SUBJECT: Passport Program - Permanent Wage Enhancement

I am writing to share some important information with you about the Passport program.
The government is making the wage enhancement for personal support workers and
direct support workers who provide services to support people in hospitals, long-term
care, home and community care and social services permanent.

Further to the permanent wage enhancement, additional funds are being made available
to those in receipt of funding through the Passport program. This new funding will help
program recipients continue to support their needs, including purchasing support worker
hours.

Effective July 1, 2022, all program recipients will receive an increase to their annualized
program funding allocation amount. The funding allocation increase is not specific to
direct support workers wages and program recipients will be able to use their funding on
any admissible expenses per the Passport program’s guidelines.

In the interim, Passport recipients can continue to access funding through the same
process as the temporary wage enhancement until June 30, 2022 by submitting claims
through the regular claim process for the $3 per hour top up for any hours worked during
the period of October 1, 2020 to June 30, 2022. Similar to the temporary wage
enhancement, the $3 per hour top up on claims submitted up to June 30, 2022 will not
come out of recipients’ annual Passport authorization.

All claims must be submitted by June 30, 2022. Any claims submitted for hours
worked, or submitted, after June 30, 2022, will be reimbursed solely out of the recipient’s
available Passport authorization.

Questions
The materials attached are provided to support transfer payment recipients in answering
questions from families about the wage enhancement.
