1. Scope
This standard describes the minimum requirements of a Process Closed Circuit Television (CCTV)
System.

4. Process CCTV
4.1. General Requirements
4.1.1. The areas to be monitored by process CCTV system shall be in accordance with
project specifications. As a minimum Process CCTV cameras shall be located for
digital recording of flares in accordance with SES S04-E01.
4.1.2. Process CCTV system consists of controllers, cameras, monitors, digital video
recording, etc. Process CCTV system shall be capable to be remotely monitored and
controlled.
4.1.3. Process CCTV system shall be capable of combining and monitoring all process
CCTV cameras and display them at the same time. Operator shall be capable to
control or have a full screen viewing of any one of the cameras.
4.1.4. Process CCTV system field mounted equipment shall be appropriate to ambient
conditions established in project BEDD. When the devices are located in hazardous
areas, they shall be suitable for use in those areas.
4.1.5. Process CCTV system devices exposed to direct sunlight shall be equipped with
sunshades.
4.1.6. System manufacturer shall define cables between the different components of the
process CCTV system. The cabling and wiring methods shall be in accordance with
SES X05-E01 requirements. Minimum four cores fiber optic cables shall be used to
connect process CCTV cameras, and shall be in accordance with the requirements of
SES X05-S01.
4.1.7. SES X01-E02 shall be referred for cyber security requirements

4.2. Video Camera


4.2.1. Process CCTV Cameras shall be pan, tilt and zoom (PTZ) type with a minimum
resolution of 640 x 480 with the exception of cameras monitoring flare stacks, which
shall be capable of zoom only.
4.2.2. Camera lenses shall be anti-glare to improve image contrast by elimination of stray
light. Ensure that lighting and sunlight reflection do not affect the quality of pictures.
4.2.3. Pan travel of PTZ units shall be 0-360 degrees and tilt shall be plus or minus 90
degrees.
4.2.4. Pan Speed of PTZ units shall be 6 degrees/seconds; tilt speed shall be 3
degrees/seconds.
4.2.5. Sensitivity shall be at least 0.3 Lux and shall be with flicker free mode.
4.2.6. The cameras should be equipped with Auto White Balance, Image Stabilization,
Automatic Gain Control, Electronic Shutter Control, Backlight Compensation and
masking technologies to compensate for images in a view with bright back lighting.
4.3. Monitors
4.3.1. One desktop monitor shall be included in the operating console next to process CCTV
operator controller when specified
4.3.2. As an option, one large screen monitor, minimum 50 inches, should be used to show
the CCTV images. This monitor can be installed in control room and can be ceiling
mounted, providing maximum viewing ability to control room personnel.
4.4. Process CCTV Controller
4.4.1. All controls shall be available to the operator via this process CCTV controller.
4.4.2. Process CCTV controller shall be mounted in the operator console.
4.5. Video Recorder
4.5.1. Network Video Recorder (NVR) shall be used for recording videos. Digital Video
Recorder (DVR) can be used with SABIC approval.
4.5.2. The recorder shall have a time-lapse recording feature with a minimum of 30 frames
per second. The recorder shall be capable of recording 168 hours (7 days)
continuously.
4.5.3. The recorder shall have a built-in clock and calendar for time and date of the event
being recorded. The video recorder shall provide programmable start and stop
recording time from hour to weekdays.
4.5.4. The recorder shall be able to play back while recording. Playback shall be clean and
noiseless and avoid vital information being covered by a time-date stamp. Playback
facilities shall include slow motion, freeze frame, forward and reverse frame advance.
4.5.5. The recorder shall have a remote control, lock out key, automatic overwrite function
when the end of the storage media is reached. Operator shall be alerted and given the
option of backing up or changing the storage media when the end of the storage media
is reached. The alert time when the end of the storage media is reached shall be
programmable. The overwrite function shall follow the first in first out (FIFO) sequence
when the storage media is full.
4.5.6. All recorded information shall provide evidence for presentation on video information
and be accessible without disrupting the recording process.
4.5.7. Recorder shall be provided with redundant storage media.
4.5.8. Recorder shall be rack mounted.

4.6. Cooling System


Process CCTV system field mounted devices requiring temperature control should be
equipped with an air cooler device rated to the area classification in which it is installed and
can utilize the plant instrument air supply.

5. Factory Acceptance Test (FAT)


5.1. General Requirements
5.1.1 The vendor shall assemble and wire all components of the system, and perform his
own internal functional test. The test observations and results shall be recorded and
made available to SABIC.
5.1.2 After satisfactory completion of vendor internal functional test, the FAT can be
planned.
5.1.3 The vendor or EPC shall send FAT procedure to SABIC, 2 months in advance for
review and approval.
5.1.4 FAT schedule shall be communicated to SABIC at least 1 month before start date.
5.2. FAT Procedure
5.2.1 The FAT shall be conducted on the complete system including items supplied by third
parties.
5.2.2 Only the actual hardware that will be shipped to the site shall be tested.
5.2.3 The vendor shall allot sufficient space, facilities, and assistance to permit inspection
and testing of the system.
5.2.4 The duration of the test shall be dependent on the system size and shall be subject to
SABIC approval.
5.2.5 The vendor shall provide adequate manpower such as engineers, technicians, etc. to
assist SABIC in conducting the test.
5.2.6 The vendor shall supply all necessary test equipment and support services that will be
required to conduct an orderly and efficient FAT.
5.2.7 All the hardware and software failures shall be documented. All problems shall be
resolved before shipment to site.
5.2.8 The test shall demonstrate that the system is in full compliance with the specification.

6. Site Acceptance Test (SAT)


6.1 General Requirements
6.1.1 SAT procedure shall be submitted to SABIC for approval.
6.1.2 SAT shall be carried out after installation and power up of the complete system
including third party systems.
