Dear Gov. Manotoc:

In relation to DILG Memorandum Circular No. 2021-106 signed by SILG Eduardo M.

Año, all provinces thru the Provincial Governments are encouraged to conduct their
own Dagyaw: Open Government Virtual Townhall Meetings.
The “Dagyaw”, which means bayanihan in Hiligaynon, embodies the purpose of the
activity to be an avenue for citizen participation geared towards building mutual trust
between the government and its people by providing an open, neutral, and protected
space for dialogue on key national and local issues. On its third year, the Dagyaw
2021 shall conform to the overall theme of “Improving Social Accountability in Local
Service Delivery”.
Dagyaw 2021 aims to (1) increase awareness among CSOs on the national and local
governments efforts to implement the provisions of EO 138 s. 2021 or the Full
Devolution of Certain Functions of the Executive Branch to Local Governments; and
(2) provide a platform for citizens and government to hold discussions on local service
delivery in the context of the COVID-19 Recovery Efforts of the country. The program
shall also make the outputs of these dialogues as key references of government in
public decision-making, and in shaping and updating government policies that can
lead to better public sector performance and service delivery.
The Participatory Governance Cluster (PGC), through the Department of the Interior
and Local Government (DILG) and Department of Budget and Management (DBM), in
partnership with the Philippine Information Agency (PIA) along with CSO co-
conveners, has been conducting local episodes of Dagyaw sessions across regions
nationwide. For Region 1, our virtual episode was conducted last November 29, 2021
via Zoom with a topic “Usapang Ekonomiya: Mga Aral at Hamon mula sa Pandemya”.

In view of the foregoing, we respectfully encourage you to conduct “Provincial
Dagyaw” preferably before the year ends as this will also an opportunity to deliver a
State of Local Governance in your province and provide an open dialogue on how to
strengthen local service delivery to the localities. We hope to receive your response on
or before December 7, 2021 on whether your office would like to spearhead this
endeavor.
