4. Overview
4.1. Plant Communication
4.3.1.The plant communication and integrated security systems shall be state of the art, reliable, and
proven technology with full conformity to requirements specified in this standard and its
references.

4.3.2.A 20 percent growth factor shall be considered during design of each system’s infrastructure and
utilities.
4.3.3.In case of revamping of the existing plant, it is recommended to expand the existing
communication system when the existing system’s reliability, effective tie-in, and spare parts are
available.
4.3.4.For grass root projects, telephone system, radio communication system, and plant paging and
public address system shall be capable of interfacing with each other.
4.3.5.SHEM 11.06 (OMS 319.06) Crisis Management shall be referred for communication requirement
in Emergency Command Center.
4.3.6.The location of main equipment for each system should be as recommended in Table I.

4.3.8.Plant Communication Systems and Integrated Security Systems (ISS) shall comply with
applicable Cyber Security requirements specified in SES X01-E02.

4.3.9.Any conflict(s) between this standard, SES and industry standards, engineering drawings, and
contract documents shall be resolved at the discretion of SABIC.
5.1.1.There are two types of telephone systems currently in use by SABIC, IP telephony and PABX
based conventional telephone.
5.1.2.For existing PABX based telephone system, expansion can be made to serve up to 80 additional
users. IP telephony shall be implemented for addition of more than 80 users. Refer to SES-K02-
S02 for specifications and design guidelines of PABX system.
5.1.3.Distribution of telephone circuits’ bundle should be through the peripheral equipment located in
new user’s building via optical fiber.
5.1.4.For PABX based telephone line expansion, the following arrangements shall be followed in order
to keep the network infrastructure ready to be migrated with IP telephony:
a. Individual telephone lines shall be through multi-pair copper telephone cable from MDF to
a separate patch panel that shall be located where patch panel of business data LAN is
located.
b. PABX telephone lines shall be terminated to telephone patch panel adjacent to the patch
panel of business data LAN.
c. Horizontal cabling for telephone lines that shall be terminated from patch panel to STO
shall be the same as per the data network specifications from cabling and socket
perspective and it should be adjacent to data outlet.
5.2.1.Telephone hotline circuit separate from the PABX shall be provided. Hotlines shall be connected
in pairs so that upon picking up a hotline handset, the other directly wired hotline handset at other
end shall ring instantly.
5.2.2.The hotline system shall consist of handsets among which the quick communication is deemed
necessary in times of operational and security emergencies.
5.2.3.Each hotline circuit shall consist of two handsets without dial pad, but with ring down circuit and
dedicated cabling.
5.2.4.Hotline circuits identified by SABIC shall be connected to local emergency services and
government security agencies. Exceptionally for these circuit the local telecom company’s leased
lines should be used.
5.2.5.Refer to SES-K02-S02 and HCIS-SEC-08, for telephone hotline system’s details and descriptions.
5.3.1.Radio communication systems are essential for day-to-day production and security permanent
operations. For this purpose an independently owned private radio network using licensed
frequency channels assigned by the local government authority, i.e. CITC shall be provided.
5.3.2.Main components of an independent radio system shall consist of transmitters, receivers, coupler,
site controller/manager, handheld radios, base stations, vehicle mount radios. Refer to HCIS-

SEC-08 for mandatory requirements and SES-K03-S01 for specifications of radio communication
systems.
5.3.4.The self-standing antenna tower shall be in the close vicinity of radio equipment room.
5.3.5.Number of frequency channel pairs shall be determined based on total talk groups. As an industry
practice, the frequency channel pair vs. talk group calculations should be based on 1:2 ratio plus
one frequency channel pair for control.
5.3.6.Where there is existing radio system, the additional end user radio equipment should be added
with specifications matching with existing equipment architecture.
5.3.7.Desktop radio base station equipment shall not be placed on DCS console, but in a cabinet or
enclosure in adjacent room. The remote handset shall be extended to the DCS console through
tone remote adapter over structured cabling system. This is to prevent the inadvertent influence
of radio frequency interference on DCS electronics.
5.3.8.External antenna transmission line for desktop radio base station shall be connected through
lightning arrestor, which shall be grounded to external building earth.
5.4.2.Height of radio antenna tower and its location shall be determined to ensure total plant radio
coverage with adequate receiving and transmitting signal strength.
5.5.1.Paging system shall be provided for instant intercommunication among staff, facilitate emergency
paging and signaling, for personnel safety, security, operational efficiency and maintenance
functions.
5.5.2.Paging system consists of call stations for independent communication between one to one and
one to multiparty within the operational limits of plant.
5.5.3.It is recommended to install independent paging system in each plant. Consolidation of several
plant paging system shall require SABIC approval.
5.5.4.Public address system provides a method for verbal announcement over speakers located inside
and outside of buildings.
5.5.5.Public address system shall cover all the plant area within an affiliate.
5.5.7.Plant paging and public address system shall be interfaced with fire and gas detection system to
annunciate the alarms inside and outside of buildings.
5.5.8.Plant paging and public address system shall comply with SES-K02-S01 requirements.

5.6.1.Process CCTV system should have independent network comprising of centralized controller /
multiplexer or IP based network and cameras.
5.6.2.Process CCTV enables operators in control room to monitor the status of certain critical process
areas, e.g. flare, conveyer belts, tank farms, loading areas, etc.
5.6.3.Wall mounted LCD or LED screens size shall be appropriate to the room size and facilitate clear
visibility of area being monitored.
5.6.4.CCTV system cameras quantity and location should be based on the operation needs and subject
to SABIC approval.
6.1.1.In all grass root projects a complete integrated security system shall be implemented as per HCIS
directive SEC-05 and SES-K04-S01.
6.1.2.Intrusion detection system should not be provided in projects where there is an existing fence
within the same affiliate of SABIC.
6.1.3.Each integrated security network shall be interfaced with the existing SABIC enterprise security
network, which comprises of centralized database of access permissions hosted by servers.
6.1.4.The integrated security network should utilize allocated optical fibers over existing MAN fiber optic
network owned by SABIC IT.
6.1.5.All components of ISS shall be connected over Ethernet protocol over a separate dedicated LAN.
6.1.6.ISS main equipment, servers, and main equipment for ACS, VASS and IDAS shall be located in
a dedicated equipment room adjacent to security control center within the security building.
7. IT System
7.1. General
7.1.3.For network passive components and capacity planning, refer to SSITS IT-INF-CP-Passive.
7.1.4.For network structured cabling system and data LAN, refer to SSITS IT-INF-SAS-NW-PS&IG001.
7.1.6.For IP telephony system and telephone number format, refer to SSITS IT-INF-UC-IPT.

8. Infrastructure
8.1. General
8.1.1.Plant communication and ISS infrastructure shall ensure a safe, secure, reliable and easily
assessable environment for plant communications and integrated security systems.
8.2.1.UPS for plant communication systems and ISS shall be provided. UPS for security communication
equipments and ISS shall comply with HCIS directives SEC-07 and SES-E13-S01 requirements.
8.2.2.Control system UPS should not be shared with integrated security system.
8.2.3.Grounding system design for plant communication and ISS shall comply with TIA-607-C and IEEE
1100.
