THE ETHIC OF PUBLIC POLICY

DETERMINATION

Public policy : The definition of public policy is the


laws, priorities and governmental actions that reflect
the attitudes and rules selected for the public.
the principles, often unwritten, on which social laws are
based.
FEATURES OF PUBLIC POLICY
i. Goal-Oriented :All public policies have the ultimate aim to fulfil certain
goals the government has in mind. The reason for the formation and
implementation of these policies is the welfare of the citizens of the nation.
ii. Result of Government Action : Public policy is the result of the collective
of all government actions. So the actions and activities of all government
officials collectively integrate to form public policy.
iii. Can Take Various Forms : Public policy forms by the decision of the
government to do something, or even to not do something. The decision of the
government can represent itself in many forms like law, notices, ordinances,
judicial decisions, executive orders, and judgments etc.
iv. Depicts Concern of the Government : Public policy is the solution to a
problem the society is facing. This means the solution for the betterment of
society has the sanction of the government.
TYPES OF PUBLIC POLICIES
Public policies will include laws, rules, regulations, judgments, case studies, government
programs, etc. Now public policies and their nature are categorized as follows:
i. Substantive: Public policies are concerned with the concept of general welfare and the
general development of society. The general welfare and development may include
programs like provision of education and employment opportunities, economic
stabilization, law and order enforcement, anti-pollution programs etc.
ii. Regulatory Policies and Practices : These policies and practices aim to regulate the
different sectors of the economy. These regulations keep the sector in check and ensure
that there are no deviations from the government policies and plans. Take for example
the banking sector of the country. It is strictly regulated by the RBI in accordance with
the policies of the government.
iii. Facilitating Policies : The government often has many banks, institutions, etc that
facilitate and grow businesses in an economy. These bodies help implement policies to
facilitate businesses, hence facilitating policies.
TYPES OF PUBLIC POLICIES
iv. Distributive: Distributive policies are meant for specific segments of society. It
can be in the area of grant of goods, public welfare or health services, etc. These
mainly include all public assistance and welfare program.

v. Re distributive: Re distributive policies are concerned with the rearrangement


of policies which are concerned with bringing about basic social and economic
changes.

vi. Capitalization: Under the capitalization policies financial subsidies are given
by the Union government to the state and local governments.
