Dear Dir. Ramos:

Greetings of Peace and Prosperity.

The undersigned counsel most respectfully appeals before your good office to allow the
transfer of the impounded vehicle, a Toyota HiAce Commuter bearing Plate No. NDA 5829,
from the impounding area of LTO Bacolod to my client’s garage located at Brgy. Bulanon,
Sagay City, Negros Occidental. Attached hereto is a machine copy of the Motor Impounding
Receipt as Annex “A”.

That the fine prescribed for the aforementioned violation was faithfully settled by my
client in the amount of TWO HUNDRED THOUSAND PESOS (Php200,000.00) on September 3,
2019. A machine copy of the Official Receipt issued by LTO Bacolod is hereto attached as
Annex “B”.

That the undersigned humbly submits this appeal for the transfer of the vehicle from the
impounding area of LTO into my client’s garage in order to preserve the condition of the
vehicle during the 3-month period of impoundment. The current impounding area of LTO
Bacolod is already crowded and the safety of the vehicle may be jeopardized. Given the
number of people that LTO Bacolod serves every day and the growing number of vehicles in
the lot, it would be prudent for owners of impounded vehicles to request for the temporary
transfer of the said vehicles to their respective garage to help ease the congestion at LTO
Bacolod.

Furthermore, the subject vehicle is still covered by a chattel mortgage with Toyota In-
House Financing. That the monthly amortization of the vehicle has not yet been fully settled,
having paid at the present, 8 out of the 60 months of installments.

Accordingly, my client binds himself to follow all the rules, regulations and guidelines
of LTO Bacolod relative to the transfer of the impounding area to garage, should this request be
given due course. That my client obligates himself to keep the vehicle in the garage until the
three (3) month period of impounding, counted from the receipt of payment, has lapsed. That
in the event that the vehicle leaves the garage and thereafter apprehended by the elements of
LTO, the vehicle will be brought to LTO grounds and will no longer be allowed shelter in my
client’s garage, subject to penalties and sanction as may be imposed by your good office.

This request, if merited, releases all the personnel and officers of LTO Bacolod and
Region VI from any liability that may arise relative thereto.
