Below some Clarifications to bidders queries:

1. For the scope entitled “ project management”, kindly confirm if this scope covers the
design and construction phases of the project;

Answer:
The scope “project management” covers the construction phase and would include the
onsite presence to manage the budget and time plan of the project and to act as a
representative of the international equipment advisor (Design Engineering Consultant
),and Faihaa silos.

2. In the RFP documents, EDEIS is referred to as “the Design Engineering” consultant.

Kindly confirm that EDEIS is in charge of the following trades:
- Architecture;
- Mechanical works
- Electrical works
- Infrastructure utilities

Answer:
The Design Engineering Consultant will be responsible for the concept, basic, and
detailed design of the silos equipment (conveyer, elevator, control, silos, etc). After
completing the design, the Design Engineering consultant will prepare the detailed
design or functional specification and will prepare the tender documents and manage the
tender process related to the selection of the above mentioned silos equipment. During
the construction of the project, the Design Engineering Consultant will provide technical
expertise related to silos operation, and supervise the implementation.

3. It is our understanding that a third party is carrying out the geotechnical and soil
investigations. Please confirm.

Answer:
The Geotechnical survey has already started and it’s outcome shall be made available
end of May 2017).

4. It is our understanding that a third party is carrying out the topographic survey. Please
confirm.

Answer:
Yes

5. For the construction supervision phase, please confirm that the scope is limited to the
construction supervision of the structural works; i.e. another party will be supervising the
execution of the other trades (mechanical works, electrical, etc.). In this context, please
advise who is responsible for the testing and commissioning?

Answer:
Our TOR contains two assignments:
1st assignment: related to the civil structure design and selection of contractors as
explained in the TOR as part of this assignment, also includes the construction
supervision phase which is limited to the civil construction supervision work.

2nd assignment: Is the general project management which will include acting on site on
behalf and as directed by Faihaa silos and the design engineering consultant.
Especially, in the area related to silos equipment implementation, testing and
commissioning where in this particular area, the design engineering consultant will
provide the full expertise needed to supervise the implementation and the general
project manager will provide onsite presence of qualified Electro-Mechanical engineers
who can report the progress to Faihaa silos and the design engineering consultant and
act on site on their behalf.

6. In the RFP, it is mentioned that the intervention of the consultant is requested from the
detailed design phase onwards. Does that mean that another consultant will develop the
concept and preliminary design of the structural works?

Answer:
No the bidder needs to account as part of responding to our TOR for the concept and
the preliminary design of the structural works in addition to the detailed design phase
onwards.

7. Kindly provide us with the design and construction duration of the project

Answer:
The project should be executed by Q2 to Q3 2018

8. Regarding the part of the scope related to costing and optimization of cost, will the
consultant act as a Cost controller for the project (cost estimation for all trades, BoQ for
all trades, etc.)?

Answer:
Yes, the consultant will act as cost controller during the implementation phase only,
however the consultant will not have any role during the procurement of the equipment
and the implementation services of the equipment.
In terms of civil works: The consultant shall be in full control of the civil works’ cost,
budget, and time plan being the civil works consultant.
In terms of equipment: The consultant shall act as on site controller under the
supervision and direction of Faihaa Silos and the design engineering consultant and act
on site on their behalf
