INSTRUCTIONS TO CANDIDATES
1. The following is the schedule prescribed for admission of students to the P.G./P.G.
Diploma/Diploma/Certificate Courses for the academic year 2023-2024.

2. Candidates shall read the Prospectus carefully before online registration for Admission.
3. Application for admission should be filled in online in the University website at http://www.unom.ac.in
only.
The payment for the cost of the application (Rs.354/-inclusive of 18% GST- Rs. 54/-) should be made
through ONLINE ONLY by State Bank Collect [SB COLLECT] and the receipt of payment shall be
forwarded along with other testimonials; otherwise the application will be summarily rejected.
4. The SC/ST/SCA/SCC [SC converted Christian] candidates of Tamil Nadu alone are eligible to avail only
one application at free of cost. A copy of the community certificate [Photograph with Digital
Certificate] duly self-attested shall be emailed to the respective department along with other testimonials
to avail this concession.
5. The Tuition fees payable by the SC/ST/SCA/SCC students of other states are not being reimbursed by the
Govt. of Tamil Nadu, hence SC/ST/SCA/SCC students belonging to other states have to pay the fees in
full and later they can get it refunded from their respective State Governments scholarships.
6. Applications must be complete in all respects. Incomplete applications will be rejected without any
intimation.
7. Separate application forms at a cost of Rs.354/- (Inclusive of 18% GST- Rs. 54/-) shall be submitted
through email and also by post directly to the concern department for each programme (including regular
and self-supportive programmes) offered by the different Departments.
8. The fee structure of Self-Supportive Programme is higher than the Regular Programme. Applications
cannot be transferred from one department to another department under any circumstances.
9. Foreign Nationals including NRIs with valid passports and visa issued by the Government of India and
Refugees will be considered for admission subject to the conditions prescribed by the Government,
eligibility of schooling and qualifying examinations passed.
10. Foreign Nations including NRIs are exempted for appearing Entrance Examination.
11. 15 percent supernumerary seats are available in all the PG Programmes for Foreign Nationals including
NRIs. Two supernumerary seats are available for the students from Jammu & Kashmir in all the
departments.
12. Application submitted through online shall be printed and the scanned soft copy emailed to
respective departments and also sent the hard copy directly to the Head of the concern Department
(as per department wise given address and email id provided below) along with duly self-attested

proof for the payment of application cost and copies of necessary certificates with documents (SSLC and
HSC certificates, Community Certificate if claimed, Transfer certificate (TC), Statement of Marks,
Provisional/Degree certificate, Aadhaar card, Proof for any concession claimed etc. duly self-attested) on
or before (P.G , P.G Diploma, Diploma and Certificate Courses:) 30.06.2023.

13. Duly self-attested scanned copies of the remaining mark statements if any (i.e. 6 th semesters for 3 year
course and 8th semesters for 4 year course) should be sent to the concern department by the respective
email mentioned above and also by post (as it was done previously) within 7 days after the publication of
the results of final semester for U.G examinations.
14. The candidates who have passed their qualifying examination from other Universities shall obtain the
Eligibility Certificate from the University of Madras either by online or in person and submit the same to
the Department at the time of admission to the course of study.
15. For any clarification with regard to the eligibility certificate candidates should contact only the University
Information Centre (Enquiry Office) /ERC Section of the University of Madras
16. Admissions to PG. Programmes for the academic year 2023-2024 are based on the marks obtained in the
basic qualifying examination (100 percent). The percentage of marks shall be calculated based on the
marks obtained in both elective and core courses in the University of Madras examinations and only
the marks of core courses for other Universities. In certain PG Programmes where multiple streams of
students are eligible, the basic qualifying examination (50 percent) and entrance examination (50 percent)
will be taken into account. The details about conduct of entrance examination such as (platform, date and
time) shall be published in the University web site at a later date and also intimated to the applicants
through their email.
17. Number of seats limited to each Department offering the courses and selections are based on the
reservation policy prescribed by the Govt. of Tamil Nadu.
18. Candidates from other states (except SC/ST) will be considered for selection under General Turn only.
19. Differently abled persons shall forward a self-attested copy of the certificate issued by the Department of
Rehabilitation, Government of Tamil Nadu, in proof of evidence through concern department email id and
also by post.
20. Candidates who have completed a Postgraduate Programme at any of the University Departments will be
eligible to apply for another PG Programme or M.Phil. Programme provided,
a) The candidate has no arrears in the previous Postgraduate Programme.
b) The Candidate should not have violated the “University of Madras Students Conduct
Rules”, and
c) The candidate should submit a recommendation letter from the Head of the
Department where he/she had undergone the Postgraduate Programme.
21. University of Madras reserves the rights to not to conduct any of the Degree Programme if the
circumstances so warrant without assigning any reasons.
22. If there is any dispute regarding admission to P.G./P.G. Diploma/Diploma/Certificate Programmes, the
matter needs to be resolved only in the High Court of Madras, Chennai.
23. The date for the entrance examination for admission to certain programmes offered in the
University Departments for the Academic Year 2023-2024 will be published in the University
website http://www.unom.ac.in. The students can download their hall-tickets from the university
website by entering his/her Mobile No (10 digits) as user ID and Date of birth as password (for
example dd/mm/yyyy). For any query regarding entrance examination should be addressed to the
HOD’s office of the respective Department. The entrance examination will be held Department-
wise for the benefit of the students. The mode of entrance exam will also be intimated later by the
respective departments.

24. The provisional admission list will be published in the University website by the respective
departments. The first list of provisionally selected candidates shall pay the fees within 7 days from
the date of publication. The payment shall be made through ONLINE ONLY by State Bank Collect
[SB COLLECT] and the receipt shall be emailed and also posted to the concern Department. The
second list of provisionally selected candidates will be published based on the vacancies available
and the candidates shall pay the fees within 7 days from the date of publication.
25. The provisionally selected candidates shall visit the Department ONLY at the time of
commencement of classes and the intimation in this regard will be given by the respective HOD’s
office. The provisionally admitted candidates should submit all the original certificates at HOD’s
office for verification before attending the classes. If any wrong information is found including the
calculation of percentage of marks (as shown in item No. 16) during this verification, the candidate’s
admission will be treated as cancelled.

The University of Madras is Re-accredited by National Assessments and Accredited Council (NAAC)
with ‘A’ for III cycle and has secured 39thrank between Universities and 70th rank on Overall in NIRF India
Ranking 2022.
The University which had only 1 7 University Departments, 30 teachers and 69 research
scholars in 1912, has grown into a large teaching-cum-affiliating University with 18 Schools and
87Departments of Post-Graduate Teaching and Research and 128Affiliated Colleges, with 3 approved
Institutions(OT), 5 approved Institutions (Diploma/Certificate Courses), 04 stand alone Institutions
(MBA/MCA), and 46 approved research Institutions by 2020. The research and teaching functions of the
University were enhanced by the Report of the Sadler Commission and the gains were consolidated by the
enactment of the Madras University Act of 1923, which governs the University with subsequent amendments
made from time to time.
An idea of the strides made by the University can be had from the number of University
Departments/Colleges that have received special recognition by the national and funding agencies.

The University has signed MOUs with 14 foreign and 25 Indian Universities and also with 21
Industry/Service Organizations. Nearly 141 sponsored research projects funded by various agencies are being
carried out in the University departments. The National Assessment and Accreditation Council (NAAC) again
reaccredited the University at the ‘A’ level in 2014. The University of Madras was also one among the first five
universities in the country to receive recognition from the University Grants Commission as a ‘University with
Potential for Excellence’.
In the nearly 165 years of its existence, the University has made significant contributions to the cause
of higher education and research in the country. Many of the alumni who have come out of the portals of the
University of Madras and who have made significant contributions to science and society: Sir C.V.Raman, Prof.
S. Chandrasekhar,Dr.S. Radhakrishnan, Dr. G. N. Ramachandran, Prof. Neelakanta Sastri, Dr.T.M.P.
Mahadevan, Dr. C.N. Annadurai and among others.
The University offers Distance Education Programmes in many disciplines through the Institute of
Distance Education. The UGC – Human Resource Development Centre of the University conducts Refresher
and Orientation Programmes for College and University teachers.
The University has pioneer in many respects in terms of innovation in higher education. As one of the
three oldest universities in the country and as an institution which has given birth to practically every University
in the Southern states, the University of Madras is conscious of its moral obligation to play a pro-active
leadership role for quality in the Indian higher education system. The University continues to strive to contribute
to the higher education and research goals of the nation with an awareness of its glorious past and noble
traditions and the need for maintaining a high quality and excellence in all its future activities.
Location
The University of Madras is spread over six Campuses, viz., Chepauk, Marina, Guindy, Taramani,
Chetpet and Maduravoyal. The main Campus of the University of Madras is located in Chepauk. The stately and
historic Senate House, the Library building with its imposing Clock Tower, the spacious Centenary Auditorium,
the massive Centenary Building are some of the important buildings of the University Campus at Chepauk.
Most of the Science Departments are located in the Guindy Campus of the University. The Campus at Taramani
houses the Dr. A. Lakshmanaswamy Mudaliar Post-Graduate Institute of Basic Medical Sciences. The Oriental
and Indian languages departments, the Post-graduate Hostel for Men and the University Guest house are located
in the Marina Campus. The University Union for Sports and its pavilion are on the Spur Tank Road in Chetpet
Campus. The Botanical Garden of the University is located in the Maduravoyal Campus.
Studentship of the University
The studentship of the University of Madras is open to all without distinction of nationality, race,
community or sex. Foreign students intending to join the University are advised to write to the Director,
University Students’ Advisory Bureau (USAB), University of Madras, Chennai 600 005 at least by May of the
calendar year for appropriate action.
Citizens’ Rights
The University of Madras recognizes that every citizen, and especially the student, has the following

These rights are adhered to by the Departments of the University and by the Affiliated Colleges.
Student Support Services
The University offers a number of student support services. These include the Library, Hostel
accommodation, Endowments and Scholarships, ‘Earn While You Learn Scheme’, University Students
Advisory Bureau, SC/ST Cell, NSS and NCC activities and Avenues for Sports and Games.
University Library System
Many of the Departments of the University have their own library collections. Besides, all the
campuses of the University are served by large libraries. Computer based information services have been
introduced. The Main Library of the University is located at its Chepauk Campus. Besides maintaining a
collection of print materials, the University Library system also maintains a collection of e-resources on CDs
and also subscribe to over four thousand e-journals under U.G.C.’s INFONET programme. The working hours
of the libraries are as below:

Guindy Campus Library : 8.00 A.M. to 8.00 P.M. on all working days &
10.00 A.M. to 4.30 P.M. on holidays

Student Hostels
Limited accommodation is available to needy and deserving students in the following four hostels
maintained by the University:

Thiruvalluvar Hostel for Men, Marina Campus
Bharathiar Hostel for Men, Guindy Campus
Avvai Hostel for Women, Guindy Campus
Bharathidasan Hostel for Men, Taramani Campus
Dr.Muthulakshmi Reddy Hostel for Women, Taramani Campus
The hostels provide basic amenities including a common lounge with television, radio, newspapers and
magazines.
International Centre of Madras University (ICOM)
The University of Madras established the International Centre of Madras University (ICOM),
previously the University Centre for International Relations (UCIR) in 2003 in consonance with UGC’s X Plan
programme on Promotion of Indian Higher Education Abroad (PIHEAD) in fulfillment of its policy evolved to
promote the free flow of students from other nations to India, as well as allow Indian students to get educated in
other nations.The primary motto of the ICOM is to provide educational excellence and culturally appropriate
ambience to all International Students. The ICOM students are advised to contact the Director, ICOM,
University of Madras for Admission to the courses they are interested in. The ICOM is responsible for
processing applications of foreign students seeking admission to the University.
On being admitted after paying the prescribed eligibility fee, the students Coordinator’s office at
University Student Advisory Bureau (USAB) first scrutinize the original credentials of the foreign students who
are aspiring to pursue either higher programmes or do specialized courses (papers) and then issues eligibility
certificates. If it is an Under Graduate course, with eligibility certificate, a student is directed to go to any of the
Affiliated Colleges according to his/her choice. If it is a Post Graduate course, the student is admitted into the
respective University Departments, subject to clearance by the Ministry of Human Resource Development
(MHRD) and subject to production of student’s visa on paying the prescribed fee. The ICOM also encourages
joint Ph.D. programmes between the Madras University and foreign Universities from where the students are
hailing.
University Students Advisory Bureau (USAB)
The USAB housed in the Chepauk Campus of the University offers counseling and career guidance and
also offers placement services to Graduates and Post Graduates of the University. USAB organizes exhibitions
on careers (INFORMEX) and vocations. USAB is the authorized body of the University of Madras for
attestation of Certificates/Marks statements of the University students applying for Admission to foreign
Universities. The other activities include: Issue of Railway Concession Forms (Season Ticket, Vacation, Data
Collection and Educational Tour) to the students studying in the University Departments; Organise Science
Talent Promotion Scheme for the First year PG Students studying in the University Departments; Organise Job
oriented Short-term courses for the Unemployed Graduates; Provide Computer Training courses to the Students;
Offer coaching classes for Various Competitive Examinations such as UPSC Civil Service Preliminary
Examination/TNPSC Group I and II, Staff Selection Commission, UGC NET Examination; Conduct Seminars
and Workshops on Career Oriented Courses for the benefit of Graduates/Post Graduates students of the
University and the Public; arrange Inter Departmental Cultural Programmes (UNIFEST) for the students in the
University Departments; set up cultural get-together frequently for the International Students studying in the
University Departments and Affiliated Colleges; celebrate International Women’s day with the participation of
Women staff and students of University Departments and Affiliated Colleges.

National Service Scheme (NSS) and National Cadet Corps (NCC)
The NSS Unit of the University organizes regular and special camps related to health and hygiene,
literacy, environment, personality development, etc. These camps are usually held in the campuses of Affiliated
Colleges or in the adopted villages. These involve student volunteers in various youth-related seminars,
workshops and training programmes. NSS Unit also deputes volunteers to various Inter State Camps, National
Integration Camps and also Inter State and National Cultural Festivals. The NSS students of Madras University
area take part in All India Basic Leadership Camps (Boys and Girls), Nau Sainik Camps, All India Competition
Camps, Vayu Sainik Camps, Skeet Shooting, Drill and Glider competitions, Para Training courses,
Mountaineering courses, Army, Navy, and Air Force training, All India Trekking Expeditions, National
Integration Camps, Para Sailing, Flying/Gliding training, etc.
Sports and Games
For the promotion of sports, the Madras University Union was formed in the year 1932 at Rutland
House, Spur Tank Road, Chetpet, Chennai. The facilities include a pavilion, Sports track, Athletic Track, Volley
Ball Court, Basket Ball court, Badminton Court, and two tennis courts. Students of the University can
participate in more than 30 South zone and All India Inter-University sports competitions annually.
SC/ST Cell
A Standing Committee for the welfare of SC/ST has been constituted in the University with the
Vice-Chancellor as Chairman to look after the welfare of SC/ST students. A Special Cell for the welfare of
students belonging to Scheduled Castes and Scheduled Tribes has been set up. The cell has the responsibilities
of receiving, scrutinizing and processing applications from SC/ST students of University departments for:
100 percent Tuition Fee Concession; National Overseas Scholarship for higher studies abroad; Indian
Oil scholarships to SC/ST students pursuing full time Engineering, Medical and PG Degree course in Business
Administration / Management in recognized Institutions; Closely monitoring the implementation of the
reservation policy of the State Government in Admission and hostel Accommodation; Collecting Data from the
University Departments and Affiliated Colleges regarding Admission of SC/ST students and Hostel
Accommodation/ SC/ST students may contact the SC/ST Cell, University of Madras, Chepauk Campus for any
guidance and redressal of grievances.
The Special Cell for the Welfare of Scheduled Castes and Scheduled Tribes was set up in the University as per
the suggestion of the University Grants Commission on 17/07/1985.

Endowments
Several medals and prizes for rank holders in various examinations, for outstanding essays, for thesis
are awarded under various Endowments instituted in the University.
These guidelines have been issued by the University Grants Commission (UGC) in order to help
students, teachers, administrators and institutions understand what the minimum entitlements of the students
are. These guidelines apply to all the colleges and universities in the country (this expression includes every
institutions of higher education even if it is not called college/university) without any exception. It shall be

mandatory for every college/university to publish the present Guidelines in full in its Prospectus and also post
it on the homepage of its website.
Some of the provisions stated here are already covered by existing laws or Rules and Regulations of the
UGC. But the students shall continue to enjoy all the right under existing laws, rules and regulations which
may not have been mentioned in these Guidelines.
1. Admission
1.1. An announcement or advertisement for any course of study must clearly specify whether the degree
granted is notified by the UGC and other relevant statutory authorities [Under Section 22 c of the
UGC Act, latest list available at the UGC website] and whether the university that awards the
degree figures in the list of universities maintained by the UGC [available at the UGC website].
1.2. A student seeking admission is entitled to a document (usually called ‘Prospectus’) that specifies
the curricula including syllabi, names and academic profile and status of the faculty, mode and
frequency of evaluation, duration of the course, academic calendar, comprehensive information
about fees or charges of any kind, and refund rules. The information given in the prospectus should
not be changed to the disadvantage of the student during the course of study; any change if
necessary must be communicated to each student individually spelling out reasons for such a
change.
1.3. The Prospectus must spell out exactly the process and criteria for admissions. This includes
weightage given to previous academic performance, entrance examination and interview. The
syllabi and format of the entrance examination must be spelt out. The final scores of each candidate
who appeared for entrance examination including all the components and the entire waiting list
must be made public.
1.4. Information about any reservations or quota for any category, the eligibility criteria for these
reservations/quotas, certificate required for seeking admission under these must be stated clearly in
the Prospectus.
1.5. The student must not be asked to produce documents which have not been mentioned in the
Prospectus. While the institution can ask the student to produce the original documents (such as
School Leaving Certificate, Marksheet, Caste certificate) for verification, they cannot retain any
original documents of any students. [As notified by UGC on 23rd April 2007, F. No. 1-3/2007 (CPP
II)]
2.1. It is the responsibility of the college/university to help the students develop their learning skills by
facilitating the creation of learner centric environment conducive for quality education. The
students are entitled to receiving instruction and reading material in all the languages allowed by
the institution as medium of instruction or examination.
2.2. The students who begin with a difficulty due to social handicap or a shift in the medium of
instruction are entitled to special support to bridge the gap.
2.3. The students are entitled to availability and presence of qualified teacher, fulfillment of the
specified number of teaching days and contact hours for each course and completion of syllabus on
time. [UGC Regulations on Minimum Qualification of Teachers… 2010]
2.4. The students are entitled to reasonable access to facilities, services and resources including library
(that stocks textbooks, reference books, journals, e-resources), laboratories, and ICT facilities in the
languages permitted as medium of instruction or examination.

2.5. The student are entitled to fair, transparent and timely evaluation, including fair provisions for
timely re-checking or re-evalutation of the scripts and redressal of any grievance related to the
evaluation process. The students are entitled to a copy of their answer scripts after the declaration
of results.
2.6. The students are entitled to timely conduct of examination and declaration of results as specified in
the academic calendar in the Prospectus. They shall be entitled to the award of degree within 180
days of the declaration of results.
2.7. The students are entitled to give regular feedback on the quality of teaching, students services and
institutional infrastructure. The college/university shall establish mechanisms for seeking this
feedback regularly and taking student feedback into account for review and improvement.
3.2. A college/university will make utmost effort to ensure that no student is deprived of opportunities
of quality education for lack of sufficient financial resources. It is the responsibility of the policy
makers to ensure that sufficient funds are made available to implement this principle. The
Prospectus shall contain consolidated information about scholarship/fellowship/financial aid
scheme of any type that that is available to the students. It shall bring to notice and assist the
students in accessing such schemes. It shall ensure that the procedure for selection is fair and
transparent.
4. Infrastructure
4.1. The students are entitled to access to appropriate resources including classrooms, libraries,
laboratories and other academic facilities necessary for quality education. [UGC rules and
regulations for fitness of universities and colleges for Grants under section 12 B of the UGC Act
1956, Private University Regulation, Deemed University Regulation].
4.2. The students are entitled to reasonable access to sports and recreation facilities, avenues for literary,
aesthetic and other extra-curricular pursuits.
4.3. The student are entitled to reasonable attention to medical and heath requirements including free
and periodic health check-up and treatment/hospitalization in case of medical emergencies.
4.4. The students are entitled to a reasonable access to adequate, clean and hygienic hostel/residence
accommodation that provides basic amenities including recreational facilities. Such accommodation
should be affordable and must not be utilized by the institution for profit making. Accommodation
meant for students must not be encroached upon by the institution for any other purpose.
4.5. Student with disability are entitled to access to all schemes, facilities and services in the university
without discrimination. The college/university shall strive towards a universal design of learning
based curriculum that can address the needs of the broadest possible range of students by
minimizing barriers and maximizing learning for all students. The college/university shall provide
barrier free access, special library resources (including Braille and ICT resources], provisions for
sign language interpreter/transcriber, the required equipments and electronic resources and the

5. The students are entitled to non-discriminatory treatment (in the sense of absence of harassment,
victimization or exclusion) in every aspect of institutional functioning. Any discrimination based on

5.1. In particular, institutions shall not discriminate against students belonging to Scheduled Caste and

5.2. The students are entitled to protection from sexual harassment by complaining to the Gender

8. The students are entitled to full and correct information about any institution of higher education in

Choice Based Credit System (CBCS) pattern from 2001-2002 onwards.
Choice-Based Credit System is a flexible system of learning. ‘Credit’ defines the quantum of

Medical Insurance and submit a copy to ICOM.
2. All foreign students admitted to different course of study and research in different departments are required
to pay a sum of US $200 as additional fee towards repatriation if any, through Demand Draft in favor of
“The Registrar, University of Madras” or online payment. The proof of payment shall be submitted to the
ICOM.
