1.0 Project Background


Namami Gange is a flagship programme of Government of India launched in 2014 to accomplish the
twin objectives of effective abatement of pollution, conservation and rejuvenation of River Ganga.
The Programme is being carried out in five states of the country - Uttarakhand, Bihar, Uttar Pradesh,
Jharkhand and West Bengal by the National Mission for Clean Ganga (NMCG).
To facilitate its mission in Uttar Pradesh, NMCG has proposed to development a New STP in
Saharanpur to treat the sewage received in sewerage zones of the city, and also integrate the existing
assets including STPs and pumping stations in the remaining sewerage zones to enable effective
monitoring and treatment of sewage in the city of Saharanpur.
The proposed project is to be funded completely by the Central Government through the Namami
Gange Programme, and will be implemented and monitored by the Uttar Pradesh Jal Nigam (UPJN).
2.0 Saharanpur town at a glance
2.1 Introduction
Saharanpur city is located in the state of Uttar Pradesh and is the administrative headquarters
of Saharanpur District and Saharanpur Division. The city grew in a region named after a Sufi Saint
Shah Haroon Chishti. It was founded by Sah Ranbirsingh, a Jain nobleman who was the Mughal
treasurer. He laid the foundations of the present day city on the site of an army cantonment. The city
is situated close to the borders of the states of Haryana and Uttarakhand. The district Saharanpur has
fertile agricultural region that produces plentiful grains and fruits. Saharanpur is known for its wood
carving cottage industry as well as a thriving market for local agricultural produce,
including basmati rice and mangoes. A variety of industrial enterprises are located here including
textiles, sugar, paper and cigarette factories. The city is located about 550 km from the capital city
of Lucknow, 164 km Delhi and 70 km from Dehradun, the capital of the state of Uttarakhand.
Saharanpur city has been selected for developing infrastructure under both the 'Smart City' and
AMRUT schemes, which are to be funded by the central government of India.
2.2 Climate
Saharanpur has a monsoon influenced sub-tropical climate due to its proximity of the Himalayan
region. The climate in Saharanpur is warm and temperate. Saharanpur records an average annual
temperature of around 23.3oC. June is the hottest month, while January is the coldest. The annual
average rainfall received in the city is 1204 mm. The month wise temperature and rainfall received in

Based on the overall projections for the town overall population is further subdivided into ward wise
population based on present and future population densities for respective ward. Ward wise

The Projected population in DPR is in similar range as projected in the Master Plan of the city.

3.0 Project Overview


3.1 Need for new infrastructure to treat the wastewater generated in Saharanpur
Saharanpur is a city in Saharanpur district of the State of Uttar Pradesh (UP). It is situated about 164
kms. from Delhi. Average annual temperature is around 230C. Average elevation of the city is 275.05
m above MSL. Total geographical area of Nagar Palika is 45 km2. There are 60 wards in the city.
The rivers Dhamola and Paondhoi are the freshwater rivers entering Saharanpur city from the north
side. River Paondhoi confluences with River Dhamola in Saharanpur city before railway line and
after traversing a further distance of 8 km, confluences with river Hindon.
There are 103 drains discharging wastewater into the above 2 rivers. Primarily these drains are meant
for carrying storm water during the rain but also carry sewage from the houses, institutions,
commercial establishments, colleges etc. and polluting rivers Paondhoi and Dhamola. This has
resulted in an increase in pollution level of the holy river, which is the main concern of the
Government and N.G.T. Hence, to prevent these drains from discharging waste water directly into the
river without any treatment, the Government of India along with the Government of Uttar Pradesh is
making continuous efforts to improve the current sewerage infrastructure.
In an effort to divert the untreated waste water from discharging into the river, Interception and
Diversion (I&D) works have been proposed. Under this project, the balance drains discharging into
River are proposed to be tapped and the waste water shall be carried to proposed STPs for treatment
through pumping station/ gravity flow. The STPs proposed in this Scheme shall also be utilized in due
course when other phases of sewerage system will be implemented. This means the sewage shall be
taken to the STPs by nala tappings.
Out of 103 drains, 8 nos. are already diverted in other scheme of the State, therefore, remaining 95
drains are fall under the catchment of proposed 135mld STP. List of 95 drains is provided in
subsequent section.

3.2 Description of rivers Paondhoi, Dhamola and Hindon


Rivers Dhamola and Paondhoi pass through Saharanpur town. River Paondhoi flows from north to
south and joins river Dhamola. River Dhamola comes from eastern side and flows towards west to
meet Paondhoi before the railway line near Assura bridge. Beyond the confluence, the river flows as
Dhamola, which ultimately joins river Hindon after travelling for about 15 km downstream. The town
slopes towards these rivers. Most of the open drains discharge wastewater into these rivers.
Both Dhamola and Paondhoi were freshwater rivers flowing through Saharanpur. In earlier times,
people used the water of these rivers for domestic purposes. But now disposal of untreated/partially
treated sewage and industrial effluents through open drains in Saharanpur town have significantly
affected the water cities along river Hindon quality of these rivers.
River Hindon, historically known as the Harnandi river, is a tributary of river Yamuna and originates
in the Saharanpur District, from Upper Shivalik in Lower Himalayan Range. The river flows between
rivers Ganga and Yamuna, for 400 kilometres through Muzaffarnagar, Meerut, Baghpat, Ghaziabad,
Noida, Greater Noida before it joins river Yamuna just outside Delhi.

The pH value ranged from 6.3 to 7.3. The BOD level ranged from 50 to 400 mg/l and COD level
ranged from 140 to 2850 mg/l. The BOD and COD level indicate that these drains are carrying
untreated sewage. The BOD level in drains near Janak Hotel indicates that the drain carries
contribution of septage as well from various septic tanks or leach pits constructed in various houses in
its catchment. The concentration of heavy metals in various drains was below detectable limits.

4.0 Existing Sewerage System.

The city is partially sewered and mainly Interception and Diversion works and STP have been
provided in the city under Yamuna Action Plan-I (YAP-I) in the year 1998. The total length of sewer
is around 111 km. The summary of existing sewerage system is given in Table 6 below.

Most of the trunk sewers from these 4 zones are connected to the main trunk sewer of 1600 mm laid
under YAP-I.

4.1 Interception and Diversion works under YAP- I

a. 51 drains were tapped under YAP- I and connected with sewerage system to divert their flow to
the STP of 38 Mld (UASB) proposed at Praduman Nagar through 3 no. IPS constructed at:
 Dal Mandi Intermediate Pumping Station (capacity 6.9 Mld) – 8 drains
 Rakesh Theatre Intermediate Pumping Station (capacity 16.9 Mld) – 14 drains
 Govind Nagar Intermediate Pumping Station (capacity 24 Mld) – 17 drains

The flow from these IPS is pumped to manholes located on the trunk sewers and is ultimately carried
by gravity to Main Pumping Station (MPS) (capacity 38MLD) located at Praduman Nagar STP,
intercepting 12 drains onway.

From Govind Nagar IPS, sewage is pumped into trunk sewer of 1600 mm diameter, which flows to
the MPS at Praduman Nagar.

b. STP 38 Mld–Praduman Nagar

One STP of 38 Mld capacity based upon UASB technology has been constructed in Praduman Nagar,
Saharanpur under YAP-I. The STP is operational from 2002. Disposal of treated effluent is from
STP to Dhamola river.

d. Operation, maintenance, and management of existing sewerage works


The operation and maintenance of sewerage works of Saharanpur is being carried out by M/s
WAPTECH Ltd., for a period of 10 years w.e.f. November 2019
The details of sewerage system are given in Table 7.

4.2 Sewerage schemes under execution

4.2.1 Interception and Diversion Scheme of 8 drains, under State Sector


I& D scheme for 8 nalas in u/s of Paondhoi, under State Sector, is under execution by UPJN,
Saharanpur.
The details of works proposed, and progress are summarised in table below

5.0 Broad proposals

In Saharanpur, there are already 4 IPS, one MPS and one STP. Drains discharge their wastewater into
rivers Pandhoi and Dhamola. 51 drains were intercepted under YAP I. New I&D and STP works have
now been provided by dovetailing with the existing sewerage system and the following sewerage
works in progress,

a. I&D of 8 drains – The discharge from IPS of 5.7 Mld at Dhobi Ghat, would be pumped to the
proposed STP of capacity 7 Mld proposed under Smart City Sewerage Scheme.

b. Sewerage scheme under Smart City


Zone 2- Under this scheme, 52.67 km sewers, MPS and STP of capacity 7.5 Mld have been
proposed. The treated effluent will be reused for agricultural purposes.

Zone 3 and 4 – Under this scheme, 100.43 km sewers have been proposed. 32.46 Mld sewage
for the design year would be the proposed in new STP.

c. Sewerage scheme under AMRUT program – Zone 1, Sub Zone 1 - Under this scheme, 59.67
km sewers and IPS of 7 Mld in the campus of existing STP have been proposed. The
wastewater would be pumped to the proposed STP of capacity 135 Mld, on the site opposite
to existing STP.

I&D works of 51 drains were carried out under YAP I, out of which 4 drains were partially tapped.
The present discharge of these 51 drains has exceeded their design capacity. All drains will now
be fully tapped, out of which discharge of 34 drains would be taken through the existing I & D works.
The remaining 17 drains and 44 newly identified drains would now be tapped through proposed I&D
works with additional MPS and STP. Existing I&D works of 51 drains carried out under YAP I, will
be repaired and continue to work with wastewater tapping of 34 drains.

6.0 Works Proposed

6.1 Project Scope


As stated in the Administrative Approval and Expenditure Sanction, the proposed project is based on
Hybrid Annuity Model.
6.2 Proposed Infrastructure:
It is therefore proposed to develop one New STP - Saharanpur (New) STP of capacity 135 MLD
including one new MPS (New) at Dhamola river, 61 Nos. Drain tapping with 16 Km I&D Sewer and
50 meter rising main in this City to prevent the untreated water from flowing into the river directly.

6.3 I&D works:

The wastewater from 61 drains will be intercepted in an inlet chamber provided with coarse
screen at each tapping arrangement to prevent the solid waste entering the sewer line. List of

Note. The Interception and Diversion is considered for 61 No. of drains out of 95 drains for the
Saharanpur town as marked (*) in the list. The balance drains & other municipal drains/ house
drains which are directly discharging waste water in the river shall be integrated with the proposed
I&D structure and Interceptor Sewer at suitable location.

information mentioned in table above is indicative only.

It is proposed to lay the interceptor sewers along both the banks of rivers Pandhoi and Dhamola, to
intercept remaining 17 drains of YAP I and 44 new drains = 61 drains, before falling into rivers and
divert the same to the proposed STP. Size of sewers vary from 300 mm to 800 mm diameter before
confluence of the two rivers. After confluence, a trunk sewer of size 1200 to 1600mm diameter has
been proposed up to the MPS, which will also carry the discharge of zone-3 & 4, received from
1100mm dia. gravity trunk sewer to be laid under ongoing Smart City scheme.

6.4 Design Periods

The base year of the project has been taken as 2023, intermediate year as 2038 and ultimate

8.0 Project Structure


A) Construction Period: Saharanpur STP and I&D Project Saharanpur Facilities
The Concessionaire will be required to design, finance, construct, complete, including the I&D
Works, prior to the relevant Scheduled Construction Completion Date, in accordance with the
Concession Agreement.
After the Construction Period, the Concessionaire is also liable to operate and maintain the assets
for 15 years, in accordance with the Concession Agreement as per the rates agreed in the
Concession Agreement and shall be paid for during O&M Period.

B) Trial Operations Period (Article 7): Upon receiving the relevant Construction Completion
Certificate, the Concessionaire shall commence the Trial Operations of the Facilities to determine
whether the KPIs are met on a continuous basis, and is fit for the commercial operations. To
achieve successful Trial Operations, the Facilities need to achieve KPIs for 20 consecutive days
prior to the relevant Scheduled COD.
C) O&M Period (Article 8): From their respective COD to the End of Concession, the
Concessionaire will be required to operate and maintain the Facilities, such that the Facilities
meet the key performance indicators specified in the Concession Agreement.
9.0 Payments

The payments for the Facilities shall be based on a Hybrid Annuity Model, wherein 40% of the
project cost shall be reimbursed to the Concessionaire during the Construction period. The balance
construction cost, along with interest, will be made as quarterly payments (Capex Annuity) during the
O&M period. Additionally, the Concessionaire will also receive indexed O&M charges based on his
quote and reimbursable power charges for operating and maintaining the Facilities, as quarterly
payments during the O&M Period.
A brief overview of the timeline and payments for the three STP Facilities is given in the table below
for better understanding. Kindly note that the details below are indicative and the Concessionaire may
refer to Article 9 of the Concession Agreement for the exact details.
10.0 Package Facilities

The Saharanpur (New) STP 135 MLD is proposed on the land opposite to Existing STP across the
river Dhamola. The existing STP of 38 MLD capacity is based on UASB followed by waste
stabilization pond technology. Approximately total 4.50 Ha land is in possession of Uttar Pradesh Jal
Nigam (UPJN) for the Proposed STP site for the construction of Saharanpur STP.
The proposed new STP land is low lying area and has large potholes due to carrying of soil by the
local people. The land filling and leveling of site shall be with in the scope of project, no additional
cost will be given. The approach road to site is from the residential area for which alternate route has
to be constructed as per the scope of the works.
Approach road from Existing STP of length 250 m and 5.5 m width between the polishing ponds of
existing STP to be constructed along with a box culvert of 20 m length and suitable depth as per flow
and 300 m approach road from entry gate of existing STP to polishing ponds
