Director Sabalberino:

This correspondence is made in response to the letter your office sent and addressed to me which
dated May 2,2023, with respect to your query regarding the unliquidated fund transfer from 90%
HFEP 2022, amounting to P 1,923,377.68 ,which funded the on-going construction of the Rural
Health Unit at Brgy.Telegrafo, Tolosa, Leyte.
I called the attention of the OIC- Municipal Engineer, Engr. Wilfredo G. Cañas Jr, to explain the
reason why no billing was made that resulted to the unliquidated balance. Upon his explanation,
and based on his computation per the Statement of Works Accomplished (SWA), the percentage
of completion did not reach the 90% threshold that would warrant payment to the contractor
concerned, which is JDR Construction in this situation. Hence, there were no disbursements
made. With that said the amount you purport to be unliquidated is actually unexpended as of this
writing.
In addition I sent a letter to the contractor, granting their request to extend work on the
construction of the RHU,which was received by my office last January 2, 2023. The contractor
was advised of the 150 calendar day extension and deadline to finish the project by May
30,2023.
Attached in this correspondence is the letter addressed to the contractor, granting their request,
dated January 4,2023.

I am looking forward to a positive feedback regarding this response. Please also note that we will
closely coordinate with your office regarding the aforementioned project.
