POST ACTIVITY REPORT


WHAT : RESCUE 24 ENHANCEMENT TRAINING
WHEN : OCTOBER 22-24, 2021
WHO : RESCUE 24 MEMBERS AND MDRRMO PERSONNEL
The MDRRMC thru its Chairman, Hon. Mayor Washington M. Taguinod had conducted a
Refresher Course among the Rescue 24 members and the MDRRMO Staff to equip and enhance the
Responders on the latest information and skills on Basic First Aid, Flood Swift Water Rescue and
Proper Boat Handling from October 22-23, 2021.
The Resource Persons were: SFO1 Virginia Eclipse Morgado of BFP Peñablanca on Basic
First Aid, Sir Fitzgerald T. Pagalilauan , LDRRMO I on Flood Swift Water Rescue , Sir Rolando
Graneta on Values Orientation and the Personnel from Philippine Coast Guard for the Swimming
Techniques and Proper Boat Handling.
On October 22, 2021, the Opening Program was held with the presence of the Local Chief
Executive, Hon. Washington M. Taguinod, Municipal Administrator Jonathan L. Taguinod, Rescue 24
President, Mr. Rolando Graneta and the invited resource persons.
During the 1st day, SFO1 Morgado had discussed the different Basic First Aid Techniques
followed by a simulation among the trainees.
In the evening, Mr. Rolando Graneta discussed on the Rescue Discipline and Values that every
rescuer must uphold. He emphasized the significant role of the rescuers in the community and the
core values that each must possess to show their passion and commitment as volunteer life savers.
On October 23, Sir Fitzgerald T. Pagalilauan , LDRRMO I discussed the topic on Flood Swift
Water Rescue. He explained in detail all the prescribed techniques and strategies during water rescue
to ensure the safety of the responder and the success of the rescue operation Afterwhich, personnel
from the Philippine Coast Guard discussed on Ropemanship. The different techniques on Knot-tying
was taught to each participant with the assistance of the team who had already undergone the said
training.
Finally, on the last, the Personnel from Philippine Coast Guard demonstrated the different
Swimming Techniques and Proper Boat Handling. Each participant was required to perform all the
techniques as demonstrated by the lecturer, followed by the demonstration per team. It is in this point,
that some members found out, that they are no longer capable of doing water rescue due to ageing
and underlying health condition.
Then the final test, is the proper boat handling in case the boat was capsized during rescue.
The PCG Group first demonstrated then divided the team into 3 to test whether who can properly
handle the boat and return after being capsized.
The three-day Refresher Course was very successful as the members gauged again their
strengths and weaknesses and build the spirit of camaraderie and brotherhood.

POST ACTIVITY REPORT


WHAT : BATCH 5 RESCUE 24 TRAINING ON WATER SEARCH AND RESCUE AND
BASIC LIFE SUPPORT AND VALUES ORIENTATION
WHEN : DECEMBER 04-09, 2022
WHO : LGU/BARANGAY/SK OFFFICIALS AND VOLUNTEERS
The MDRRMC thru its Chairman, Hon. Mayor Washington M. Taguinod had initiated another
recruit for responders last December 04 – 09, 2022 who were trained on Water Search and Rescue,
Basic Life Support and Values Orientation.
The Training was held with the Technical Assistance of the Coast Guard North Eastern Luzon
headed by its District Commander CG LTJG Juanito A Melad and his team, BFP Personnel thru SFO2
Jonathan A Remigio and FO2 Joycee Floro Corsino, also from the PNP thru PMAJ Harold P Ocfemia
and the PSWDO II, Sir Bonifacio Caliguiran.
The Opening Program was held on December 04, 2022 at the same time the Lecture on Values
Orientation was conducted thru PSWDO II, Sir Bonifacio Caliguiran, followed by the Basic Life
Support Lecture from the BFP and MDRRMO Personnel then a talk from the PNP on Rescue
Protocols thru Chief of Police, PMAJ Ocfemia.
December 05 – 09, 2022 was purely lecture and Demonstration/Simulation on Water Search
and Rescue by the Philippine Coast Guard headed by District Commander Melad.
To ensure the safety of the trainees, a Medical Team was also assigned during the whole
duration of the training from the Municipal Health Office and the Senior Rescuers.
For the second day of the training, two participants widrew due to health problems.
Despite the inclement weather during the training, still the simulation was conducted.
On the 3rd night, a Reception Party was held to welcome the new batch.
Finally, on December 09, 2022, 35 strong, able-bodied and determined responders completed
successfully the training requirements, thus awarded their certificates during the graduation.
Attached are the Attendance Sheet during the Training and a Copy of the Certificates. The
activity was held at the Quibal Gymnasium while the simulation exercises was held at Sitio Bagabba
in Barangay Agguddan, this municipality.
