This has been reported publicly by the media - linked here W22M13 Nows. This did happen. | am very concerned that if Gibbs is willing to speak to commissioners in this way, that he is very likely to treat the employees. and citizens of Ottawa County in similar fashion. | would like to address the situation and provide the facts as | experienced them. At the end of the 28Feb BOC meeting, | publicly requested an update on the status of the application for Nathaniel Kelly as Health Officer. Commissioner Moss prevented Gibbs from answering the question during 12b General Comments section of the agenda. Gibbs offered to update me after the meeting ended. | spoke to Gibbs after the meeting, Commissioner Curran was with me, the update was that he ‘thought the application was still in HR. | informed him that this is a critical position in our county and we need to know why weeks are going by with no updates. He said he would get back to us with an update after he spoke to HR. | sent follow up questions on this by text to Gibbs on 28Feb, 2Mar, and 3Mar (see attached) with zero response. Commissioner Curran asked the status by email 2Mar asking the same question and cc’d myself and you on the email. Still, no answer. ‘On 14Mar, with two full weeks of Admin Gibbs ignoring Commissioner Curran and myself, | went to him in person before the meeting began. This is the exchange that was reported on my WZZM. | said "Hey John, I stll need to know the status of the Kelly appointment to Health Officer”. He ignored me and just stared straight ahead into space. So | continued, “I would like to know before the meeting begins so that | do not have to ask the question again in public”. He said something about how he thinks he communicates well with commissioners. So | responded “Then would you please give me an update”, He then gave me a short update explaining the multiple reasons that they have decided to hold the application in his office. | replied “Thank you for that, but going forward, would you please respond to ur texts and emails so that we don’t have to continue asking you" ? Gibbs replied “Get out of my face, dude!”. Get out of my face dude? | replied. | said “John, | am a commissioner, it is my job to provide oversight on matters like this”. Gibbs replied "Get out of my facel”. | told him this was incredibly unprofessional and I returned to me seat. Attached are my BOC Agenda notes, because I wrote down the exact language he used with me on them. |also noted my initial “anger management problem” reaction, Next to Gibbs sat Jack Jordan. Behind me was Commissioner Terpstra. Please investigate this for violations of HR policy. | have attached and highlighted some of the ways ! believe it was violated. Gibbs behavior was threatening, insulting, hot tempered, and bullying. | desire toprotect the employees from them experiencing this behavior, which is why | have no choice but to report it.
