 The purpose of this HSE Plan is to provide for the systematic identification, evaluation,
prevention and control of general workplace hazards, specific job hazards, potential hazards and
environmental impacts that may arise from foreseeable conditions during installation and
servicing of industrial projects and power plants.
 This document shall be followed by BIPL as well as BIPL’s Sub-Contractors at all installation and
servicing sites. In case BIPL has contractual HSE obligations towards customer, this document
will be followed in conjunction with (BIPL’s) customer specific requirements, ensuring that
applicable systems, controls and checks of both are implemented in letter and spirit.
 In case the customer has any specific requirement, the same is to be fulfilled but may not
include financial inclusion.
 Although every effort has been made to make the procedures and guidelines in line with
statutory requirements, in case of any discrepancy relevant statutory guidelines must be
followed.
OBJECTIVES
 The HSE Plan reflects that BHEL places high priority upon the Occupational Health, Safety and
Environment at workplaces. BHEL and its sub-contractor are committed to:
 Health & Safety: Prevent injury and ill health of all persons at site (‘Persons’ refers to all
personnel including managerial, supervisory, professional, technical, clerical and other
workers including contract laborers)
 Environment: Prevent pollution to environment and ensure protection of environment
taking into account interested party concern and conservation of resources and
reduction of wastage
 Legal Requirements: Comply at all times with the relevant statutory and contractual
HSE requirements.
 Competency, Training & Awareness: Provide trained, experienced and competent
personnel. Ensure medically fit personnel only are engaged at work. Provide all
personnel with adequate information, instruction, training and supervision on the
safety aspect of their work.
 Maintenance of Equipment: Ensure fitness testing of all T&Ps. Lifting appliances like
cranes, chain pulley blocks etc. are certified by competent authority.
 Safety during Operations: Provide and maintain plant, places and systems of work that
are safe and without risk to health and the environment. Effectively control, co-
ordinate and monitor the activities of all personnel on the Project sites including
subcontractors in respects of HSE. Establish effective communication on HSE matters
with all relevant parties involved in the Project works.
 SHE Improvement: Capture the data of all incidents including near misses, process
deviation etc. Investigate and analyze the same to find out the root cause. Ensure
timely implementation of correction, corrective action. Ensure continual improvement
in HSE performance.

 To achieve “Zero Incident at Site” (LTI) 100% compliance of all legal/statutory requirements
related to HSE.
 100% Health, Safety and Environmental Induction training attendance for all workers.
 100% High Risk activities to be carried out only after approved Method Statement, HIRA /
Aspect-Impact / JSA / OCP and Permit to Work are implemented.
 100% PPEs compliance in high and medium risk activities.
 100% monitoring of all Work Areas
 100% detection of non-conformities in work area and 100% closure within specified time
 100% incident (near miss, minor, major, other) reporting, recording and reviewing for
corrective actions.
 Regular Safety Reviews to assess HSE program compliance and 100% closure of any recognized
gaps to continually improve safety management and incident prevention.

Becquerel Industries Pvt. Ltd. (BIPL) is specialist geotechnical contractors carrying out ground
investigation, foundation and specialist geotechnical work for the construction industry. We believe
the companies’ most valuable asset is its employees, who along with other stakeholders and third
parties have the right to work in a safe environment. We are also committed to ensure that the
highest possible standards of health and safety are achieved in our operations.

To underline commitment to continually improving health and safety performance of these


companies, a health and safety management system has been established that meets the
requirements of the latest ISO 45001 and other associated standards that the company subscribes to.

All group companies comply with all applicable health and safety legislation, regulations, approved
codes of practice. Furthermore we co-operate fully and maintain open relationships with all regulatory
authorities and other interested parties.

Consequently we shall:

 Fully comply with our legal, other and moral obligations in respect to our business activities
and Endeavour to follow, and lead, industry best practice.
 As far as is reasonably practicable, eliminate hazards, reduce and control our health and safety
risks to our employees and others who may be affected by our works and associated activities.
 Ensure suitable and sufficient resources are given to manage the health, safety and welfare of
our employees and others under our control across all levels of the business.
 Provide a documented health and safety management system that clearly indicates its intent,
outlines the responsibilities of its employees and provides safe systems of work. This
management system shall be regularly reviewed and updated when required.
 Take all reasonable steps to provide a safe and healthy working condition for the prevention
of work related injury or ill health to our employees or other third parties who may be
affected by our works.
 Provide and maintain safe plant and equipment.
 Provide all employees with suitable and sufficient information, instruction and training to
enable them to carry out their given tasks safely.
 We actively seek participation where practicable, including consulting and communicating
with employees and where they exist, workers’ representatives and other interested parties
on matters relating to their health and safety.
 Set and regularly review health and safety objectives and targets (risk and opportunities),
which are monitored to measure commitment to continually improving our health and safety
performance and management system.

This policy, is reviewed annually, is communicated to all employees and persons working on our behalf
and is displayed at all of our offices and sites and is made publicly available via our websites.

Construction workers are the asset of our nation, so it is our responsibility to take care of them,
especially Environment Health and Safety related issues during construction. Following are the
guideline.

 Construction Worker below eighteen years and above fifty-five years old should not be allowed at
the site for any project work.
 Before entering the site, every construction worker should be going through a health checkup and
induction training. The final decision, according to physical fitness, rests with the site
management/concerned person. 
 Smoking, chewing tobacco and any bad habits prohibited at the site to avoid any mishap.
 Sub-contractors must have past work experience and shall ensure adequate supervision at the
project site. They must also ensure that all construction workers will be working under them will
not violet any rules and regulations of the site. 
 Without proper Personal (P) Protective (P) Equipment (E), as required depending upon the type of
work nobody is allowed to the site work. 
 All PPE like safety jacket, shoes, safety helmet, safety harness etc. shall be arranged before the
start of the job as per the recommendation of site safety Engineer or as per environment health
and safety manual.
 Eye protection glass must be used during chipping, grinding, welding and gas-cutting work as per
guideline.
 Sub-contractors shall confirm that all their workmen are obeying safety rules and regulation while
travelling in the company’s transportation and staying at the company’s accommodations.
 Excess food and other wastes shall be disposed of suitably as per guideline provided in
environment health and safety manual. 
 It is to ensure that construction worker colony living rooms and toilets shall be well maintained and
hygienic by sub-contractor.

 It is essential to follow all the below-mentioned rules and regulations of environment health
and safety for the construction site to avoid any accident.
 After excavation of soil, pits shall be barricaded and remain intact until the backfilling of soil is
completed. The safe access shall be ensured into every excavated area for construction.
 At night shift work, adequate lighting arrangement should be available at the site for safe
working. 
 Swing area of construction equipment shall be adequately guarded by safety ribbon or hard
barricades to avoid any accident.
 Ladders being used at the construction site shall be adequately secured at top and bottom.
Ladders should not be used as a working platform.
 Proper barricading should be provided during crane lifting and dismantling and a signalman to
be deputed to ensure that nobody stands under a suspended load or a restricted area.
 Running at the site is wholly prohibited except for an emergency.
 Construction materials should not be thrown from heights in any case during working.
 Anyone below 18 years old should not be allowed to enter the construction site
 Female workers should not be allowed to work at height and other high-risk areas.

 INCIDENT: Work- related or natural event(s) in which an injury or ill health (regardless of
severity) or fatality, damage to property/environment occurred, or could have occurred.
 NEAR MISS: An incident where no ill health, injury, damage or other loss occurs, but it had a
potential to cause, is referred to as “Near-Miss incident”.
 FIRST AID CASES:
 Visit to a physician or a licensed health care professional solely for observation or
counseling
 Conduct of diagnostic procedures like X rays, blood test including the prescription
medications used solely for diagnostic purposes (e.g. eye drops to dilate eyes)
 Using a non-prescription medicine at non-prescription strength (for medication available
in both prescription and non-prescription form as recommendation by a physician or other
licensed health care professional to use a non-prescription medication at prescription
strength is considered medical treatment for record keeping purposes};
 Administering tetanus immunizations (other immunizations, such as Hepatitis B vaccine or
rabies vaccine, are considered medical treatment);
 Cleaning, flushing or soaking wounds on the surface of the skin; 6. Using wound coverings
such as bandages, Band-Aids TM, gauze pads, etc.; or using butterfly bandages or steri-
strips TM (other wound closing devices such as sutures, staples, etc., are considered
medical treatment);
 Using hot or cold therapy;
 Using any non-rigid means of support, such as elastic bandages, wraps, non-rigid back
belts, etc. (devices with rigid stays or other systems designed to immobilize parts of the
body are considered medical treatment for record-keeping purposes);
 Using temporary immobilization devices while transporting an accident victim (e.g.,
splints, slings, neck collars, back boards, etc.).
 Drilling of a fingernail or toenail to relieve pressure, or draining fluid from a blister; 11.
Using eye patches;
 Removing foreign bodies from the eye using only irrigation or a cotton swab;
 Removing splinters or foreign material from areas other than the eye by irrigation,
tweezers, cotton swabs or other simple means;
 Using finger guards; 15. Using massages (physical therapy or chiropractic treatment are
considered medical treatment for recordkeeping purposes); or
 Drinking fluids for relief of heat stress. No other treatments are considered first aid.
 TYPE OF INCIDENT / ACCIDENT & THEIR REPORTING:
The categories of Incident / accident are as follows:
Non-Reportable Cases:
An accident, where the injured person is given first aid and discharged for work without
counting any lost time.
Reportable Cases (LTI or Loss Time Injury Cases):
Minor: In this case the injured person resumes duty within 48 hours of incident Major: In this
case the injured person is disable for 48 hours or more and is not able to perform his duty. (As
per IS 3786).
