Decree 13389 dated 2004 of the MoE

Decree 13389/2004 (classification of healthcare wastes and their disposal) classifies healthcare wastes
into four categories:
(1)  Non‐hazardous  waste:  similar  to  domestic  waste  such  as  kitchen  and  gardening  waste,  paper,
cardboard, etc.
(2)  Hazardous  waste  which  could  be  infectious  and  non‐infectious.  Non‐infectious  hazardous  waste
include  batteries,  spent  oil,  etc.  while  infectious  hazardous  waste  include  blood,  serum,  body  fluids,
excreta, wastes from quarantined patients, sharps, etc.
(3) Special waste including expired pharmaceuticals, chemical waste, cytotoxic, pathological waste; and
(4) Radioactive waste: waste containing radioactive substances.
It covers most aspects of hospital waste management, including:

 Definition and categorization of types of healthcare waste.
 Designation of parties responsible and legally liable for hospital waste transport and treatment.
 Waste recovery, recycling and reuse.
 Pre‐treatment of sanitary wastewater before discharge into the wastewater network.
 Management of non‐risk waste as practiced for municipal solid waste.
 Management of infectious risk waste:
 Specification for segregation, collection, transport, treatment and disposal.
 Sterilization  of  waste  according  to  the  ISO  11134  standards  within  24  hrs  from
generation.
 Final disposal of sterilized waste by microwave and steam disinfection or by landfilling in
a sanitary landfill.
 Management of hazardous waste based on existing legislation.
 Management of waste requiring special treatment via microwave and steam disinfection and/or
disposal in specialized landfills.
