2.1 Leggislative Frameworkk in Lebano
on
The Lebanesse governmen nt established the Ministrry of Environ
nment (MoE) in 1993 by the
t law No.2216
(later modified by law No.667

997). The MoE’s main taasks include monitoring and control of
environmenttal parameters, protection n of natural reserves and prevention frrom pollution n. The MoE allso
sets the enviironmental sttandards, speecifications an nd guideliness for differentt sectors thatt might have an
impact on th he environmeent. The national laws, deecrees and deecisions relevvant to the prroposed projeect
are listed in TTable 1.

2.2 EIA
A Decree 8

The Ministry of Environment issueed the Decree No. 8633 in Augustt 2012, which provides a
comprehensive descriptio on of the EIAA and IEE proccedures (Figuure 2). The EIA Decree also identifies tthe
responsibilitiies of major stakeholders, as well as the role of th
t he MoE as a principal coo
ordinator with hin
the EIA systeem. This IEE sstudy will ado
opt the MoE p procedures off the EIA Decrree.

Presented a study on the “Approaches for Developing National Geographic
Information infrastructure for the Republic of Lebanon” at the Symposium on

November, 2001. This was followed, on the next week, by a similar presentation to
Geo-Informatics and Space Technology Development Agency in Bangkok, Thailand.
Presented a paper on “Building damage Assessment in Lebanon” at the ESRI
Millennium User Conference for the Middle East, Africa & Europe regions held in
Istanbul, October 2000.
Presented a paper on the “Classification of Historic Buildings in Municipal
Beirut”, during the 21st Annual Arab Engineers Conference at the UNESCO Palace
in Beirut, November, 1998.
Presented a paper under the title: “GIS in War Damage Assessment - Case of South
Lebanon” on July 97 at the 17th Annual ESRI Users Conference in San Diego,
California.
Completed a Coding dissertation in July, 1997 under the topic “Euphoneous
Coding” tying the different elements of an organization in a sophisticated coding
structure.
Completed a Quality Control thesis in August, 1990 under the topic: "Quality
Function Deployment and the possibilities of integrating customer needs for a
clean environment."
