiene practices done through community engagement in 13 communities which to benefited 27150 28000 individuals.
Activity 1.2.3
Standard Activity: Hygiene promotion with particular focus on densely populated sites/settlements - scaling-up
handwashing promotion in COVID-19 response.
Distribute essential hygiene kits such as menstrual hygiene materials (pads), and hygiene family kits to vulnerable households in drought
affected communities in the target districts of Badghis and Herat provinces.

WV will hire WASH facilitators both male and female whose responsibility will be to work closely with WASH groups, engage community
members (women, men, boys and girls) including persons with disability through behavior change approaches and also work with
community leaders to identify vulnerable members for distribution of hygiene kits.
Comment on achieving Activities:
Distributed 2112XXXX essential hygiene kits such as menstrual hygiene materials (pads), and hygiene family kits to 2112XXXXX
vulnerable households comprising of 13330 XXXX individuals in drought affected communities in the target districts of Badghis and Herat
provinces.
6 WASH facilitators 4 male and 2 female were hired for both provinces who worked closely with WASH groups, engaged with community
members (women, men, boys and girls) including persons with disability through behavior change approaches and also worked with
community leaders, identified 21121 vulnerable families and distributed essential hygiene kits as well.
Activity 1.2.4
Standard Activity : Customized Activity
On Site Regular Monitoring

The project will capture the nature of activities undertaken, participants, locations and progress toward the purpose. The project field
officers implementing the activities and M&E staff will collect routine monitoring data. This will be done through on-site monitoring, key
informant interviews, community feedback sessions, house-to-house visits, water quality tests, FGDs, document reviews
through checking indicator-related Means of Verification (MoV) such as training reports.

Considering the current situation, WV will also engage use it’s networks in at community level to engage community leaders, faith leaders
and WASH groups among others to conduct remote monitoring and also site handover where WV staff maybe unable to access the
communities on a regular basis.

Remote monitoring and site handover through community leaders and structures will be explored used as a strategy to address community
access in the event that staff may not be able to access communities whenever required.

Comment on achieving Activities:


The project field team implemented the project activities with high quality through a comprehensive plan in targeted communities. M&E
staff collected routine monitoring data through on-site monitoring, key informant interviews, community feedback sessions, house-to-house

community leaders, faith leaders and WASH groups are influenced and motivated among others to conduct remote monitoring where WV
staff were unable to access the communities on a regular basis.
Under this project all the beneficiaries including women, children and disables were involved in all stages of project cycle by influencing
community elders, faith leaders and female WASH facilitators to motivate vulnerable people of communities to take part and get involved in
the project. Communities elders played the key role on motivation and evolvements of vulnerable population during the implementation of
project and their contribution was awesome while implementing the project.

Remote monitoring and site handover through community leaders and structures is practiced during project implementation to address
community access in the event that project staff were not able to access communities at the time of need.

5. Participation of and Accountability of the Affected Population


WVA in alignment with WV Programmed Accountability Framework and other standards (i.e. CHS) ensured accountability practices into this
and every project. Based on recent community-based assessment findings, WV established 2-way communication channels mostly through
focus groups discussions, community sensitization gatherings, provision of information materials and hotlines. WVA collaborated with local
governance structures and ensured that AAP-community engagement activities are coordinated and do not overlap with other actors. All
project staff are orientated on the safeguarding policy and behavior expected of them, especially on PSEA. Child and adults safeguarding
issues (including SEA and harassment) are confidentially followed using WV data protection policies, investigated and followed-up on, with
updates given to complainants. WV staff used internal reporting system (ethics point) for registering safeguarding complaints. WVA has
coordinate with AAP Working Group and PSEA Task Force for technical guidance on addressing SEA complaints and other feedback.

WV implemented AAP through: Information Provision: ensured information is given to community members in a timely way-in languages,
formats and communication channels they prefer-so they can provide feedback and influence major decisions on service provision location
and participant selection criteria. Project participants were informed through community-awareness raising sessions and printing materials
about the behaviors they can expect from WV staff and affiliates. They were also informed about their right to ask questions, submit
complaints/feedback and know what mechanisms are available.

Project participants are provided with confidential reporting channels that are accessible regardless of age, gender, and literacy levels. WVA
has in-country hotline, where participants can call or send messages. Protection officers (male and female) answer the hotline. WVA has
shared AWAAZ’s number with project participants’ and inform AWAAZ of the project location and activities too.

Consulting with Communities: WV assured communities (including children, based on monitoring, children are caregivers of children) are
consulted on project activities and on what information they needed, and what languages and channels they prefer, through community
meetings, assessments and other methods (FGDs, etc.) Meetings are conducted in each target district/community with representatives of
different tribes and ethnic groups. Women are consulted in separate meetings or as appropriate. Minutes and outcomes from community
consultations will be documented and shared with communities widely. To promote participation, WV engaged with communities through
regular community visits and gatherings during development of targeting/beneficiary selection criteria and the location targeting/selection
process and in all project phases so that the community be able to participate where relevant and effective.

Collecting and Acting on Feedback and Complaints: Village Shura (women & men) Zone MEAL staff and trained project staff conducted
meetings with both males and females in communities (plus help desks in any distribution), and people with disabilities to ensure that their
feedback and concerns on effectiveness and quality of the project implementation are collected and properly addressed. The complaints are
collected and analyzed via the different channels and reported to both the Project Manager and Zonal Managers. The results of the CRM and
feedbacks will be used to adapt the project approaches. Satisfaction surveys are completed to evaluate assistance provided by WV and the
CRM. Complaints are securely registered in the logbook and follow-up mechanism is ensured as per WV CRM matrix. World Vision is
committed to ensure participation of female implementing the project and female who benefit from the project in implementation.

6. Risk Management
Taliban/IEA leadership declared certain rules and regulations for humanitarian organizations to operate. In the Western Region where WV
operates, the Taliban local commanders and authorities have publicly announced that the humanitarian organizations can resume their
operations.

There has been challenges of delay in project start up because of the MoU formalities and contextual changes. As an organization, we
proactively engaged with the relevant authorities to be able to reach the most vulnerable population. WV operates based on the Do No Harm
principals and sensitize the communities concerning the interventions that will be implemented through the proposed project. Accountability
and complaint mechanisms will allow target communities to feedback their concerns and assist with expectation management. With the
Taliban taken over, poor cooperation by Taliban authorities with humanitarian actors has been a serious issue. security situation is calm in
the Western part of Afghanistan, with some robbery cases that were recorded and targeted killing has been seen since they took over.

General threats include Road Traffic Incidents (RTA), harsh winter road blockade by heavy snowfall and flooding in some locations.
Previously, WV implemented similar interventions in Herat and Badghis and these projects are widely accepted by all stakeholders including
the community leadership.

The WVA Security and Access unit with support from the WV Office of Corporate Security (OCS) and WVA WASH Technical Unit ensured
that at the strategic, operational and tactical level, risk is continually being reassessed and mitigation measures revised and applied to
maintain an acceptable level of risk. Key mitigation measures enacted for the target communities, include but are not exclusive to daily pre-
activity risk analysis and stakeholder coordination, movement coordination with stakeholders, standoff distance from armed elements
maintained, re-location or delay of activities as required, CasEvac plan check and vehicle kit check.

All WV vehicles including those rented are marked with World Vision logo for easy identification. WVA Security Risk Management (SRM) is
based on a community acceptance approach and the community leadership play a vital role in risk mitigation within WVA operating areas.
SRA are updated on a set cycle, but are also revised ad hoc. SRM measures include incident mapping and reporting; Security Plan; security
briefings and staff training; Security Alert and Notification system; Communication protocol; Security and personal safety protocols; Security
guards SOPs; Distribution crowd control SOP; Missing person protocol; Evac/MedEvac Plan; Hostage Incident Management protocol;
Security equipment and equipment-related protocols (vehicles, communications, personal protective equipment, and compound hardening
including properly equipped safe rooms in all compounds etc.).

All WVA staff (national and international) are trained on Security Awareness in national Theater (SAINT) and hostile environment awareness
training (HEAT). All WV’s own and rental vehicles are equipped with first aid and all have the necessary skills to apply in the event of
emergency. WV has a security contingency planning in place taking into consideration the political and security uncertainty in Afghanistan
caused by the US withdrawal and Taliban take over. WV will continue to assess the situation and is working to resume operation in all the
targeted locations in order to be reach most vulnerable population.

7. Exit Strategy and Sustainability


Cognizant of the need to have a transition and exit strategy in place for sustainability of project achievements and infrastructure, World Vision
implemented this project in alignment with Afghanistan’s National and local government policy and procedures. From the onset of the project,
WV staff are actively engaged with MRRD at National and PRRD at provincial level in the identification and selection of project locations and
communities, aiming at ensuring sustainability by increasing the government’s ownership and participation.

Project interventions obtained formal government approval before officially commencing, coordinated and worked closely with the PRRD to
ensure alignment with government approaches and priorities. This will also promote the multi-level engagement between government
administrations and the communities they represent. In addition, World Vision has worked closely with local government and Community
Development Committees to ensure that communities continue to be supported upon project completion.

All newly constructed durable water systems are handed over to PRRD, according to the national WASH strategy, which is intended to
provide ongoing support to communities. In addition, World Vision has included a capacity building component for local community structures
such as WMCs, WASH groups, community mobilizers and volunteers to ensure that project achievements are owned at community level and
sustained even for the future generations. The community structures established and trained provided trainings on hygiene promotion, Water
Safety Planning, system operation and maintenance (O&M) and fee collection to beneficiary communities in target locations.

Furthermore, construction of sustainable safe water solar powered systems which are durable and expected to not only meet the immediate
acute water needs but also continue meeting their needs years to come is a sustainability strategy. As part of the community engagement
sensitization and awareness sessions, communities are trained on disaster preparedness, development of early warning systems paying
attention to local knowledge and response mechanisms set up to respond to the most common reoccurring disasters. This will empower
communities to be well prepared to likely shocks and strengthen their resilience.
WV staff ensure they have clearly communicated the project timeframe and clarify expectations about project design both verbally and in
writing, to sensitize and seek the input of communities on the exit strategy.

8. Lessons Learned

• Initial coordination has to be done with sectorial department before and during identification and selection process of vulnerable
communities
• Considering pump test of the existing wells in the targeted communities during the technical assessment. these will provide a
proxy guidance for potential yield/capacity for the planned works /new construction during selection of the communities
at the beginning stage, this will also avoid facing the challenges while implementation of the project through contractors.

9. Coordination
WV actively engaged with multiple working Groups, including the Water and Sanitation Sector Group; Water and Hygiene Technical Working
Groups; WASH COVID-19 Task force; and the National WASH Cluster. WV maintained close coordination and engagement with the MRRD,
the Provincial Rural Rehabilitation and Development (PRRD) and with key actors, including UNICEF, OCHA, DACAAR, ACF/AAH, NRC and
IRC among others.

WV is also a member of the Strategic Advisory Group (WSAG) responsible for assisting and advising the WASH Cluster in improving the level
and quality of implementation of its mandate and its Terms of Reference. At National and Provincial level, World Vision actively participates in
WASH Cluster meetings which are a platform to discuss and advocate for WASH issues at the national level, sharing lessons learned, and
contributing to important WASH policy debates. The National WASH Cluster is responsible for emergency preparedness activities and is the
main avenue for communication and coordination between UNICEF (WASH Cluster Lead), U.N. OCHA, NGOs, and the government on
humanitarian WASH responses.

In addition, WV actively participated in the Water and Sanitation Sector Group that is made up of the Rural Water Supply, Sanitation, and

Irrigation Program under the MRRD; U.N. agencies; and nongovernmental organizations (NGOs). For hygiene promotion (particularly for
COVID-19), WV has a close working relationship with the MoPH which has oversight on these activities. Water and Hygiene Technical
Working Groups are the forum for engagement with government, U.N., and NGO implementing agencies to discuss technical aspects of
water and hygiene. WV is a regular participant and contributor to these technical working groups. The working groups provided partners with
updates on the latest technical standards to help ensure compliance.

At the provincial and district level, WV will continue to coordinate with the PRRD, other government authorities, other NGO partners on the
ground and community groups to avoid duplication of WASH services and most importantly ensure that beneficiary needs are correctly
prioritize, communities for intervention are identified/selected and to build local capacity and ownership. WV will regularly inform the WASH
Cluster of planned activities and target communities, as well as performance monitoring, evaluation, and share assessment data. WV will
work closely with traditional leaders, faith leaders and community structures in undertaking project activities to both ensure the sustainability
of project interventions and work in alignment with government plans. During implementation, project staff will engage communities through
hygiene awareness sessions and build the capacity of community-led Water Management Committees (WMCs) in water system repairs,
operation, and maintenance.

To ensure a multi sectoral approach to addressing emergency needs and complementarity, WV will coordinate with the FSL, Education,
Shelter, Health and Nutrition sector leads in order to integrate WASH assistance interventions into food security, livelihoods, health and
nutrition. Lack of access to safe water, basic sanitation and hygiene has been proven to impact highly on achievement of FSL, Health,
Nutrition and Education outcomes.
