TITLE OF THE ACTIVITY: TRAINING-WORKSHOP ON STREAMLINING BUILDING PERMITS AND CERTIFICATE OF
OCCUPANCY (BPCO) FOR LGUS CUM ORIENTATION ON THE INTEGRATION OF BARANGAY
CLEARANCE IN THE LGU PERMITTING PROCESS
BACKGROUND AND RATIONALE
Republic Act No, 11032 specifically mandated local government units (LGUs) to streamline their respective procedures and
authorized the Anti-Red Tape Authority (ARTA), DILG and other agencies to recommend policies, processes, and systems in
improving regulatory management to increase the productivity, efficiency, and effectiveness of business permitting and
licensing agencies, and provide technical assistance and advisory opinions in the review of existing procedures to ensure
timely delivery of services to the public.

The DILG, in collaboration with the ARTA, DPWH, DICT, DTI, PRC, and the BFP issued JMC No. 2021-01: Guidelines on the
Construction-Related Permits that aims to further streamline the standards in issuing building permits and certificates of
occupancy by streamlining of processing time imposed by RA 11032 or the Ease of Doing Business and Efficient Government
Service Delivery (EODB-EGSD)Act of 2018. An amendment to the said JMC was issued on 2021 to provide guidelines in the
streamlining/reengineering of relevant LGU processes related to the issuance of construction-related permits and certificates
consistent with the provisions of the National Building Code of the Philippines or PD1096 s. 1977, and RA11032 and their
respective Implementing Rules and Rgulations (IRR).

Furthermore, as part of the Department's continuous effort to ensure effective implementation of the EODB Act, three (3)
policy guidelines were issued, in partnership with concerned agencies, to improve business transactions and regulatory
process of LGUs to include the integration of barangay clearance in the LGU permitting process.

In order to successfully implement said reforms at the local level, a Training-Workshop on Streamlining Buidling Permits and
Certificate of Occupancy (BPCO) for LGUs cum Orientation on the Integration of Barangay Clearance in the LGU Permitting
Process will be conducted. Hence, this activity design.

OBJECTIVE

General Objective:
1.Capacitate LGU functionaries, BFP personnel, and DILG Regional/Provincial Focal Persons in the adoption and
implementation as per requirements on Streamlining Building Permits and Certificates of Occupancy.
2. Equip participants with necessary knowledge and skills on the integration of barangay clearance in the LGU permitting
processes and other EODB-related initiatives.

The expected participants to this activity are DILG Regional Focal Person, DILG Provincial Focal Person, and LGU Functionaries.

The total number of participants is 85, the guaranteed attendees is 64 which is 75% of the total number of participants.

INCLUSIVE DATE/S: The activity shall be conducted via face to face in Regions from August to December 2022.

MONITORING AND EVALUATION (As applicable)
The DILG XII shall be responsible in the monitoring and evaluation of the activities indicated in this design. As part of the
monitoring mechanism, the focal person or unit concerned shall prepare and submit the following documents to appropriate
authorities within 7 days after end of the activity: a) profile of the participants, if any; and b) post-activity report or terminal
report, whichever is applicable.

BUDGETARY REQUIREMENTS
A total of Three Hundred Seventy Thousand Two Hundred Thirty Two (Php 370,232.00) will be needed for the conduct of the
activities, broken down as follows:
The above activities shall be chargeable to the downloaded funds to Improve LGU Competitiveness and Ease of Doing Business-
Continuing Fund subject to the usual accounting and auditing rules and regulations.
